Summary: The committee began with housekeeping announcements about clearing office file cabinets by May 22, arranging lockers in another building, and the building’s cold temperature. The chair also reviewed the calendar, noting the May 29 reporting deadline, the May 26 Memorial Day closure, and possible dates for subcommittee or committee-of-the-whole meetings. Representative Damon then apologized for his word choice in a prior vote, and the chair accepted the apology. The committee recessed briefly for caucus before returning to the docket. The first bill taken up was SB 98, extending donations to regional career and technical education center programs. Representative Peoples moved OTP, the motion was seconded, and members noted the bill would allow continued private donations to support the program. The committee voted unanimously to pass the bill and then agreed to place it on consent, with discussion noting a fiscal note but no objection to consent. The committee then considered SB 294, concerning lab fees for career and technical education courses. Representative Peoples moved ITL, but members debated whether the bill would create an unfunded mandate or instead simply require that lab fees be addressed in regional agreements. Supporters argued it would make costs transparent and prevent students from being surprised by fees, while opponents said it would shift costs onto sending districts and add to an already underfunded CTE tuition and transportation line. After discussion, the committee voted 10-8 to pass the bill, with Representative Peoples assigned the majority report and Representative Bricky the minority report. Finally, the committee turned to SB 195, which revises the composition and duties of the New Hampshire Advisory Council on Career and Technical Education. The chair initially asked questions about how CTE funding works for part-time students, then corrected that he was on the wrong bill before returning to SB 195. Representative Lad offered amendment 1938H and explained that it largely tracked current law while making changes to council membership, including the appointment process for business and trade representatives. Discussion focused on how the amendment and bill would alter council appointments and whether the current structure should remain, but the transcript cuts off before any final action on SB 195 is shown.

Summary: The committee heard testimony on House File 733, which would restore electronic pull-tab features such as open-all, free play, bonus games, and similar functions that were restricted in 2023. The bill’s supporters, including representatives of Allied Charities of Minnesota, the American Legion, and a Bloomington school activities foundation, argued that the 2023 changes reduced revenue for charitable gambling operations and, in turn, cut funding for veterans programs, youth sports, food shelves, school needs, and other local community services. Several supporters cited early revenue declines since the new rules took effect, including double-digit drops and one example of a Bloomington site reporting a 29% year-over-year decline overall and a 44% drop in e-tab revenue. They also argued that restoring the features would help charities without meaningfully increasing casino play. Opponents, including Citizens Against Gambling Expansion and the Minnesota Indian Gaming Association, said the bill would expand slot-machine-like gambling in neighborhood bars and restaurants and increase problem gambling and related social harms. They argued the features in question mimic slot machines, are especially concerning in non-age-restricted locations, and would amount to a major expansion of gambling. The tribal representative also said the 2023 clarification was appropriate, that charitable gambling revenues do not translate efficiently into mission funding, and that tax relief or other policy changes would be better ways to help charities than restoring the disputed features. The chair reminded testifiers to keep comments neutral and not partisan. After testimony, a member discussion began, with Representative Ray Rower thanking the testifiers and expressing support for their work. The transcript excerpt does not show a final vote or disposition beyond the bill being recommended to be re-referred to the Commerce Finance and Policy Committee.

Summary: The Public Works and Highways Committee held an orientation meeting focused on introducing members, outlining committee norms, and hearing an overview from the Department of Transportation. Chair David Mills emphasized the committee’s long-standing bipartisan working style, asked members to share contact information for short-notice scheduling, and noted that the committee would need to complete as much work as possible before the building is vacated later in the year. Members introduced themselves and described backgrounds in engineering, construction, planning, local government, military service, education, and business. Several members highlighted prior service on planning boards, school boards, zoning boards, or in transportation-related fields as relevant to the committee’s work. Members repeatedly described the committee as collegial and nonpartisan, with most bills going to the consent calendar. The chair also noted that the committee’s work centers on state infrastructure, including roads, bridges, highways, and buildings. Representative Cluder, the ranking member, and others echoed that the committee is effective because it talks issues through and resolves disagreements collaboratively. One member mentioned a recent trip that reinforced the importance of infrastructure resilience after storms and rebuilding efforts in other states. Department of Transportation officials, led by Assistant Commissioner and Chief Engineer David Rodrig, gave a detailed organizational and operational overview. They described DOT’s structure, mission of “transportation excellence,” and major responsibilities across highways, bridges, rail, transit, aeronautics, maintenance, and administration. Rodrig reported 1,651 permanent positions and 404 vacancies, 2,160 state bridges with 115 on the Red List, 4,600 centerline miles of roadway, 25 public airports, 11 transit systems, and 194 active state-owned rail lines. He also outlined FY 2024 spending, project development activity, highway maintenance operations, fleet and fuel systems, and the distinction between the highway fund and DOT’s budget, including the role of federal funds and the turnpike enterprise fund. No votes were taken and no bills were acted on during this orientation meeting.

Summary: The Senate convened with a quorum, heard a prayer from guest minister Troy Brigadio, and recited the pledge. The chamber then handled journal approval, committee and House messages, and a large number of resolutions and bills, with many items lying over or being referred to committees. Several Senate resolutions were adopted by voice or machine vote, including commendations for World Preeclampsia Awareness Day, Kathy Holloway, Jensen LeBlanc, and River Bend Station, and the Senate also recognized Senator Mike Reese’s new role as president of McNeese State University. The body spent much of the meeting concurring in or rejecting House amendments to Senate bills. Concurrences were approved on measures including SB 102, 133, 151, 165, 169, 170, 200, 280, 291, 303, 330, 396, 410, 425, 427, 436, 489, 521, 45, 156, 181, 203, 304, and 399. The Senate rejected House amendments on SB 217, SB 300, SB 274, and SB 379, sending those matters toward conference or further work. One notable floor debate occurred on SB 449, where Senator Moore objected to concurring in amendments affecting the North Orleans Belt Railroad; after discussion about corruption concerns and public bid laws, the chamber rejected the amendments 26-9. The Senate also took up numerous House bills on final passage, approving measures on local governance, public safety, education, tax policy, and infrastructure. These included HB 87 on Livingston Parish Gas Utility District per diem, HB 115 on abolishing the police chief office in Edgefield, HB 162 on a neighborhood improvement district fee, HB 195 allowing pepper spray on campus, HB 214 and HB 217 on optional ad valorem tax exemptions for rehabilitated blighted property, HB 233 on jury compensation, HB 354 renaming a bridge as the Caleb Easterling Memorial Bridge, HB 283 on protections for assaulted school employees, HB 290 recreating the Department of Treasury, and HB 319 adjusting civic education commission membership. Several of these passed unanimously or with only a few dissenting votes, and members frequently moved to reconsider and record objections after final passage.

Summary: The House met on May 18, 2026, with a quorum present, and began with prayer, the pledge, leave requests, and several personal privileges recognizing visitors and groups at the Capitol, including early education advocates, a poster contest winner, Entergy’s River Bend Nuclear Station on its 40th anniversary, a Children’s Miracle Network champion, Community Action leaders, and Leadership Tangipahoa participants. The chamber also received Senate messages, enrollment reports, a conference committee report on Senate Bill 149 that was allowed to lie over, and a long list of House resolutions and Senate bills that were either introduced, referred, or set aside for later consideration. Several resolutions were adopted without objection, including measures recognizing Early Education Day, World Preeclampsia Awareness Day, Dora’s Voyager, Tourism Day, and National Mississippi River Day, while House Concurrent Resolution 98 on SNAP grocery delivery fees failed on reconsideration by a vote of 46 yeas to 39 nays. The House then took up a series of Senate bills. Among the measures passed were SB 39 on provisional massage therapist licenses; SB 111 on freshwater recreational fish limits in the Atchafalaya Basin; SB 124 on peer review confidentiality for health systems; SB 134 on child sexual abuse material and sexting involving minors under 17; SB 99 on electronic DEQ notifications; SB 190 on special-focus nursing facilities; SB 201 on juvenile life-without-parole sentencing procedures; SB 233 on a statewide data exchange compact; SB 236 on annual kidney disease reporting; SB 258 on juvenile traffic offenses; SB 270 on medical marijuana use by terminally ill patients in health care facilities; SB 273 on hospice care requirements; SB 307 on educational displays and a Ten Commandments monument on Capitol grounds; SB 320 on CODIS hit tracking; SB 321 on electronic bonds; SB 325 on excluding threatening persons from sports wagering; SB 331 on temporary exceptions to the Scenic Rivers Act for lower Pearl River Basin work; SB 339 on gaming-related background checks; SB 345 on annual OJJ reporting; SB 346 and SB 347 on deepfake misuse in schools and on campuses; SB 357 on judiciary cleanup provisions; SB 359 on hospital district commissioner terms; SB 387 on pharmacy benefit managers; SB 393 on explosives regulation; SB 401 creating a Prescription Drug Affordability Board; SB 415 creating the Empower Louisiana Food Purchase Program; SB 419 on pre-charged pneumatic devices for deer hunting; SB 422 on unsupervised probation for certain repeat DWI offenders; SB 426 on the Addictive Disorder Regulatory Authority and peer support credentials; SB 435 creating a Commission on Fatherhood Engagement; SB 437 on licensed treatment services in facilities housing judicially referred residents; SB 440 creating a Renaissance District in Rapides Parish; SB 451 on newborn hearing screening and intervention; SB 464 on severe obesity treatment coverage; SB 470 on pregnancy-related rules in correctional facilities; SB 487 on gaming premises rental agreements; and SB 488 creating a school safety drone response pilot program. Several bills were returned to the calendar for later action, including SB 189 on atmospheric releases affecting weather and climate, SB 326, SB 341, SB 353, and SB 495. A number of bills drew debate over policy and fiscal effects. SB 112 on school release time for religious instruction prompted questions about public-school participation, sponsoring entities, and parental consent; SB 189 on prohibiting intentional atmospheric release of substances for climate or weather modification passed 75-21 after questions about aircraft fuel dumping and agricultural exceptions; SB 201 on juvenile sentencing led to discussion of Supreme Court precedent and appellate review; SB 233 raised privacy concerns about interagency data sharing; SB 313 on electronic filing fees in criminal matters was criticized as a possible unfunded mandate and failed 25-68; and SB 451 on newborn hearing screening drew questions about board expansion, Medicaid coverage, and added administrative costs before passing 94-1. Most other bills passed with little or no opposition, and the House repeatedly adopted motions to table reconsideration after final passage votes. The chamber also announced it would stop debate at 5:00 p.m. and continued working through Senate bills as the Natural Resources Committee finished its meeting.

Summary: The Permanent Commission on the Status of Persons with Disabilities’ Long-Term Services and Supports and Health Equity Subcommittee met and heard a presentation from Colin Killick of the Autistic Self-Advocacy Network on disability discrimination in crisis standards of care during COVID-19. He described how Massachusetts and other states initially used rationing criteria that prioritized short-term or long-term survival in ways that disadvantaged disabled people, older adults, and people with certain chronic conditions, and he discussed related issues such as QALYs, DNR pressure, and inequities in vaccine prioritization. He also noted that disability rights advocates, legal groups, and allies used litigation, media outreach, and public pressure to force revisions to the standards, and that Massachusetts ultimately adopted more protective third-round standards that limited the use of life-expectancy judgments and banned QALYs in those decisions. Members asked why the disability health care discrimination bill has not passed despite being reintroduced over multiple sessions. Killick said the main obstacle now appears to be lack of legislative prioritization rather than active opposition, after earlier concerns about QALYs were resolved through compromise. He identified the bill as S. 869, an act relative to preventing discrimination against persons with disabilities in the provision of health care, and said it had been favorably reported out of the Health Care Financing Committee. Members thanked him for the presentation and for his work during the pandemic. The meeting then moved to roll call, approved the minutes by motion and second, and adjourned after noting the next meeting date as August 31st.

Summary: The Permanent Commission on the Status of Persons with Disabilities’ Long-Term Services and Supports and Health Equity Subcommittee met to hear a presentation from Colin Killick of the Autistic Self-Advocacy Network on disability discrimination in crisis standards of care during COVID-19. He described how Massachusetts and other states initially used standards that prioritized longer life expectancy and, in some cases, quality-adjusted life years (QALYs), which he argued devalued the lives of disabled people and older adults. He also discussed related issues such as denial of transplants, pressure on disabled patients to sign do-not-resuscitate orders, and inequities affecting communities of color. He said disability advocates, legal groups, and public officials pushed back through litigation, media, and organizing, leading to revisions of Massachusetts’ standards and the eventual inclusion of disability advocates in the drafting process. Killick also discussed vaccine rollout, saying disabled people were initially under-prioritized but later gained broader access and more accessible vaccination options such as ASL interpretation and in-home vaccination. He closed by urging support for S. 869, an act relative to preventing discrimination against persons with disabilities in the provision of health care, which he said would ban disability-based discrimination in crisis standards, prohibit QALYs in health care decision-making, and add protections against coerced DNRs. He noted the bill had been favorably reported out of the Health Care Financing Committee but still needed support. In questions, members asked why the bill had not advanced further; Killick said earlier opposition from QALY supporters had been resolved, and the main barrier now was lack of legislative prioritization. Members thanked him for the presentation and for the work on revising crisis standards. The subcommittee then completed roll call, approved the prior minutes, and adjourned, noting the next meeting would be August 31.
