Authorizes Ulster county to establish a property tax offset by means of a resident income tax surcharge; requires the Ulster county legislature to adopt a local law prior to imposing such surcharge.
Provides that no individual or entity shall be charged a central business district toll during any period of strike by an employee organization, work stoppage or declared state of emergency that causes a stoppage for more than twenty-four hours or significant delays of any metropolitan transportation authority, metro north commuter railroad, New York city transit authority, or Long Island railroad services.
Provides that in each term for a trustee or voting member of a board of education of a school district or a board of cooperative educational services, elected or appointed, such trustee or member shall complete certain training and file a certificate of completion with a sworn statement of completion within the first year of such term; provides that failure to comply shall disqualify such trustee or member to serve.
Provides that a default judgment against a defendant in a foreclosure action does not need to be vacated in order for the defense of lack of standing or expiration of the statute of limitations to be raised by the defendant.
Requires a liability insurer that has an opportunity to settle a claim at or within the policy limits, and refuses to do so, to be liable for any verdict in excess of the insurance policy limits
Provides for a disability benefit for employees of the New York city transit authority who are disabled by reason of an assault sustained in the course of employment
