Establishes the HOMES (housing opportunity and maintenance through empowerment and supports) act"; requires the state commissioner of social services to establish housing portals for landlords and tenants.
Extends the tangible property credit component of the brownfield redevelopment tax credit for certain qualified sites which contain 40% open space and 25% affordable housing units.
Expands access to higher education in correctional facilities by requiring the department of corrections and community supervision to provide meaningful access to postsecondary educational programming and to establish a transparent process for incarcerated individuals to request transfers to facilities where such programs are available.
Provides that for any school district located wholly or partially within a municipality that meets transit-oriented development or housing growth benchmarks, the approved building aid ratio for any eligible capital construction project shall be increased by five percentage points.

Enacts the "synthetic kratom kills act" to prohibit harmful synthetic and adulterated kratom products; provides that no person, manufacturer, retailer, or other entity shall manufacture, distribute, sell, or offer for sale: synthesized kratom material; any adulterated kratom product; a kratom product that is combustible or intended to be used for vaporization, aerosolization, or injection; a kratom product that is incorporated into, or marketed or labeled as, a conventional food or beverage product; a kratom product that contains flavoring agents or additives specifically designed or marketed to appeal to individuals under twenty-one years of age; a kratom product not contained in child-resistant packaging; a kratom product that mimics a candy product or is manufactured, packaged, or advertised in a way that can be reasonably considered to appeal to individuals under twenty-one years of age; any kratom product to an individual under twenty-one years of age; and any kratom product in which the concentration of 7-hydroxymitragynine exceeds two percent of the concentration of total alkaloids; requires testing and clear labeling.
Permits certain members of the state liquor authority or officers, deputies, assistants, inspectors or employees thereof to be a member of a board of education.
Provides that no tax exemption shall be given for any unit that has not agreed in writing to maintain such unit as their primary residence for no less than five years from the acquisition of such unit.
Creates shared housing rooming units in new class A multiple dwellings or buildings converted to class A multiple dwellings; creates new regulations in the New York city building codes.
Enacts the "wireless security enforcement act" to prohibit the sale of wireless signal jammer devices; defines terms; provides that a person is guilty of prohibited use of a wireless signal jammer device if they engage in the possession, manufacture, importation, marketing, or sale of wireless signal jammer devices; requires restitution.
