Authorizes fiscal reserve funds for institutions providing instruction to the deaf and blind beginning in the 2026-2027 school year; provides that an annual report shall be provided to the department by any institution that retains such funds.
Requires property owners and landlords to provide notice to prospective buyers and tenants to inform of superfund or brownfield site proximity to an affected premises and information relating to possible impacts.
Enacts Alexa and Lindsey's law; prohibits disabling safety features in motor vehicles; provides enhanced penalties where it causes an accident that harms or kills another person; provides that if multiple people are harmed or killed as a result of an unsafe vehicle modification a consecutive sentence may be imposed.
Prohibits fraudulent absentee ballot drop-off boxes or receptacles by making it a felony for anyone other than the board of elections to erect, display or maintain an absentee ballot drop-off box or receptacle.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.

Authorizes Nigel Barnett to receive certain retirement service credit in the New York state and local police and fire retirement system for service as a correction officer with the county of Dutchess.
Requires youth sports organizations to disclose all total annual costs for participation; deems certain youth sports organization contract provisions invalid; protects data privacy of youth sports organization participants; provides for liability, enforcement, and exemptions.
