Summary:
The House convened with a quorum, prayer, pledge, and a series of personal privileges recognizing visitors and honorees, including Northside High students, the YMCA’s 175th anniversary, Literacy Day, Special Olympics Louisiana, a 75th wedding anniversary, police jurors, Young Marine Sergeant Valerie Uitt, Elmer’s, and other community guests. The chamber also received Senate messages, including refusal to concur in House amendments to SB 149, concurrence in several House measures, adoption of Senate resolutions, and passage of multiple Senate bills. House resolutions were introduced and many were adopted without objection, including measures honoring local events, organizations, and individuals, as well as resolutions on literacy, municipal day, firefighters appreciation, and sports-related commendations. Committee reports moved numerous House and Senate bills and resolutions forward, and members were urged to monitor the Senate calendar to ensure House bills had Senate sponsors before being returned late in session.
Several bills were debated and passed. HB 175 created a Veterans Service Grant Fund funded by $500,000 annually from Louisiana Lottery net proceeds, overseen by a board within the Department of Veterans Affairs to award grants to eligible veteran-serving nonprofits, colleges, JROTC programs, veteran courts, and local governments; it passed after questions about the use of lottery proceeds and the role of nonprofits. HB 198 authorized ambulatory surgical centers to perform certain procedures and be reimbursed at Medicare rates, and HB 437 restricted expert witnesses from receiving contingency-style compensation tied to case outcomes after debate over ethics and whether the bill was necessary. HB 488 created the Bell Chase Bridge Merit-Based Special Fund to support the bridge toll buyback effort. HB 763 required a centralized public database of government settlement agreements and consent decrees, with confidentiality protections preserved, and passed after questions about sensitive cases. HB 989 required commercial health coverage for behavioral health crisis services, HB 971 addressed Medicaid reimbursement parity for rural health clinics, HB 981 created a law enforcement recruitment/retention incentive stipend for campus police at public postsecondary institutions, HB 1066 clarified that campus police are not eligible for state supplemental pay, and HB 1089 established care accounts for future medical expense awards, with amendments limiting certain case types and providing for reversion of unused funds.
The House also reconsidered and defeated HB 225, a constitutional amendment to impose a lifetime gubernatorial term limit, and HB 730, concerning airport authority regulation of automatic dependent surveillance broadcast systems. Several resolutions were adopted, including HCR 76 continuing a health inequities task force, HJR 77 urging federal action on H-2B seasonal employer designation for the crawfish industry, HJR 67 creating a task force on military drivers without civilian licenses, and HCR 69 urging DOTD to study Interstate 12 safety improvements. The chamber adopted numerous additional commemorative resolutions and concurred in Senate resolutions recognizing sports figures, Mental Health Awareness Month, state observances, and school achievements. Overall, the day featured a mix of ceremonial recognitions, committee reporting, and floor action on veterans, health care, transparency, labor, transportation, law enforcement, and court-related legislation.

Summary:
The House convened, heard an invocation from Rep. Kendrix, and recognized Dr. Jason Reagan as doctor of the day. Members then took up a long series of bills, with most moving through amendment, third reading, and final passage. Early measures included HB 3407 on abandoned personal property/manufactured homes, HB 1242 expanding agricultural sales tax exemptions to deer and elk, and HJR 1081 proposing a constitutional property-tax freeze for certain seniors; the senior tax resolution drew extended debate over valuation thresholds, renters, and county fiscal effects before passing. HB 3443 redirected funding for the Way Station Revolving Fund, HB 3781 changed insurance rate filing timing, and HB 1939 addressed Turnpike Authority notice procedures and landowner notification, including certified mail and a one-mile notification area. All three passed.
The chamber also approved several criminal justice and public safety measures. HB 4237 and HB 3430, both part of a negotiated criminal-justice package, passed after title-only amendments; HB 3321 shifted to reporting on cost arrest warrants and passed with an emergency clause; HB 3905 clarified GPS monitoring for certain domestic-violence and stalking defendants; HB 2941 required first responders to notify law enforcement about suspected overdoses and created immunity for good-faith reporting; and HB 3695 refined the definition of great bodily injury in DUI cases. HB 3329 repealed the long-term care facility advisory board, and HB 4421, “Leo’s Law,” aimed at protecting children from fentanyl exposure in homes, was amended to address residue cleanup and reporting concerns before passage.
Other notable actions included HB 4253, which would give teachers access to professional educator groups; it passed the House but the emergency clause failed. The bill prompted substantial debate over teacher choice, bargaining units, and whether the measure would create multiple representation arrangements. The House also passed HB 4311 increasing the Treasurer’s share of the unclaimed property administration fee, HJR 1046 providing a one-year ad valorem tax break for homes destroyed by disaster, HB 2015 on landlord-tenant issues, HB 3244 strengthening fraud and identity-theft laws, HB 4265 naming memorial roads and bridges, HB 3941 raising secretary/bailiff pay, HB 4203 allowing single-stair small multifamily units, HB 3380 on foster care transparency and outcomes, HB 3132 and HB 3134 on higher-education accreditation and DEI-related standards, and HB 3673 allowing certain expired electrical licenses to be reinstated. Most measures passed with broad support, while a few drew opposition over fiscal impact, legal concerns, or policy implications.

Summary:
The House met on April 9, 2026, established a quorum, and opened with prayer and the pledge. Members then spent much of the morning recognizing visiting groups and honoring individuals and teams, including Louisiana Emergency Preparedness Day, social workers, Black Women’s Health Initiative and My Sister’s Keeper, the Knock Knock Children’s Museum, and several championship school teams. The House also received committee reports and introduced a number of resolutions and Senate bills before moving into House bills on second reading and final passage.
A large block of bills focused on taxation, procurement, transportation, public safety, and administrative modernization. The House passed measures on prompt payment for contractors, fleet vehicle registration, electronic bidding forms, cooperative purchasing by local governments, and use of federal procurement rules for buses and paratransit vehicles. Members also approved bills related to ad valorem millage rules and a constitutional amendment proposal to change legislative session dates, though that session-date measure was sent to Appropriations. Other bills passed addressed brick manufacturing and wood pellet manufacturing as economic development priorities, boiler inspection authority, the Fire Marshal’s role in child care center inspections, and the Louisiana Wallet digitized credentials program.
Several public safety and social policy bills also advanced. The House passed bills increasing penalties for repeat DWI offenders with serious prior driving-related convictions, providing medical expense assistance for injured law enforcement officers and firefighters, creating a green/blue envelope program for drivers with autism or mental illness, and establishing a workplace violence measure for retail food service establishments. Members also passed bills on domestic violence, homelessness-related court programs, non-compete restrictions for interns and preceptors, pharmacy benefit managers, and health coverage for prosthetic and orthotic devices. One bill on jury trial reassignment in criminal cases failed on reconsideration by a vote of 50-49 and returned to the calendar.
Most of the bills considered on final passage were approved by wide margins, with several receiving unanimous or near-unanimous support. A few measures were temporarily returned to the calendar or recommitted, including some domestic violence, insurance, and retirement-related bills. The House also adopted multiple amendments during debate, and several members requested co-authors on measures after passage.
