Enacts the state and local government food waste prevention and diversion act; requires facilities generating excess food waste to take measures to minimize such waste.

Designates building inspectors in the city of New York as peace officers; makes it a felony to assault certain department of buildings employees while such employees are engaged in their lawful duties.
Establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans.
Provides that in years where a pay period occurs on January first of such year, the salaries of members of the legislature shall be payable in twenty-seven bi-weekly payments.
Relates to lowering the minimum required course load and permitting application prior to matriculation for the recruitment incentive and retention program for members of the New York state organized militia.
