Summary:
The committee heard testimony on HB 2614, which would require merchants selling cosmetics to accept returns of newer unopened goods within specified time frames and expand signage requirements for return and refund policies. DCCA’s Office of Consumer Protection strongly supported the bill, citing updated figures of 180 cosmetic complaints from 2020 to 2025, 54 still under investigation, 148 referred to class action litigation, and more than $1.3 million in consumer losses. Members questioned whether the bill was needed given the pending lawsuit and whether bad actors would comply, while the office responded that clearer signage would improve consumer awareness and could reduce complaints without limiting other remedies. No vote was taken.
The committee then heard HB 1660 HD1, which would allow counties to require contractors to disclose wage, benefit, hour, and employment-status information and to deny, revoke, or suspend permits for certain labor-law violations. DLIR, the Hawaii Regional Council of Carpenters, Operating Engineers Local 3, and Pacific Resource Partnership testified in support, arguing the measure would help deter cheating contractors, protect law-abiding employers, and keep bad actors from undercutting wages and taxes. One member raised concerns about possible delays to affordable housing projects and whether owners should be held responsible for contractors’ misconduct; supporters replied that compliance is a minimum standard, that county action would be discretionary rather than automatic, and that the bill would not bar counties from working with affordable housing developers. No action was reported.
Finally, the committee took up HB 1704, adopting the Psychology Interjurisdictional Compact to allow telepsychology and temporary in-person practice across state lines. The Department of Corrections and Rehabilitation, the State Health Planning and Development Agency, the Hawaii State Association of Counties, and the Hawaii Association of Health Plans supported the measure, saying it would help fill major staffing gaps, especially for forensic evaluations and services in rural and neighbor-island communities. The Board of Psychology raised concerns about the compact’s scope, the need for a study focused specifically on psychologists, background-check requirements, possible loss of regulatory authority and revenue, and the need to update older statutory provisions. Hawaii Association for Justice opposed the immunity language in the compact, and Shawn Scanlon opposed the bill, arguing it could weaken cultural responsiveness and local control and suggesting the state instead improve temporary licensing and other in-state pathways. The committee also questioned the Department of Corrections about its vacancies and whether telehealth could be filled by local providers; no vote was taken in the excerpt.

Summary:
The committee laid over several bills at the start of the meeting, including SB 1550, SB 2173, and SB 2114, and announced a new rule prohibiting video recording on phones in the committee room. The committee then took up a series of agriculture-related measures, with most of the discussion focused on feral hog control, lab-grown meat, hunting regulations, local food policy, open-range cleanup, and prescribed burn liability coverage.
SB 2108, as amended, was presented as a feral swine control bill. Supporters said it would reduce property damage, disease spread, and regulatory barriers for landowners and hunters, while opponents raised concerns about people who capture hogs for food and the impact on self-provisioning. The committee adopted the amendment and passed the bill 10-2. SB 2121, which would ban the sale of cell-cultured, lab-grown meat, drew debate over free-market choice versus protecting Oklahoma agriculture and food safety; it passed 9-3. SB 2171, which would extend the residency requirement for a lifetime fishing license from six months to one year and create a velvet buck season under controlled hunts, passed 12-1 after debate about trophy hunting, commercialization, and deer management.
SB 2061 would create an Oklahoma Food Policy Council within the Department of Agriculture, Food and Forestry to coordinate local food networks and producer-to-consumer access. Testimony from the agency said some related work is already being done through its Market Development Division, but the council would formalize broader representation; the bill passed 12-1. SB 2112, as amended, cleaned up prior open-range language to include leased land and passed unanimously. SB 2138 would establish a prescribed burn indemnity fund to help cover damages from escaped prescribed burns; members discussed coverage levels, funding, and whether it primarily protects the burner or neighboring landowners. It also passed unanimously. The meeting ended with an announcement about a Marshallese group performing in the rotunda and then adjournment.

Summary:
The committee first heard House Memorial 45, which asked the Water Quality Control Commission to promptly hear a petition seeking consideration of the beneficial reuse of treated produced water. The sponsor and supporters argued that produced water could help conserve freshwater, support agriculture and rural communities, and potentially aid compact obligations with Texas and industrial users. The committee also heard extensive opposition from acequia leaders, environmental groups, and residents who said the science is not yet sufficient, the water contains unknown or proprietary contaminants, and the memorial could pressure regulators or shift pollution burdens to other communities. After questions focused on the meaning of a memorial, the status of the petition, and the role of the Produced Water Research Consortium, a motion to table HM 45 passed, with members explaining they wanted the petition in hand before acting.
The committee then took up House Bill 276, which appropriates $3.3 million to NMSU for the New Mexico Department of Agriculture to support celebration of the 400-year anniversary of winemaking in New Mexico. Supporters described the bill as a statewide agritourism and economic development effort tied to New Mexico’s long wine history, with marketing, signage, and tourism promotion intended to benefit wineries across the state. Members asked about the funding source, the anniversary date, and whether the effort would include wineries outside the south; the sponsor said the campaign would highlight wineries statewide. The committee voted do pass on HB 276.
Finally, the committee heard House Bill 300, which would appropriate funds for the care and management of free-roaming horses and related domestic horse management, with an emphasis on tribal and local herd-control efforts using fertility control and trained community members. Supporters said the program would help address overpopulation, grazing impacts, and roadway safety, while opponents questioned relocation plans and whether the money should be spread across more counties. The sponsor and expert witness said trained personnel were already in place and the funds would support implementation. After discussion, the committee voted do pass on HB 300. The meeting ended with notice that the committee would meet again Saturday to hear House Bill 207.

Summary:
The committee heard testimony on several measures, beginning with HB 2410 relating to the Hawaii Technology Development Corporation. Testifiers from HTDC and the Hawaii Food Industry Association stood on written testimony, and members discussed the funding request, which was described as $1 million each for three programs, for a total of $3 million. The measure appeared to have broad support, with no opposition noted.
The committee then took up HB 2235 HD1 on the military and community relations office, where Lori Moore of MACC asked for additional funding to support local businesses and education-to-career initiatives statewide. Members asked about the amount, and the request was identified as $1.3 million total. HB 904 on space operations followed, with three supporters and one opponent, though no substantive testimony was captured beyond the vote counts.
HB 2201 on state enterprise zones drew testimony from Georgia Skinner of DBEDT’s Creative Industries division, who said the measure would build on a well-run enterprise zone program and help make Hawaii’s film industry more competitive. Tom Yamashita of the Tax Foundation also provided comments. The committee then considered HB 2349 relating to DCCA and DBEDT coordination; DCCA explained it already provides links and information to DBEDT programs, while DBEDT argued that direct data sharing would allow more proactive outreach. Members raised privacy and cost concerns, and DBEDT said it would consider opt-in collection and acknowledged system changes and possible funding needs.
The committee also heard two tax credit bills. HB 1972 HD1, on a caregiver tax credit, received strong support from AARP, the Hawaii Public Health Institute, the Hawaii Children’s Action Network, and others, who described caregivers as an “invisible workforce” and argued the credit would help families keep loved ones at home and reduce financial strain. The Tax Foundation suggested a grant or subsidy program might be more efficient than a tax credit and raised concerns about debarment provisions. HB 20007 HD1, on the household and dependent care services tax credit, also drew strong support from public health and family advocacy groups, who said Hawaii families face some of the nation’s highest child care costs and that the bill would better reflect current expenses; the Tax Foundation again raised technical concerns about complexity and debarment. Members asked about fiscal impacts, and testimony indicated the current credit costs about $6 million, with the bill expected to increase that amount. The committee then moved on to HB 2385 HD1 on housing, where the Deputy Attorney General began presenting written comments on whether the bill limits county authority.
