Reduces certain commercial rent taxes for premises occupied by certain retail or food services businesses having a base rent of less than one million dollars per year and located in the borough of Manhattan south of the center line of ninety-sixth street.
Establishes minimum compensation standards for the reimbursement of home health agencies and persons employed thereof; directs the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities to develop methodologies to determine such minimum compensation standard.

Requires the completion of animal cruelty prevention workshops by any person who purchases, acquires or initiates a farm operation on which horses and/or cows are kept.
Provides that certain institutions of higher education shall meet certain standards or adopt rules that do not infringe upon academic freedom; provides that academic freedom shall be defined by the 1940 Statement of Principles on Academic Freedom and Tenure with 1970 Interpretive Comments; establishes courses of action that may be taken int the event of alleged violations of academic freedom.
Authorizes Breanne M. Smith to receive a refund of certain accumulated contributions paid to the New York state and local employees' retirement system.
