Prohibits the department from requiring applicants for a permit or authorization to comply with requirements not in effect at the time of application, subject to exceptions. Requires the department to expedite an application for a permit or authorization if the established deadline for final action has been missed.

The Act creates an agency budget. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to the Department of Public Safety Standards and Training for [debt service] specified biennial expenditures. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits biennial expenditures by the department from federal funds. Declares an emergency, effective July 1, 2025.

Tells ambulance service providers not to balance bill some patients and makes them report local rates to DCBS. Makes some rules about health insurance for ambulance services. Prohibits balance billing for ambulance ground transportation services in certain circumstances and creates rules for health benefit plan reimbursement of ambulance services. Requires ground ambulance services to submit established local rates to the Department of Consumer and Business Services. Establishes a database of local rates for ambulance services and allows for penalties to be imposed for violations. Requires the department to submit a report on the implementation of this Act.

The Act gives moneys to an agency to help fund groups that work on health equity. (Flesch Readability Score: 79.5). Appropriates moneys to be used for regional health equity coalitions. Declares an emergency, effective July 1, 2025.

The Act concerns fires that start on federal lands. The Act tells the forester and certain entities to take actions to address this type of fire. (Flesch Readability Score: 76.5). Instructs the forester, or a forest protective association or agency that is under contract or agreement with the State Board of Forestry for the protection of forestland against fire, and whose protection area is or may be affected by a fire on nearby federal lands, to take certain actions to address the fire.

Requires the Department of Environmental Quality to study zero-emission vehicle incentives. The Act tells courts to make a finding when committing a person to the state hospital for fitness to proceed. (Flesch Readability Score: 68.0). Directs a court to make a finding on dangerousness when committing a person who lacks fitness to proceed to a state mental hospital.

Changes what must be included in an energy resilience plan that a county makes under the Act. Extends the time of a grant program for counties making an energy resilience plan. (Flesch Readability Score: 60.1). Changes the requirements for an energy resilience plan that a county develops under the Act. Extends the sunset of a grant program that a county may use to help the county develop an energy resilience plan. Declares an emergency, effective on passage.

The Act tells the DOC to study the Corrections Ombudsman. (Flesch Readability Score: 69.7). Requires the Department of Corrections to study the Corrections Ombudsman. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary no later than September 15, 2026.

The Act makes a new crime about harmful activity with a minor. (Flesch Readability Score: 67.7). Creates the crime of harmful communication with a minor. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both.

Tells a state agency to set up rules for other state agencies to use in coming up with programs and budgets the agencies want to fund with grants. Tells the head of the state's labor bureau to form a committee to give advice about setting a prevailing rate of wage for workers in nonprofit organizations. Tells the head of the bureau to set a prevailing rate of wage. Takes effect 91 days after the session ends. (Flesch Readability Score: 62.3). Requires the Oregon Department of Administrative Services to establish guidelines for state agencies to follow in designing programs and establishing budgets for ongoing or multiyear activities that state agencies intend to fund with grant moneys. Specifies contents for the guidelines. Requires the Commissioner of the Bureau of Labor and Industries to establish an advisory committee to assist the commissioner in determining a prevailing rate of wage and minimum benefits for employees of nonprofit organizations, providing guidance to state agencies in calculating labor costs and wage allocations the state agencies can use in establishing budgets for grant programs, delineating categories of work for the purpose of enabling the commissioner to determine an applicable prevailing rate of wage and minimum benefits and calculating and publishing data that state agencies can use in making adjustments to program and activity costs to account for inflation and cost-of-living allowances. Requires the commissioner at least once each program year to determine in consultation with the advisory committee the prevailing rate of wage and minimum benefits for workers in each category of work and region that the advisory committee establishes. Takes effect on the 91st day following adjournment sine die.

The Act makes two new crimes about servicemembers. (Flesch Readability Score: 61.2). Creates the crime of criminal defamation of a servicemember. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both. Creates the crime of unlawful appropriation of the identity of a servicemember.
