Provides that the commissioner of agriculture and markets shall have the responsibility to monitor potential weather threats to agricultural production; authorizes the commissioner of agriculture and markets to declare an agricultural weather emergency; directs the commissioner of agriculture and markets to maintain a webpage on agricultural weather emergencies; directs the commissioner of agriculture and markets, in collaboration with the division of homeland security and emergency services, to establish an emergency weather alert system to support New York farmers in protecting their crops, livestock and the safety of their workers.
Authorizes the compensation to Catholic Guardian Services for fair and equitable holding expenses associated with lands transferred to Catholic Home Bureau which reverted to the state upon termination of their use for public purposes.
Defines affordability option D under the affordable neighborhoods for New Yorkers tax incentive to include an annual adjustment to reflect the percentage increase in the consumer price index for all urban consumers published by the United States department of labor.

Directs the commissioner of health to adopt regulations to include alpha-gal syndrome on the list of communicable diseases that shall be required to be reported to the health officer of the local health district where such disease occurs, or to the department of health.
Establishes a task force to study and make recommendations on chronic absenteeism at public schools in the state of New York; establishes reporting requirements.
Prohibits the department of corrections and community supervision from using artificial intelligence in evaluating the risk and needs principles used to measure rehabilitation of a person, in determining which incarcerated individuals may be released on parole or the level of supervision for individuals on parole; prohibits the department from using artificial intelligence when developing transitional accountability plans.
Establishes the small business energy conservation ombudsman program to represent small businesses on issues relating to state energy policy and the goals of the climate leadership and community protection act.
Provides that a landlord shall provide a prospective tenant a written disclosure of the tenant screening criteria used to evaluate rental applications prior to accepting any fee, deposit, or screening information from such prospective tenant.
Exempts the Liverpool Fire Department within the town of Salina, Onondaga county, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership.
Renames the Governor Mario M. Cuomo Bridge the Lieutenant Michael P. Murphy Tappan Zee Bridge; directs the commissioner of transportation to provide for the installation and maintenance of adequate signage of the state highway system.
