An Act To Establish The Hope And Opportunity Pathways Through Education (hope) Program, Which Shall Be Administered By The State Department Of Education; To Provide That The Goal Of The Hope Program Is To Develop A Comprehensive System To Re-enroll High School Dropouts In Programs That Will Enable Them To Earn Their High School Diploma; To Provide That The Hope Program Shall Award Grants To School Districts To Assist In Establishing Instructional Programs And Other Services Designed To Re-enroll High School Dropouts; To Require A Student In The Hope Program Who Wishes To Earn A High School Diploma To Meet The Graduation Requirements Of The Student's District Of Residence; To Provide That In Order To Be Eligible For Funding, A School District Must Develop A Hope Plan Approved By The State Board Of Education; To Provide That A School District May Operate Its Own Program Or Enter Into A Contract With Other Not-for-profit Entities To Operate A Program; To Provide That Hope Program Funding Must Be Distributed Based Upon The Proportion Of Dropouts In The School District To The Total Number Of Dropouts In This State; To Provide That A School District May Receive Adequate Education Program Funds For Students Enrolled In A Hope Program If Certain Criteria Are Met; To Specify Categories Of Programming In The Hope Program; To Specify The Minimum Components For Programs To Be Funded Through The Hope Program; And For Related Purposes.

An Act To Amend Section 31-5-51, Mississippi Code Of 1972, To Increase From $25,000.00 To $75,000.00 The Threshold Amount For Public Works Contracts Under Which An Owner May Elect To Make A Lump-sum Payment At Completion Of The Contract Instead Of Requiring A Performance Bond Or Payment Bond; To Increase From $25,000.00 To $75,000.00 The Threshold Amount Under Which Any Person Entering Into A Formal Contract With A County, City Or Other Public Authority For The Construction, Alteration, Or Repair Of Any Public Building Or Public Work, Must Furnish Proof Of General Liability Insurance Coverage In An Amount Not Less Than $1,000,000.00 For Bodily Injury And Property Damage; To Provide That For Any Contract With The State Which Exceeds $5,000.00, Or With A County, City Or Other Public Authority Which Exceeds $75,000.00, For The Construction, Alteration Or Repair Of Any Public Building Or Public Work, If A Subcontractor Of The General Contractor For The Contract Does Not Have General Liability Insurance Coverage In The Required Minimum Amount, Then The General Contractor Shall Be Liable For Any Amount Under Such Minimum Amount Of Coverage For Which The Subcontractor Is Underinsured Or Not Insured; And For Related Purposes.

An Act To Require Each Educational Building, Administrative Office, Dormitory And Cafeteria On The Campus Of Public Postsecondary Educational Institutions To Have An Epinephrine Auto-injector And An Automated External Defibrillator (aed) Stored In A Secure And Easily Accessible Location Within Each Respective Building; To Define The Terms Used In This Act; To Require Each Public Postsecondary Educational Institution To Adopt And Implement A Policy Regarding The Maintenance, Storage, Administration And Disposal Of Epinephrine Auto-injectors, And The Maintenance, Storage, Testing And Use Of Aeds; To Prescribe The Minimum Requirements Of The Policy; To Provide That Only Licensed Medical Professionals Or Members Of The Campus Community Trained By Licensed Medical Professionals Shall Be Authorized To Administer Epinephrine Auto-injectors Or Use An Aed For Persons In Emergency Anaphylaxis Or Cardiac Arrest; To Require The State Department Of Health, In Consultation With The Commissioner Of Higher Education And The Executive Director Of The Mississippi Community College Board, To Establish Guidelines For The Development Of Policies By Public Postsecondary Educational Institutions; To Require The State Department Of Health To Adopt Rules Regarding The Maintenance, Storage, Administration And Disposal Of An Epinephrine Auto-injector, And The Maintenance, Storage, Testing And Use Of Aeds On Postsecondary Campuses; And For Related Purposes.
