Provides an ordinary disability benefit for tier 3 enhanced plan members of the New York city fire department pension fund which is equivalent to the tier 2 benefit.
Directs the department of health to collect certain data from relevant entities, and designated public safety answering points to receive 911 service calls, regarding calls and dispatches for emergency medical services; establishes reporting requirements.

Requires the division of criminal justice services to establish a veterinary care program to care for retired law enforcement dogs in the service of or utilized by law enforcement agencies and retired fire investigation.
Enacts the "fair authorized investment returns act"; sets a default authorized return on equity equal to the ten year US Treasury rate plus two hundred basis points; provides such default authorized return shall reset annually; establishes a competitive equity auction through which the cost of equity for a covered utility may be determined on a market basis, whether initiated by the utility or ordered by the commission.
Allows physically disabled individuals who are not able to stand up to complete the two-hour live-fire range training course requirement for a concealed carry license while sitting.
Expands the definition of professional misconduct to include refusing to provide professional services to a person referred for treatment by a United States Department of Veterans Affairs facility or provider because such person declines elective services during the course of treatment.
Provides that any volunteer agency who is granted state aid by the office of addiction services and supports or pursuant to a contract with a local governmental unit shall receive the full amount of such state aid within sixty days from approval; provides that volunteer agencies shall have two years to spend such aid.
Requires boards of education and school districts to allow children involved in an investigation or proceeding relating to abuse and/or neglect reasonable access to court appointed attorneys.
