The Act would create a property tax credit for the home of a person who is on active military duty. The Act would create a property tax credit for the home of a disabled veteran and the veteran's surviving spouse and extend it to a nonprofit home for the elderly in which they live. The Act would phase out both of the current partial exemption programs for such homes. (Flesch Readability Score: 62.1). Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to counties for elections infrastructure. Requires the Legislative Revenue Officer to study means for raising dedicated revenue to support recreation activities in Oregon. Directs the Legislative Revenue Officer to submit findings to the interim committees of the Legislative Assembly related to revenue not later than December 1, 2026.

Directs ODE to study the state of education in this state. (Flesch Readability Score: 72.6). Requires the Department of Education to study the adequacy of education in the public schools of this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.

The measure asks voters to require future changes to the state constitution to be passed by at least a three-fifths majority vote of the people who vote on the change. Proposes an amendment to the Oregon Constitution to require a future proposed amendment or revision to the Oregon Constitution to receive at least three-fifths of all votes cast for the proposal to be considered adopted. The Act says that a commission to make a new bridge over the Columbia River is a public body for the OTCA. (Flesch Readability Score: 61.4). Provides that a commission formed by local governments to replace a bridge crossing the Columbia River is a public body for purposes of the Oregon Tort Claims Act.

The Act makes it so that a taxpayer must have a Social Security number to claim an earned income tax credit. (Flesch Readability Score: 64.6). Prohibits the claiming of an earned income tax credit by a taxpayer using an individual taxpayer identification number in lieu of a Social Security number. Applies to tax years beginning on or after January 1, 2026. Extends the sunset for the credit. Takes effect on the 91st day following adjournment sine die.

Makes changes to the EFSC site certificate process. (Flesch Readability Score: 61.2). Requires the Energy Facility Siting Council to conclude a contested case and issue a final order within 12 months from the date of a proposed order. [Provides that any final order issued by the council is appealable directly to the Supreme Court.] Requires the council to include in all final orders approving or rejecting an application for a site certificate or amended site certificate any decisions related to or arising from a contested case on the application. Requires a petitioner to establish individual or associational standing to appeal a final order. Provides that the council's approval or rejection of an application or request for an amendment, including decisions related to or arising from a contested case on the application or request, is conferred upon the Supreme Court. [Allows a holder of a site certificate to file a notice for minor changes to the site boundaries of an energy facility. Allows a holder of a site certificate for certain energy facilities to file a request to extend by up to three years the deadlines by which construction of a facility must begin or be completed as specified in the site certificate.] [Narrows the criteria by which the Public Utility Commission reviews a petition for a certificate of public convenience and necessity for overhead transmission lines. Directs the commission to review a petition for a certificate of public convenience and necessity without requiring a petitioner to first obtain any required land use approvals.] [Allows the use of a site certificate for a high voltage transmission line as conclusive evidence of public use and necessity for any proceeding for condemnation of land or an interest therein. Allows a high voltage transmission line that has been designated as having statewide significance by a regional transmission authority that is established under state law to be placed in areas zoned for exclusive farm use.] Allows a person who holds a site certificate to request to add area to the approved site boundary without the council requiring an amendment to the site certificate.

This Act tells OHA to create a grant program for small city drinking and waste water facilities. (Flesch Readability Score: 65.1). Directs the Oregon Health Authority, in coordination with the Department of Environmental Quality, to establish a program to provide grants to repair or replace certain community drinking water and wastewater facilities. Establishes the Small Community Water Infrastructure Fund.
