Relates to providing funding for transitional programs for students from English-speaking Caribbean countries who are not eligible for limited English proficiency programs.
Withholds the salary of the governor and members of the legislature if the budget is late until final ratification of the budget; forfeits withheld salary.
Establishes the crime of committing an offense while impersonating a police officer or peace officer when they commit a specified offense and during the course of such specified offense either pretends to be a police or peace officer; establishes the criminal sanction for committing such a crime depends on the specified offense that was being committed.
Relates to the liability of landowners who permit recreational uses of their land; establishes landowners owe no duty to keep premises safe for entry, passage over premises or other recreational uses or to give warning of any hazardous condition or use of or structure or activity on such premises to persons entering for such purposes.
Relates to additional state payment assistance; provides that where there is no agreement in effect for federal administration of additional state payments the commissioner of the office of temporary and disability assistance is responsible for providing assistance to applicants for or recipients of such payments as it relates to applying for, modifying or maintaining such benefits.
Relates to RFPs for gun violence reduction; provides that any state agency that issues an RFP relating to gun violence reduction shall establish a coordination plan including all awardees; requires that such coordination plans shall be in a form as prescribed by the department of state; requires that at a minimum, such coordination plan shall help ensure complete coverage of the area for which such RFP is issued and minimize competition between awardees.
Establishes the public housing fund to be used by the division of housing and community renewal to support existing public housing utilizing money from the real property transfer tax.

Requires the state university of New York and the city university of New York to adopt certain provisions related to student mental health such as administering student mental health surveys, establishing a mental health committee, administering mental health training to faculty and staff, and improving university policies regarding mental health.
