Senate State Affairs
Summary:
The Senate State Affairs Committee first approved the March 18 and March 20, 2026 minutes. It then considered RS 33851, a proposed reconfiguration of an earlier bill that would avoid possible free-speech issues by changing language from “resident” to “qualified elector”; the committee voted to send it to print, with Senator Shippy recorded as a nay. The committee also heard RS 33853, a kratom-related proposal to classify mitragynine speciosa as a Schedule I drug with a delayed effective date and stepped penalties, but no action was taken on it.
The committee spent most of the meeting on Senate Bill 1441, which would create a statewide framework requiring local law enforcement to cooperate with ICE through 287(g) agreements, while allowing exceptions if resources are not reasonably available or if local governing bodies make written findings. Supporters, including Senator Anthon and representatives from ICRMP and the sheriffs’ association, argued the bill would standardize cooperation and address liability concerns by clarifying coverage under the Idaho Tort Claims Act. Opponents, including sheriffs and county representatives, said the bill blurred constitutional roles between sheriffs and county commissions, created an unfunded mandate, and risked federal oversight of local law enforcement. The committee voted 6-3 to send SB 1441 to the 14th order for possible amendment.
The committee then heard Senate Bill 1443, which would allow the Department of Corrections director to conditionally release certain incarcerated noncitizen offenders with final deportation orders into ICE custody before they complete their Idaho sentences, with restitution, victim notification, tolling of the remaining sentence, and an indefinite warrant if they return. Supporters said the bill could reduce costs and align with deterrence and accountability, while critics raised concerns about victim safety, unequal treatment compared with U.S. citizen offenders, and the lack of probation or ongoing supervision after release to ICE. After debate, the motion to send SB 1443 to the floor with a due pass recommendation failed 4-5, and the bill was held in committee.

Summary:
The Human Services Committee met on policy cutoff day and first completed executive action on several bills. Members advanced Senate Bill 6224 on the Children and Youth Behavioral Health Leadership Council to Ways and Means, Senate Bill 6255 on the poverty task force/council changes to Rules, Senate Bill 5977 on DCYF near-fatality reports to Rules, Senate Bill 5979 on in-home dependency procedures to Rules, Senate Bill 6249 on DOC supervision of stalking convictions to Rules, and Senate Bill 6007 on WISIP’s evaluation of child welfare screening tools to Ways and Means. The committee also confirmed gubernatorial appointee Angela Ramirez. Several proposed amendments were debated, mostly offered by Senator Christian, but most failed; one technical amendment to SB 6184 was adopted, and an amendment to SB 6007 removing the risk-assessment portion of the study was adopted before the bill advanced. The committee also moved to waive the five-day notice rule for Senate Bill 6339 so it could be heard that day.
The public hearing on Senate Bill 6339 focused on a proposed requirement that a less restrictive alternative (LRA) placement for sexually violent predators be owned and operated by the same individuals. Senator Torres and Senator Banke argued the bill would improve accountability, transparency, and community safety, citing a proposed Kennewick placement near schools and children. Supporters from the city of Kennewick and community members said the current process lacked transparency and that owner-operators should have a direct stake in safe operation. Opponents, including DSHS, the Washington Defender Association, the Office of Public Defense, and Disability Rights Washington, said the bill would create conflicts of interest, be difficult or impossible to implement, and could undermine the constitutional LRA process by making community placement unattainable. Committee members asked about liability, supervision, and the difference between LRA placements and unconditional release, and the chair said more work was needed on the issue.
No final action was taken on SB 6339 during the hearing. The chair closed the hearing after noting the committee was at cutoff and that further discussion would continue later.

Summary:
The Senate Committee on State Affairs heard testimony on several bills, with most measures left pending after public testimony closed. SB 801, by Sen. Menéndez, would require DSHS and local clerks to issue birth certificates at no cost to people experiencing homelessness. The author and Maria Benavides of SA Youth said the fee and mailing requirements are major barriers to obtaining ID, housing, and work, and Benavides described clients who were able to secure housing and employment after getting birth records and IDs through her program. The bill was left pending.
The committee also heard a set of bills related to the Gulf of Mexico/Gulf of America naming issue: SB 1410 would require state agencies to use “Gulf of Mexico” in official documents, SB 1717 would conform state law to the federal renaming to “Gulf of America,” and SJR 63 would amend the Texas Constitution to match that change. Support testimony for the latter two emphasized alignment with federal action and the use of different geographic names by different countries. All three measures were left pending.
Members then heard SB 1200, which would require plaintiffs suing defense contractors to disclose in discovery whether they are receiving litigation funding from adversarial nations such as China, Russia, or Cuba. The author and Texans for Lawsuit Reform said the bill targets third-party litigation funding and foreign influence on lawsuits, especially those affecting defense contractors; the committee substitute narrowed the definition of defense contractor and expanded applicability to actions involving defense contractors’ activities. SB 2626, which requires continuing medical education on pregnancy-related emergencies for OB-GYN physicians and nurses, drew support from witnesses who said it would reduce confusion about Texas abortion law and improve care in emergencies. SB 506, SB 2681, SB 1862, SB 1863, and SB 2216 all focused on elections, including ballot language standards, voter registration challenges, interstate voter-roll cleanup, procedural audits, and election equipment security; testimony split between supporters who said the bills improve transparency and integrity and opponents who warned of vague standards, added costs, and possible voter disenfranchisement. Each of those bills was left pending after testimony.

Committee:
Joint Legislative Council
Summary:
The committee met to review and adopt Legislative Council ballot measure analyses, with members repeatedly reminded that the hearing was limited to the accuracy, clarity, and impartiality of the summaries and not the merits of the underlying proposals. Steve Premack explained the statutory role of the analyses in the publicity pamphlet, and staff presented draft language for several measures. The committee considered and voted on multiple amendments, often debating whether proposed wording was clearer or instead crossed into advocacy or added unnecessary legal detail.
For SCR 1004, members debated amendments to more closely mirror the measure’s text and to add language about electric vehicles and mileage, but several proposed changes were rejected. The analysis was ultimately adopted by an 8-6 roll call. HCR 2021 was then adopted without amendment by the same 8-6 margin. For HCR 2055, members debated whether the summary should say the Department of Homeland Security must “do everything” or “use all lawful means available,” and whether to add language about cartels acting “individually or collectively”; both amendments were rejected and the analysis was adopted 8-6.
The committee next took up SCR 1004 on photo enforcement systems, where members proposed amendments to clarify that the measure would apply to red light cameras, to add “thereafter” regarding recurring voter approval, and to specify that approval would occur at the general election; those amendments failed, and the analysis was adopted 8-6. On SCR 1032, dealing with instructional expenses and classroom site fund reductions, members debated adding a definition of the Classroom Site Fund and spelling out the waiver process in more detail; both amendments failed, and the analysis was adopted 8-6. Finally, on HCR 2001 regarding citizenship identification and early voting, members rejected amendments that would have added background on current law, clarified that mail voting would be affected, added severability and revenue-source language, and struck the measure’s short title; the discussion was lengthy and at times contentious, but the transcript ends before a final roll-call vote on that measure is shown.

Summary:
The committee first took up House Bill 733, a third-party litigation financing reporting bill. Representative Cole explained that the bill shifts reporting from the Secretary of State to the courts, which he said removes the fiscal note and helps insurers obtain information for underwriting and premium-setting. The committee accepted the explanation and voted ought to pass; the roll call was 8-0 in favor, with one member taking a pause.
The committee then heard House Bill 219, dealing with the renewable portfolio standard and the renewable energy fund. Representative Bose argued the bill would reduce electricity costs by lowering the REC purchase obligation from 220,000 to 170,000, which he said would reduce payments into the renewable energy fund by roughly $1 million to $2 million and save consumers only pennies a month. After questions about timing and whether to wait for a DOE report, the committee voted to retain the bill for further discussion rather than advance it; the motion to retain passed 5-4.
House Bill 365 was then discussed as an election-related bill intended to help verify citizenship for voter registration and create a voucher process for people who cannot afford a birth certificate. The sponsor said the Secretary of State may be able to use federal and state databases to verify citizenship, and if not, indigent applicants could receive a voucher reimbursed by the state, with a $25,000 appropriation included. Members raised concerns about the Secretary of State’s access to databases and the bill’s timing and cost, and the committee decided to hold the bill until Secretary Scanlan could come testify.
Finally, the committee heard House Bill 552, which updates retiree health coverage rules so dependent children can remain on the plan until age 26, consistent with the Affordable Care Act. DAS officials said retirees pay the full cost for dependents, about $1,000 per month, while the state covers only the retiree and spouse. The committee voted ought to pass unanimously, 9-0. The committee then began discussion of House Bill 572, a housing bill aimed at missing-middle housing, describing a voluntary program to identify developable public land, support construction, and streamline review, but the transcript cuts off before any action on that bill.

Summary:
The committee heard AB 749, which would create a blue ribbon commission to study equitable access to youth sports and recommend a statewide framework, including coaching standards, PE modernization, and funding models to reduce barriers for families. The author and supporters, including youth sports advocates, educators, coaches, and former athletes, argued that sports improve health, school engagement, and long-term opportunity, while noting racial and income disparities in participation. One member raised concerns that a new commission could add cost and regulatory burdens, but the bill was framed as a study measure rather than immediate regulation.
The committee also took up AB 549, aimed at coordinating state and local security planning for major upcoming sporting events such as the FIFA World Cup, Super Bowl, and Olympic and Paralympic Games. Supporters said the bill would improve interagency coordination, protect visitors and communities, and help prevent human trafficking and discrimination during mega-events. Members discussed the need to avoid over-policing and to center community values, but the bill advanced on a due pass recommendation to Appropriations.
AB 1291 addressed ticket purchasing for concerts, sports, and other live events by requiring electronic proof of purchase and allowing it to be used for entry if a ticket cannot be accessed through no fault of the buyer. Supporters said the measure would give consumers more certainty and help address problems in a monopolized ticketing market, while opponents from venues, sports teams, and entertainment groups warned it could undermine anti-scalping tools, create security problems, and burden venues with duplicate or fraudulent proofs of purchase. The committee approved the bill on a due pass as amended basis to Privacy and Consumer Protection, with the roll held open for absent members. The consent calendar item, AB 644, was also approved.
