Enacts the "teardown tax act"; establishes a dwelling unit removal surcharge on the conversion of multiple dwelling units into single-family dwellings in the city of New York.
Requires the registration and issuance of license plates for bicycles with electric assist and electric scooters that can exceed twenty-eight miles per hour with battery assistance up to and exceeding seven hundred fifty watts.
Relates to artist preferences in housing; provides that giving occupancy preference to individuals who are involved in artistic activities is not an unlawful discriminatory practice provided that such preference is implemented or authorized by an agency or the state of New York.
Authorizes one or more demonstration projects that permit a managed long-term care plan to enroll persons that are permanently placed in a nursing home and to manage the nursing home benefit in one or more rural areas.
Relates to bioheating fuel requirements; allows B100 or B99 biofuel and R100 or R99 renewable fuel to be used to blend with or replace fossil heating oil in order to create bioheating fuel.
Expands the right to seek the appointment of administrators of buildings to tenants and local governments throughout the state and to make procedures conform with realities of housing stock throughout the state; repeals certain provisions of the real property actions and proceedings law relating thereto.
