Establishes a central business district toll exemption for employees of the fire department of the city of New York in the title of firefighter, fire marshal, marine engineer, pilot or wiper.
Adds Falls Brook, Jones Brook, Kelso Brook, Minerva Stream, and Trout Brook to the definition of inland waterways for the purposes of waterfront revitalization.
Creates a tax credit for small businesses that sell a certain percentage of products produced in New York state; provides such small businesses include independently or privately-owned cafes, restaurants, eateries, bars, pubs, breweries, distilleries, orchards, food trucks, retail stores, farm stands, hotels, or motels.
Relates to safe staffing levels at nursing homes; requires the department of health to give significant weight to labor supply shortages in particular regions during any declared statewide disaster emergency.
Relates to protections for victims of real property theft, providing for a rebuttable presumption that a purchaser or incumbrancer has notice of fraud or fraudulent intent in certain circumstances.
Requires the state pay taxes on the assessed value of properties of closed state prisons until such prison is reopened, used by another state agency, or is conveyed to a non-governmental entity.
Requires electrocardiograms be provided by school health services to screen for heart conditions; requires electrocardiograms be conducted on students to screen for heart conditions in order to attend school.
Provides that no party within the chain of distribution of food and food products shall sell or offer to sell any such goods for an amount which represents an unconscionably excessive price; provides a legal remedy; authorizes the attorney general to promulgate such rules and regulations.
Provides that in a city with a population of one million or more, where a student is applying to attend a public elementary or middle school and such student has a sibling who already attends such school, such student whose application is pending shall be given preference for admission.
Establishes a school air conditioning system grant program to provide schools with funding to install air conditioning systems in certain areas; makes an appropriation therefor.
