Enacts the "ICE contract transparency act"; creates a publicly accessible database for contracts made between United States immigration and customs enforcement and private entities conducting business in the state of New York; requires entities to provide the department of state with a copy of contracts made between U.S. immigration and customs enforcement and private entities operating in the state of New York.
Enacts the "New York state child anti-grooming act" which establishes the crimes of grooming of a child in the first and second degree and predatory sexual misconduct toward a child enrolled in school in the first and second degree; updates the codes of conduct in schools to include training on predatory misconduct and grooming; requires updates to mandatory reporter training; classifies grooming of a child in the first degree and predatory sexual misconduct towards a child in the first degree as a sex offense for the sex offender registry.
Requires third party verification of compliance with transparency and safety requirements for developers of artificial intelligence models; requires publication of such compliance reports.
Requires the office of mental health to create a mental health evaluation form to determine whether arrested individuals have the proper mental capacity to make decisions regarding their arrest; requires arrested individuals to be given such mental health evaluation form; directs that if an individual fails such mental health evaluation, a representative will be appointed for such individual regarding arrest proceedings.
Requires that any billboard advertisement that promotes tobacco products, alternative nicotine products, vapor products, alcoholic beverages or gambling or sports wagering services shall be removed exactly upon the last day of the advertising contract for such billboard advertisement and replaced with a public service announcement about the health harms of the same product which was removed.
Authorizes certain persons in an optional twenty year retirement plan of the police and fire retirement system to receive credit for previous service as a uniformed court officer title series employed by the Unified Court System or a correction officer employed by a county, a municipality or the state.
