Requires the commissioner of housing and community renewal, or the appropriate supervising agency, to review contracts for $50,000 or more entered into by a limited-profit housing company.
Includes middle Eastern and North African persons in the definition of "minority group member" for purposes of participation by minority group members and women with respect to state contracts.
Enacts "Karilyn's law"; provides that the court set the date for proceedings relating to family visitation under a guardianship petition for not more than ten days from the signing of the order to show cause; provides that visitation shall be a rebuttable presumption.
Establishes the historic preservation tax credit transfer program to provide flexibility and incentives for businesses which rehabilitate historic properties to further promote the development of affordable housing.
Requires the commissioner of the department of taxation and finance to establish and maintain a system for use by the clerk of each county in the state outside of the city of New York that provides the ability for the clerk to send notification to any interested party that a deed-related or mortgage-related document affecting such party's interest in real property located in the state has been recorded against such property with the office of the clerk of the county in which the real property is situated; provides for registration for notification by interested parties.
Requires residents to maintain minimum essential coverage health insurance in the state of New York or pay a tax for failing to do so; provides that such funds be used for the NY State of Health marketplace.
Relates to the computation of building aid for the construction, reconstruction or modernizing of no more than one project by the Boquet Valley Central school district.
Relates to the number of signatures for independent nominating petitions; decreases the number of signatures and votes to 15,000 signatures for statewide candidates and 50,000 votes to maintain party ballot status; changes the petition period to 12 weeks and the petitioning time to May-August.
Prohibits the retrospective denial of payment for substance use disorder treatment services if an insured was covered for such services at the time treatment was initiated; requires insurers to notify a treatment provider when an insured has lost coverage based on termination of the insured's employment.
