Enacts the "New York state buy American cement act" to require the use of American materials when soliciting for a contract for the purchase of cement by any department or agency of the state, municipality, public authority and the commissioner of transportation.
Establishes voluntary certification and licensing for fashion designers; creates the state board of fashion design; permits state contracting entities to require or give preference to certified or licensed fashion designers.
Authorizes a requirement of pro bono service as a condition of admission to the bar or attorney registration; exempts pro bono work performed pursuant to an agreement with the federal government if the federal government designates the recipients of the pro bono work or type or types or nature of such legal services; provides for the expiration of such provisions upon the expiration thereof.
Provides that in an action or proceeding to recover possession of residential real property, the court shall stay the issuance or execution of a warrant of eviction or removal where an owner of record demonstrates that title, ownership, deed validity, conveyance, heirship, inheritance interest, or the right to possess the property is contested in a court of competent jurisdiction, and such stay shall remain in effect until the court in which such interest in the property is contested issues a final judgment unless the court issuing such stay finds good cause to modify or lift such stay.
Restricts the use by an employer or an employment agency of electronic monitoring or an automated employment decision tool to screen a candidate or employee for an employment decision unless such tool has been the subject of an impact assessment within the last year; requires notice to employment candidates of the use of such tools; provides remedies for violations.
