The Act raises the age when a person may receive some gender-affirming treatments to 18 years of age. (Flesch Readability Score: 61.6). Prohibits physicians from performing irreversible gender reassignment surgery on a minor. Creates exceptions.

The Act tells the OBDD to study economic development in this state. (Flesch Readability Score: 60.7). Requires the Oregon Business Development Department to conduct a study of economic development in Oregon. Permits a person to open a first-time home buyer savings account until January 1, 2030, and doubles the annual contribution limits on the accounts. Permits a person other than the account holder to take a subtraction and exemption for contributions to the account if the account holder does not take the subtraction and exemption. Takes effect on the 91st day following adjournment sine die.

Creates a grant program to be used to fund after-school learning and activities. (Flesch Readability Score: 63.4). Establishes the After-School Learning and Enrichment Grant Program. Directs the Department of Education to administer the grant program. Appropriates moneys from the General Fund to the Department of Education for the After-School Learning and Enrichment Grant Program. Declares an emergency, effective July 1, 2025.

The Act removes the law that stops a county from making a justice of the peace district that includes parts of some cities. (Flesch Readability Score: 73.1). Removes provisions prohibiting a county court or board of county commissioners from establishing a justice of the peace district that includes the county seat or city in which a circuit court regularly holds court.

Requires health classes to cover from conception to birth. (Flesch Readability Score: 66.1). Requires course instruction provided as part of a health education curriculum to include information about human development from conception to birth.

The Act makes new laws for youth career training opportunities. (Flesch Readability Score: 61.3). Requires the Department of Education, in collaboration with certain other agencies, to establish criteria for recognizing student internship programs. Makes student internship programs eligible for Career and Technical Education Revitalization grants. Modifies references in certain career and technical education funding provisions to focus on high demand jobs. Removes cap on the number of students that may participate in youth apprenticeship programs per biennium.

The Act says that certain government facilities must keep a three-week fuel supply. The Act also says that governments must use renewable diesel fuel. (Flesch Readability Score: 62.1). Requires certain strategically important state and local government facilities to maintain a three-week fuel supply beginning in 2031. Requires all state and local government facilities to use renewable diesel for all diesel fuel requirements beginning in 2028.

The Act tells the OCJC to look at how different types of sentences effect recidivism rates and make a report about the study. (Flesch Readability Score: 62.1). Requires the Oregon Criminal Justice Commission to study the effect of sentencing types on recidivism rates. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act would allow some veterans and the surviving spouses of some veterans to not pay some taxes. (Flesch Readability Score: 61.6). Grants a higher property tax exemption for the property of veterans with disabilities. Grants an exemption for a veteran's surviving spouse who remains unmarried. Takes effect on the 91st day following adjournment sine die.

The Act would prevent state agencies from making people get a COVID-19 vaccine. (Flesch Readability Score: 63.4). Prohibits a state agency from enforcing rules requiring vaccination against COVID-19. Declares an emergency, effective on passage.

The Act expands services for children with complex needs. (Flesch Readability Score: 75.5). [Directs the Oregon Health Authority to provide flexible and innovative home and community-based services and supports through the medical assistance program to children and youth that have a serious emotional disturbance.] Directs the Oregon Health Authority and the Department of Human Services to disregard parental income when determining a child's eligibility for medical assistance if the child has a physical disability or chronic illness that requires a hospital or nursing home level of care [or the child meets the level of care criteria for admission to a facility providing psychiatric services to individuals under 21 years of age. Directs the authority or the department to notify the parents of a child found eligible for medical assistance based on a disregard of parental income that the disregard constitutes parental consent for an education provider to be notified that the child receives medical assistance and to bill for the cost of school-based health services]. Directs the authority to prescribe the level of care criteria for admission to a facility providing psychiatric services to individuals under 21 years of age. Provides that individuals who meet those criteria are eligible for medical assistance. Directs the authority to seek any necessary federal approval. Becomes operative on the date that notice of federal approval is received. Declares an emergency, effective on passage.
