The Act makes multiple changes to this state's election laws. (Flesch Readability Score: 61.3). Requires each county clerk to ensure that an equal number of volunteers from each major political party assist with the county clerk's official duties. Prohibits an individual from collecting and returning the ballot of another individual, subject to specified exceptions. Prohibits the establishment of unofficial ballot drop sites. Requires a secrecy envelope to be included with every ballot. Requires evidence of citizenship for persons registering to vote in this state. Specifies when the registration of a qualified person occurs. Repeals the electronic voter registration system. Repeals the transfer of certain electronic records from the Oregon Health Authority to the Secretary of State. Repeals the automatic transfer of voter registration information from the Department of Transportation and the Oregon Health Authority to the Secretary of State. Requires that all ballots must be received by the county clerk by 8 p.m. on the day of the election. Declares an emergency, effective on passage.

The Act tells an agency to update a plan about state forests to increase timber harvest. (Flesch Readability Score: 63.6). Instructs the State Forestry Department to update a draft habitat conservation plan to increase timber harvest from state forests in western Oregon and submit the updated habitat conservation plan to federal agencies. Provides that department actions related to the update and submission are not subject to the Administrative Procedures Act.

Makes a hospital make a public list of standard charges that lists the hospital's regular rates or prices. (Flesch Readability Score: 61.6). Requires a hospital to establish, update and make public a list of standard charges that lists the regular rates or prices established by the hospital for items or services and shoppable services offered or provided by the hospital. Specifies the information that a list of standard charges must include. [Requires a hospital to provide each newly created or updated list of standard charges to the Oregon Health Authority.] [Directs the authority to create an electronic form for submitting complaints to the authority. Directs the authority to require a hospital to take immediate or corrective action to remedy any violations.] [Provides for a private right of action if a hospital initiates or pursues a collection action for a debt owed on an item or service if the hospital is not in compliance.] [Provides for civil penalties.].

This Act tells a children's care provider to bill the same for in-network and out-of-network care sometimes and makes some insurers, OEBB and PEBB pay these care providers in a way that is similar. Takes effect 91 days after it passes. (Flesch Readability Score: 60.1). Prohibits out-of-network providers from balance billing for pediatric care in certain circumstances. Requires insurers, the Oregon Educators Benefit Board and the Public Employees' Benefit Board to reimburse out-of-network providers in the same way as in-network providers for the same pediatric care and services in certain circumstances. Takes effect on the 91st day following adjournment sine die.

The Act changes the law about the time limit for some claims based on allowing, permitting or encouraging child abuse and sexual assault. Allows a project to partake in the community solar program no matter the project's size or location. Bans the PUC from setting a limit on the program's size that is less than 25 percent of the load. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in this state as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.
