Authorizes the forest ranger force to establish a training program for volunteer search and rescue personnel to assist the forest rangers in wild, remote and forested areas of the state.
Requires health benefits for state and retired state employees have the option to only cover the employee or retiree and their spouse or domestic partner.
Extends tuition free course benefits to volunteer firefighters or voluntary ambulance workers; authorizes the board of trustees of the state university to regulate the conferral of such benefits.
Extends the duration of limited permits to practice licensed clinical social work and use the title licensed clinical social worker, or practice licensed master social work and use the title licensed master social worker from twelve to twenty-four months with the ability to be renewed for up to two additional one-year periods.
Exempts the village of Williamsville fire department, located in the village of Williamsville, county of Erie, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of its membership.
Provides that reimbursement payable for grants for nonpublic school safety equipment shall be paid within twelve months of the nonpublic school furnishing all required application materials for such grant to the department of education; requires the commissioner of education to report on any such reimbursements payable.

Provides a reduction in insurance premium charges for insured volunteer firefighters and emergency personnel for a 3 year period after successfully completing the emergency vehicle operator's course as part of their training.
Establishes the Adirondack park affordable housing task force; requires such task force to conduct a comprehensive review of affordable housing issues within the Adirondack park and to make recommendations for addressing such issues.
