Transcript Highlights:
  • Thank you for the opportunity to speak. Welcome, Mayor. Thank you.

  • the opportunity to operate the rink, then we'll be without a rink.

Summary: The Joint Committee on State Administration and Regulatory Oversight held a public hearing on several bills, including proposals to designate lobster as the official crustacean of the Commonwealth, asparagus as the official state vegetable, and a bill affecting property in Lowell tied to the Lowell Innovation Network Corridor (Link). Legislators also heard testimony on H. 5315 concerning the Veterans Memorial Ice Rink in Waltham and the city’s effort to preserve its long-term lease and right of first refusal, with supporters arguing the rink is a major regional asset for youth hockey and public recreation. Another bill, S. 3061, would make a narrow language change to prior law governing a Lowell property to remove a reversionary clause and clear the way for redevelopment associated with the Link project. Support for the asparagus bill came from Senator Comerford, Representative Gomez, Hadley Elementary School students and staff, and local farmers, who described asparagus as central to Hadley and western Massachusetts history, agriculture, and identity. They emphasized the student-led nature of the campaign, the region’s long asparagus-growing tradition, and the educational value of the legislative process. Supporters of the lobster designation, including Representative Machino and the Massachusetts Lobstermen’s Association, highlighted lobster’s importance to coastal heritage, sustainability, and the state’s economy, noting the industry’s jobs and annual landings. The Waltham rink bill was backed by Representative Stanley, Mayor McCarthy, and Representative Lawn, who said the city had invested millions in the facility and that losing the lease could harm youth hockey access and the broader community. Committee members generally responded favorably to the testimony, praising the student advocacy on asparagus, the economic and cultural significance of lobster and farming, and the importance of keeping hockey affordable and accessible. No substantive votes were taken during the hearing itself, and the final action recorded was a motion and second to close the hearing after all testimony concluded.

Summary: The Senate convened with a quorum, opened with prayer and the Pledge of Allegiance, and suspended several rules and journal requirements to facilitate the floor session and a budget subcommittee hearing notice. The chamber then took up Senate Concurrent Resolution 114, designating March 15–21 as National Surveyors’ Week. Senator Grove spoke in support, emphasizing the historical importance of surveyors and their role in infrastructure, property rights, and California’s economy. The resolution passed by unanimous roll call vote, 40-0, and Grove introduced Christy Ashay, president of the California Land Surveyors Association, as a guest. The main item of the day was Senate Resolution 76 recognizing Women’s History Month and honoring 42 women from across California. Senator Menjivar presented the resolution, highlighting women’s leadership and the need to continue advancing equity, pay protections, and opportunity. Senators Richardson, Pérez, Hurtado, Rubio, Wahab, and others spoke in support on behalf of the Black, LGBTQ, Latino, Jewish, AAPI, and other caucuses, each underscoring the contributions of women in public service, civil rights, labor, science, education, and community leadership. The resolution passed unanimously, 40-0. After the vote, the Senate proceeded with an extended recognition ceremony for the 42 Women of the Year honorees from Senate districts statewide, with brief biographies read into the record. The session also included an adjournment in memory of James Bernard Peth, offered by Senator Ashby, who described his work as a teacher, coach, and community volunteer. The Senate announced it would recess and reconvene on March 19, 2026.

Summary: The Texas Senate convened with a quorum, heard the governor’s emergency message outlining priority issues for the session, including property tax relief, water supply and infrastructure funding, universal education savings accounts, teacher pay, career and technical education, creation of a Texas Cyber Command, and bail reform. The governor also submitted a State of the State message and several appointment nominations for Senate confirmation. The chamber then took up a series of ceremonial resolutions and recognitions for McAllen Day, UTSA and UT Health San Antonio Day, Wise County Day, and Houston East End Chamber of Commerce East End Day, along with visits from the Houston Realty Business Coalition, Cedar Creek Chamber of Commerce, Webb County/Laredo delegates, UT Dallas McDermott Scholars, Andrews County officials, and occupational therapy professionals and students. Several senators spoke in support of the recognitions, highlighting local economic development, higher education, public health, and regional history. McAllen was praised for its growth, business climate, and cultural significance; Laredo and Webb County were recognized for trade, the Washington’s Birthday Celebration, and cross-border ties; UTSA and UT Health were commended for research, cybersecurity, and health science work; and UT Dallas scholars were recognized for academic achievement and public service. Wise County, the East End of Houston, and Andrews County were also described in terms of their economic contributions and community heritage. The Senate adopted Senate Resolution 27 for McAllen Day and Senate Resolution 32 for UTSA and UT Health San Antonio Day without objection. It also adopted Senate Concurrent Resolution 11, which granted permission for either house to adjourn for more than three days between February 5 and February 11, by a recorded vote of 30 ayes and 0 nays. Additional resolutions listed on the calendar were adopted without objection, and the Senate recessed until noon on Wednesday, February 5.

Bills: SB219 , SB9
Summary: The House Appropriations Committee met to hear several bills, with members repeatedly reminded to focus on fiscal impacts rather than policy merits. The committee first considered SB 9 on freshwater wetlands, which would combine tidal and non-tidal wetlands programs into one permitting framework; supporters said the bill resulted from a two-year consensus process and that the governor’s office and DENREC would absorb a significant share of the cost. Public testimony was largely supportive, emphasizing flood control and ecosystem services, though one speaker opposed the spending. The committee voted to release SB 9. The committee then heard SB 278 on child care assistance, which would preauthorize summer camp for eligible school-age children and create a separate lower co-payment for half-day care. The sponsor and the YMCA of Delaware said the change would better align family co-pays with provider reimbursement and make before- and after-school care more affordable for working families. The committee also released SB 278, SB 168 on alcohol delivery for package stores, SB 120 on health insurance coverage for certain testing and treatment, and HB 4, a pilot program for artificial intelligence and extended reality in schools; HB 4 was described as having a near-$3 million fiscal note and a one-year implementation delay because it was not funded in the budget. Later, the committee approved SB 219, which gradually increases the military pension income tax exclusion from $12,500 to $25,000 over three years and includes related joint-filing and residency changes. Supporters argued it would help attract and retain military retirees and bring federal dollars into the state. The committee also released SB 1, a major primary care reform bill that would increase primary care spending and implement hospital payment reforms, with projected long-term savings to the state employee health plan, and SB 325, which expands background checks and wrap-back monitoring for fire service personnel and adds an investigator position for the Fire Prevention Commission. In each case, public commenters and committee members generally supported the bills, and all were released from committee by recorded vote.

Bills: S1080 , S1112 , S1324 , S1338 , S1582 , S1672
Summary: The Committee on Commerce and Tourism considered several bills. SB 1338 by Senator Burton would strengthen enforcement of written endowment agreements for charitable gifts and require legislative approval for new filing or reporting requirements on charities. The sponsor and Philanthropy Roundtable testified in support, emphasizing donor intent and protections for nonprofits; the bill was reported favorably. SB 1324, which was expected to address principal offices of LLCs, was temporarily postponed. The committee also passed CS/SB 1080 by Senator DeSigley, which directs FDOT to adopt rules allowing direct payments to first-tier subcontractors in specified circumstances. A transportation industry representative supported the measure, saying the situations are rare but need a statutory remedy. CS/SB 1582 by Senator Yarbrough, as amended, requires secondhand dealers, secondary metal recyclers, and pawnbrokers to submit transaction data to FDLE for statewide sharing through systems such as LInX; the amendment and bill were both reported favorably, with one witness from the Florida Recycler’s Association opposing the amendment. Senator McLean’s SB 1672, creating a home buyer workforce tax credit for employer contributions to help employees with first-time Florida home purchases, was reported favorably with support from the Florida Chamber of Commerce. SB 1112 by Senator Garcia, relating to the Florida Labor Pool Act, drew extensive testimony from workers, reentry advocates, and supporters who argued it would prohibit placement fees when workers are hired permanently, require annual registration of labor pools, improve accountability, and support stable employment and reentry; the bill was reported favorably. The committee then adjourned after recording votes and other closing business.
