Mississippi Senate Floor Meeting

Transcript Highlights:

Summary: The Senate convened with a quorum present, received an invocation from Dr. Pearl Huggin, and approved dispensing with the reading of the journal, committee reports, and bill titles. Several guests were introduced, including Dr. Huggin’s family, the doctor of the day, first-year medical students from the University of Mississippi Medical Center, and representatives from Mississippi hospitals and law enforcement. The chamber then moved to the calendar and took up multiple bills. Senate Bill 2911, concerning alternative return-to-work provisions for state retirees, was explained as shortening the required separation period from 90 days to 30 days and allowing retirees to return in certain positions at up to 80% of the salary for the job they are performing, with the employer paying both sides of retirement contributions. Supporters said it would help fill vacancies in education, public safety, corrections, and local government and could save money compared with contract labor; questions focused on work expectations, insurance, and how the bill would apply to teachers, bus drivers, and other retirees. The committee substitute was adopted, and the bill passed on the afternoon roll call. Senate Bill 2272, which would exempt certain agriculture and forestry items from the 1.5% sales tax, was explained as reducing the tax to 0% for qualifying commercial farmers and loggers and expanding covered items to include equipment and fencing supplies. A question clarified that the exemption applies to commercial operations, not individuals raising animals for personal use. The bill passed on the afternoon roll call. Senate Bill 2909, which lowers the years needed for unreduced retirement under tier five from 35 to 30, was also taken up; after adoption of the committee substitute, the bill was laid on the table subject to call of the chair because of a pending amendment. The Senate also tabled a motion to reconsider Senate Bill 2588 (the Shield Act codification) and heard Senate Bill 2260, which creates a government efficiency task force to study ways to streamline agency licensing and service delivery; that bill was explained as a preliminary study commission intended to recommend consolidation and a more one-stop approach to state services.

Summary: The commission met to review stable tokens, real-world asset tokenization, and blockchain-based trust, approved the agenda and December 12 minutes, and heard a presentation from Anchorage Digital after postponing a planned Bitco presentation because of its IPO quiet period. Anchorage’s Melinda Delos, Joe Mioli, and Kevin Wasaki introduced the firm, describing it as a global digital assets platform and the first crypto-native institution in the U.S. to receive a federal banking charter. They said their approach emphasizes security, regulated custody and trading services, and responsible innovation for institutional clients, banks, states, and sovereigns. The presentation focused on post-Genius Act momentum in the stablecoin market. Anchorage said the law provided regulatory clarity and helped spur activity with major clients, including Athena, Tether, and Western Union. The speakers highlighted Western Union’s planned stablecoin as especially significant because it reflects adoption by a long-established traditional payments company, and they said the project illustrates how stablecoins can support programmable, real-time, interoperable payments. They also noted that Anchorage is providing issuance infrastructure for the Western Union project. The commission and presenters also discussed government uses of tokenized assets, including reserve legislation, digital assets for tax collection and fees, and a Marshall Islands initiative to use a tokenized sovereign bond for direct citizen payments. In response to a question, Anchorage said it would follow up on which states are using digital assets for revenue collection, mentioning Louisiana and Pennsylvania as examples. The banking discussion centered on remittances, instant payments, and interbank settlement, with Anchorage arguing that stablecoins can reduce settlement time, fees, and foreign exchange risk while improving traceability and auditability.

Summary: The committee held a public hearing on House Bill 552, which would remove the “full-time student” requirement for children ages 19 to 25 covered under the state retiree health insurance plan. The prime sponsor said the change would align retiree coverage with state employee and ACA plans, would not cost taxpayers because retirees pay the premiums, and could even reduce administrative burden and possibly state costs. The chair noted the bill simply removes the words “if full-time student” from statute and said the proposal affects very few retirees and has no cost to the state. No opposition was presented, and the chair closed the hearing on HB 552 after no further testimony. The committee then opened a public hearing on House Bill 648, which would require commercial insurance coverage for glucose monitoring devices and supplies for people with diabetes. The prime sponsor, a retired dietitian and diabetes educator, gave extensive testimony describing diabetes as common, costly, and serious, and argued that continuous glucose monitoring is important for managing type 2 and gestational diabetes, preventing hypoglycemia, and improving safety and decision-making. She said CGMs can alert users to dangerous blood sugar changes, help people understand how food, activity, and medication affect glucose, and save lives while offering a strong return on investment. During questions, a committee member asked whether the bill should specify that the monitoring be tied to prescribed treatment, and the sponsor agreed that adding “prescribed” would be appropriate. The member also asked about the proper threshold for coverage and whether the bill should be tied to fasting-test diagnosis; the sponsor responded that A1C is only one measure of control and does not show daily fluctuations, and said she was not prepared to recommend a specific threshold but could provide clinical guidelines later. No vote was taken during the hearing, and the sponsor indicated support for the bill’s general approach to broader CGM access.
