Prohibits the operation of any motor vehicle equipped with a device which affects the operation of traffic-control signals; provides that the possession of such a device shall constitute a traffic infraction, use thereof is a class A misdemeanor, and use which results in personal injury or death shall constitute a class E felony.
Enacts the "food delivery worker safety and fair algorithms act" to prohibit food delivery platforms from utilizing or deploying any algorithmic management system that requires or incentivizes delivery workers to complete deliveries within a fixed or rigid time window that cannot reasonably be met while complying with all applicable traffic laws and safety regulations; penalizes, deactivates, suspends, deprioritizes, or otherwise limits a delivery worker's access to work opportunities for failure to meet delivery time estimates that do not account for traffic patterns, traffic congestion, weather conditions, restaurant delays, or lawful compliance with traffic signals, signage, and rules of the road; directly or indirectly incentivizes speeding, unsafe operation of a vehicle or bicycle, or disregard of traffic control devices, signage, or pedestrian right-of-way; and reduces pay, tips, bonuses, or access to incentives based on a delivery worker's refusal or inability to engage in unsafe or unlawful conduct.

Requires bus drivers complete a human trafficking recognition training program which includes the nature of human trafficking; how human trafficking is defined in law; how to identify someone who is human trafficking; how to identify someone who is a human trafficking victim; and entities to whom a driver may report suspected activity that might constitute human trafficking.
Establishes the crimes of sex trafficking of a vulnerable person and predatory sex trafficking when a person intentionally advances or profits from prostitution of a vulnerable person.
Relates to human trafficking offenses and the classification of certain trafficking offenses; includes new offenses in existing provisions of law relating to registration, procedure, affirmative defenses, bail, loss of certain licenses, recovery by victims for trafficking offenses and definitions (Part A); requires the posting of signs at schools and the inclusion of human trafficking education in the driver's education course; requires the posting of signs relating to human trafficking in tattoo and body piercing studios and certain parks; requires education in human trafficking for persons working in nail specialty, waxing, natural hair styling, esthetics and cosmetology (Part B).
Permits the town of Palm Tree to establish a demonstration program and install and operate traffic-control signal photo violation-monitoring devices; relates to adjudications and owner liability for a violation of traffic-control signal indications in the town of Palm Tree.
