Enacts the college student suicide prevention act to provide for policies, guidelines and training opportunities to effectively and appropriately prevent student suicide, intervene in crisis situations, and support college communities in postvention.
Provides for increased participation in state contracts and subcontracts by certified minority and women-owned business enterprises; relates to certain performance and payment bond requirements.
Provides for remedies for trademark dilution; allows the court, in its discretion, to enter judgment for an amount of three times such profits and damages and/or reasonable attorneys' fees of the prevailing party.

Enacts "Lamont Dottin's Law"; relates to reporting duties with respect to missing children and adults; establishes uniform standards for searching for missing persons; expands state databanks to approach not only the problem of missing children but missing adults as well; requires police departments to establish a trained missing person specialist.
Allows students attending agricultural learning events to be counted as in attendance at school; defines "agricultural learning events" as including FFA events and 4-H programs.
Establishes the New York state commission to end mass incarceration and to prevent violence; provides such commission shall investigate, evaluate and make recommendations concerning how to reduce the New York prison population, incidences of violent crime in New York state, and other various topics related to the criminal justice system.
Exempts certain non-profit car-sharing organizations from the supplemental tax on passenger car rentals outside of the metropolitan commuter transportation district.
Suspends all unnecessary travel to states that have enacted a law that voids or repeals, or has the effect of voiding or repealing, existing state or local protections against discrimination on the basis of sexual orientation, gender identity, or gender expression or have enacted a law that authorizes or requires discrimination against same-sex couples or their families or on the basis of sexual orientation, gender identity, or gender expression, including any law that creates an exemption to antidiscrimination laws in order to permit discrimination against same-sex couples or their families or on the basis of sexual orientation, gender identity, or gender expression.
Prohibits the city school district from reimbursing charter schools for leasing a privately owned or other publicly owned facility; prohibits charter school employee contracts from including a non-disclosure agreement.
Requires nursing homes that maintain a trust fund or funds into which residents' money is deposited to conduct quarterly audits and to report the findings of such audits to the commissioner of public health.
