An Act To Authorize "d" And "f" Rated School Districts, In Collaboration With A Local Community Or Junior College, To Establish A Summer Youth Training Employment Program For Rising Sophomore Students; To Require A Youth Training Employment Program To Include Components On Soft Skills, Personal Living Skills, And Education And Academics; To Award Students Who Complete The Program With A Certificate Of Completion And A Stipend If Funding Is Made Available For Such Purposes; And For Related Purposes.

An Act To Require The State Department Of Education To Establish The "mississippi Senior Cadets Program"; To Require The Program To Be Aimed At Reducing Poor Academic Scores And High Drop-out Rates Throughout The State; To Authorize The Department To Create Rules And Regulations To Administer The Program; To Establish Minimum Guidelines For Students Who Participate In The Program; To Amend Section 37-106-29, Mississippi Code Of 1972, To Conform To The Preceding Provisions Of This Act; And For Related Purposes.

An Act To Prohibit Timber Mills From Discriminating Against Landowners Soley On Future Use Of The Landowners' Property; To Prohibit Timber Purchases From Requiring Landowners To Abide By Contracts That Allow The Purchaser To Dictate The Future Use Of The Landowners' Property; To Define Relevant Terms; And For Related Purposes.

An Act To Create The "create A Respectful And Open Workplace For Natural (crown) Hair Act"; To Prohibit Creation Of Workplace And School Polices That Discriminate On The Basis Of Natural Or Protective Hairstyles; To Prohibit Discrimination By An Employer, School, School District Or Administrator Engaged In Commerce On The Basis Of Hair Texture; To Prohibit Termination, Reduction Of Work Hours, Or Paying A Reduced Salary Or Wage Or Expulsion Or Dismissal Based On Hair Texture; To Provide The Remedies For Any Person Who Is Aggrieved By Violation Of This Act; And For Related Purposes.

An Act To Create New Section 41-9-20, Mississippi Code Of 1972, To Provide That A Patient Of A Rural Hospital Shall Be Admitted To A Major Hospital When A Doctor Of Such Rural Hospital Deems It Is Medically Necessary To Transfer Such Patient To The Emergency Room Of A Major Hospital; To Provide That The State Department Of Health Shall Prescribe Rules And Regulations That Provide What Situations Shall Be Considered Medically Necessary In Compliance With This Act; To Provide Certain Provisions That The Department Must Consider In Adopting Such Rules; And For Related Purposes.

An Act To Amend Section 75-31-65, Mississippi Code Of 1972, To Provide That The Construction Of The Provisions Of Law Regulating Milk And Milk Products Shall Not Be Deemed To Prohibit Any Independent Or Partial Owner Of Any Cow, Goat Or Sheep From Using The Milk From Such Animal For The Owner's Personal Consumption Or Other Personal Use; To Allow The Sale Of Raw Milk On Farms So Long As The Sale Is Not For Institutional Use; And For Related Purposes.

An Act To Amend Section 37-21-7, Mississippi Code Of 1972, To Provide Funding For Additional Assistant Teachers In "c," "d" And "f" School Districts; And For Related Purposes.

An Act To Create The Office Of Independent State Hearing Officers To Provide Hearing Officers To Conduct Hearings, Compile Evidence And Render Decisions On Matters For Persons Or Entities That Have Issues Before State Agencies; To Provide That The Office Shall Be Headed By A Director Who Is Appointed By The Governor For A Term Of Four Years And Who May Be Removed From Office Only For Cause; To Provide That The Office Shall Be Housed At The Department Of Finance And Administration And Shall Be Funded From Funds That Are Specifically Appropriated To The Department For That Purpose; To Provide That The Director Shall Contract With At Least Five Persons To Serve As Hearing Officers; To Provide That When A Person Or Entity Has An Issue Before A State Agency And The State Agency Has Its Own Hearing Officer, The Person Or Entity May Elect At Its Option To Have A Hearing Officer From The Office Of Independent State Hearing Officers Hear And Decide The Matters At Issue, As An Alternative To Having A Hearing Officer Of The State Agency; To Provide That If A Person Or Entity Elects To Have A Hearing Officer From The Office, The Director Of The Office Shall Assign One Of The Hearing Officers On A Rotating Basis To Hear And Decide The Matters At Issue; To Provide That A Person Or Entity Or State Agency May Appeal The Decision Of A Hearing Officer To A Panel Of Three Hearing Officers Of The Office Who Were Not Involved In The Hearing And Decision; To Provide That Any Person Or Entity Or State Agency Aggrieved By A Final Decision Of The Appeals Panel Shall Be Entitled To Judicial Review Of The Decision; And For Related Purposes.

An Act To Amend Section 43-13-117, Mississippi Code Of 1972, To Provide That Telehealth Services Provided By Federally Qualified Health Centers, Rural Health Clinics And Community Mental Health Centers Are Considered To Be Billable At The Same Face-to-face Encounter Rate Used For All Other Medicaid Reimbursements To Those Centers Under The Prospective Payment System; And For Related Purposes.

An Act To Require Community And Junior Colleges To Waive All Tuition And Fees For Students Graduating From A Mississippi High School; To Establish Requirements For Initial Eligibility And Renewal Of Waivers; To Define The Term "tuition"; To Require The Mississippi Community College Board To Promulgate Rules And Regulations For The Tuition Waiver Program; To Create New Section 37-29-307, Mississippi Code Of 1972, To Require Funds Sufficient To Cover The Cost Of Waiving The Tuition For Participating Students To Be Appropriated By Line Item In The Community And Junior Colleges General Support Bill; And For Related Purposes.

An Act To Provide That Certain Agency, Department, Institution And Nonprofit Corporation Employees Who Are Terminated From Employment Shall Be Prohibited From Receiving Employment From Another Similar Agency, Department, Institution Or Nonprofit Corporation; And For Related Purposes.

An Act To Require Drug Testing Of Public School Students In Grades Six Through Twelve Who Have Been Suspended; To Declare Legislative Findings Relating To Student Drug Usage And The Purposes Of This Act; To Define Certain Terms Used Under The Act; To Require Each Local School Board To Adopt A Policy Requiring Drug Testing Students In Grades Six Through Twelve Who Are Suspended For Disciplinary Infractions And To Prescribe Certain Components That Must Be In The Policy, Including A Provision Requiring A Student's Parent To Pay The Cost Of The Drug Test; To Provide For The Actions To Be Taken When A Student's Drug Test Is Positive; To Provide That Student Drug Tests Will Be Administered By The County Health Department And To Prescribe The Manner In Which The Testing Must Be Performed; To Provide For The Disclosure Of Positive Test Results And To Require Information Relating To A Student's Drug Test To Be Kept Confidential And Separate From The Student's Cumulative Folder; To Authorize A Student To Present Evidence Of The Proper Use Of A Prescription Medication As An Affirmative Defense To A Positive Drug Test; To Authorize School Districts To Offer In-school Counseling Or Referral Information For Students Testing Positive For Drugs; To Require The State Board Of Education, In Consultation With The State Board Of Health And Department Of Mental Health, To Adopt Rules And Regulations Necessary To Carry Out The Provisions Of This Act; To Require The State Department Of Education To Prepare A Model Drug Testing Policy For School Districts; To Amend Section 37-15-9, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.
