Summary: The Senate Finance Committee met with a quorum present and first approved the minutes from the January 15 morning meeting. The main agenda item was the Department of Revenue’s budget and revenue presentation from Secretary Eric Nelson, Deputy Secretary Peter Shirley, and Deputy Secretary Mark Mucco. Nelson said the state remains double-A rated with a positive outlook, the budget includes a 5% personal income tax reduction, and the 2027 general revenue estimate is $5.493 billion, up $170 million from the prior year. Shirley gave an economic overview, saying West Virginia is forecast to see continued but slowing employment growth, continued wage growth, gains in private education/health services and business services, declines in some sectors, improving labor force participation relative to the nation, and strong recent net in-migration. He also noted continued growth in natural gas production and a modest rebound in coal production, though coal faces longer-term demand pressure. Mucco reviewed revenue trends and said 2025 collections were about $5.5 billion, below the prior year but above estimate, with personal income tax and sales tax driving the surplus. He explained that the forecast incorporates the 5% PIT cut and annual conformity to the federal One Big Beautiful Bill Act, including changes such as Section 179 expensing, bonus depreciation, R&D expensing, business interest deductions, and a new manufacturing facility expensing provision. He also discussed the effects of tax credits, severance tax volatility, declining tobacco revenues, and health care provider tax changes tied to federal Medicaid rules. He said road fund revenues are largely flat absent policy changes, and county commission revenues are growing faster than state revenues. Members asked about when new economic development projects like NewCore would appear in the projections, how much 20,000 new jobs would matter, whether the department had a calculator for job-growth impacts, the status of recent tax cuts, road fund growth, tobacco/vape taxation, and whether migration data could be broken down by county. The witnesses said major projects are not yet in the S&P-based forecast but would likely add jobs, wages, and tax revenue over time; they estimated 20,000 jobs would be a significant increase. They also said the state is unlikely to hit the current personal income tax trigger in the near term. No substantive votes were taken beyond approving the minutes, and the committee adjourned after a motion carried by voice vote.

Summary: The Appropriations Committee on Transportation, Tourism, and Economic Development met to hear presentations from the Department of Commerce and the Florida Department of Transportation. Jason Mahon of Florida Commerce outlined the state’s economic development strategy, emphasizing Florida’s GDP growth, business formation, and strengths in manufacturing, high-tech, life sciences, defense, and financial services. He described the department’s tools for small business lending, rural investment tax credits, venture capital support, infrastructure and workforce grants, performance-based incentives, and disaster recovery loans, and highlighted examples such as ServiceNow, Williams International, Asteris, and Point Blank Enterprises. Senators asked about grant availability for small businesses, foreign companies relocating to Florida, workforce shortages in manufacturing, and whether additional tools may be needed; Mahon said most small-business support is loan-based and noted ongoing workforce and infrastructure challenges. Jennifer Marshall of FDOT then reviewed major transportation projects and the Moving Florida Forward initiative, describing the state’s large portfolio of active contracts and major congestion-relief projects across Florida. She highlighted early completions and accelerated timelines on projects including the NASA Causeway Bridge, I-95 at US 1 in Volusia County, I-4 congestion relief lanes, the First Coast Expressway, the Howard Frankland Bridge, I-4 interchanges in Central Florida, A1A coastal protection work, I-75 improvements in Southwest Florida, and the I-395 reconstruction in Miami. Senators asked about how express lane projects are selected, whether toll revenues are used for local maintenance and improvements, the status of the Miami I-395 project, and the impact of losing electric-vehicle express lane exemptions. Marshall said FDOT works with local long-range plans and congestion data, and that she would follow up on several specific funding and project questions. Committee members generally praised both agencies for project delivery, cost savings, and coordination with local partners. Senator Mayfield noted the importance of using savings and working with local governments, while Senator Wright commended Commerce’s role in economic development and FDOT’s work on major road projects. The meeting concluded with no further business, and the committee adjourned.

Summary: The Criminal Justice Committee met with a quorum present and temporarily postponed SB 156. The committee first considered the confirmation of Matthew Walsh as Secretary of the Department of Juvenile Justice. Walsh described his background in law enforcement, social work, and juvenile justice, and outlined DJJ priorities including recruitment and retention, staff wellness, collaboration with DCF and other agencies, aging facilities, and expanding educational and vocational opportunities for youth. Members asked about his social work training, lockout youth, bed space, recidivism, and the Florida Scholars Academy. The committee voted unanimously to favorably report his confirmation. The committee then took up SPB 704, a committee bill extending the public records exemption for conviction integrity unit reinvestigation information. Senator Martin explained that the exemption was originally created to protect active innocence reviews and should continue past its current sunset date. With no opposition or debate, the committee voted unanimously to report the bill favorably as a committee bill. Next, the committee considered CS for SB 32, as amended, which creates an injunction for protection against serious violence by a known person and adds it to the statewide injunction verification system and related enforcement provisions. Senator Sharif said the bill is intended to give judges a faster tool to protect victims who have reported serious violence to law enforcement, while supporters said it addresses cases where victims are harmed before a repeat-violence injunction can be granted. Eric Friday of Florida Carry opposed the bill, warning it could be misused against self-defense situations and create problems in cases already covered by existing injunction laws. After debate, the committee voted unanimously to report the bill favorably. The committee then considered SB 210, which extends public records protections to petitions for injunctions for protection against serious violence by a known person, including dismissed petitions and identifying information before service. There was no opposition, and the committee voted unanimously to report SB 210 favorably before adjourning.

Summary: The committee heard a series of domestic security and law enforcement presentations from the Florida Sheriffs Association, Florida Police Chiefs Association, Florida Highway Patrol, and FDLE. Sheriff Rob Hardwick outlined the sheriffs’ legislative priorities, focusing on adding xylazine to Florida’s trafficking statute and increasing penalties for luring or enticing a child under 12 from a misdemeanor to a felony. He also discussed domestic security coordination, fusion center intelligence sharing, and jail-based reentry efforts. Members asked about xylazine prevalence in Broward County and whether canine units can detect it; Hardwick said he would follow up with data and noted that dogs are not specifically trained for xylazine, though fentanyl-certified dogs may alert on mixtures. Chief Charlie Vasquez of the Florida Police Chiefs Association presented three priorities: stronger protections for law enforcement, judges, prosecutors, public defenders, and their families when threatened because of their jobs; faster and more consistent access to blood-borne pathogen testing results after exposure incidents; and mandatory life without release for anyone convicted of murdering a police or correctional officer, reviving a version of the Jason Raynor Act. Senators asked about delays in blood testing after exposure, and Vasquez said officers can be forced to take prophylactic medication while waiting for results and that the process should be streamlined. Florida Highway Patrol Director Dave Kerner described FHP’s domestic security role, including criminal interdiction, canine units, traffic homicide investigations, aviation, drones, border operations, and responses to threats such as human smuggling and the October 7-related security posture at synagogues and campuses. He said staffing remains constrained by vacancies and pay disparities, so he was not seeking more authorized troopers at this time. FDLE Deputy Commissioner David Binder then reviewed the state’s domestic security structure, fusion centers, critical infrastructure assessments, and grant funding, warning that federal homeland security dollars have declined sharply while threats remain high. He highlighted work on drone mitigation, radiological detection, vehicle barriers, and school security assessments, and emphasized the need for continued interagency coordination. The committee took no formal votes and adjourned after the presentations and questions.

Summary: The Senate convened, approved the journal, and then moved through a large number of motions to discharge bills from committees and substitute identical Senate bills for third reading. The chamber also received and accepted a Finance Committee report on nominations for Kathleen Mosier as Commissioner of Parks, Recreation and Historic Preservation, Terrence O’Leary as Commissioner of Homeland Security and Emergency Services, and John Kagia as Executive Director of the Office of Cannabis Management. All three nominees were confirmed, with Mosier and O’Leary confirmed unanimously and Kagia confirmed 57-1, with Senator Walczyk voting no. The Senate adopted previously approved resolutions recognizing June 2026 as LGBTQIA+ Pride Month and mourning the death of Susan Irene Wright of Harlem. Senators Brisport and Bottcher spoke at length in support of Pride Month, emphasizing LGBTQ+ history, resilience, and ongoing threats to the trans community. On the Susan Wright resolution, Senators Cleare, Bailey, and Bottcher praised her community leadership, philanthropy, and family legacy, and Assembly Member Jordan Wright was recognized in the chamber. The body then considered and passed many bills on the calendar, including measures on insurance, environmental conservation, public health, education, business law, labor, social services, highway law, and local tax exemptions. Several bills drew brief explanations of vote, including a measure to end higher insurance premiums for widows, a bill to prohibit correctional facilities from denying visitation because of menstrual products or IUDs, and a Medicaid-related bill to expand access to blood pressure monitors for pregnant people. Most bills passed with broad support, though some had notable opposition from a small group of senators. Late in the session, the Senate took up a proposed constitutional amendment on redistricting. Senator Stewart-Cousins sponsored the measure, and Senator Walczyk questioned it extensively, arguing voters had previously approved an independent redistricting process and objecting to changes that would remove the Legislature’s two-thirds map-approval requirement and alter the commission’s role. The sponsor said the changes were needed in response to aggressive partisan redistricting in other states and would still require voter ratification in future sessions. The transcript ends during that debate, with no final vote on the amendment shown.
