An Act To Regulate The Operation Of Utility-type Vehicles (utvs) Or Side-by-sides On Public Nonstriped And Gravel Roads Within The State Of Mississippi; To Define Terms Used In This Act; To Require The Registration Of Utvs With The Department Of Revenue In The Same Manner As Passenger Motor Vehicles; To Require Owners Of Utvs And Side-by-sides To Obtain A License Plate And Registration From The Department Of Revenue Upon Presenting Proof Of Ownership And Liability Insurance For The Utv And Payment Of An Annual Fifty Dollar Registration Fee; To Require The Department Of Revenue To Determine The Color And Design Of The License Tags; To Exempt Owners From The Payment Of Ad Valorem Property Taxes To The County Where The Vehicle Is Registered; To Provide For The Deposit And Distribution Of The Registration Fees By The Department Of Revenue And The State Treasurer; To Provide That The Funds Distributed To Counties Shall Be Used For The Maintenance Of Roads And Bridges Therein; To Require Operators Of Utvs And Side-by-sides To Be At Least Sixteen Years Old And Possess A Valid Driver's License; To Require Operators Of Utvs To Have Their Driver's License And Proof Of Financial Responsibility At All Times While Operating Utvs And Side-by-sides On The Public Roads Of The State; To Limit The Operation Of Utvs And Side-by-sides On Public Nonstriped And Gravel Roads By A Sixteen-year-old With Only A Conditional Driver's License To Operating The Utv During Daylight Hours While Accompanied With A Licensed Adult Driver Over The Age Of Eighteen; To Prescribe The Specific Safety Features A Utv Or Side-by-side Must Be Equipped With To Be Registered With The Department Of Revenue For Purposes Of Operating On Public Roads; To Amend Sections 63-2-1, 63-3-103, 63-15-3, 63-21-5, 63-21-9, 27-19-3, 27-19-31, 27-51-5 And 27-51-41, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Section 63-15-4, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; And For Related Purposes.

An Act To Be Known As The "no Patient Left Alone Act;" To Provide That This Act Applies To Licensed Hospitals, Nursing Facilities, Intermediate Care Facilities For The Intellectually Disabled, Personal Care Homes, Assisted Living Facilities And Hospice Facilities; To Require Each Provider To Establish Visitation Policies And Procedures And Specify The Minimum Topics That Such Policies And Procedures Must Include; To Provide That Safety-related Policies And Procedures May Not Be More Stringent Than Those Established For The Provider's Staff And May Not Require Visitors To Submit Proof Of Any Vaccination Or Immunization; To Provide That The Policies And Procedures Must Allow Consensual Physical Contact Between A Resident, Client, Or Patient And The Visitor; To Provide That An Adult Resident, Client, Or Patient May Designate A Visitor(s) Who Is A Family Member, Friend, Guardian, Or Other Individual As An Essential Caregiver(s); To Provide That The Provider Must Allow In-person Visitation By The Essential Caregiver(s) For At Least Two Hours Daily In Addition To Any Other Visitation Authorized By The Provider; To Specify The Circumstances In Which The Visitation Policies And Procedures Must Allow In-person Visitation; To Authorize Providers To Suspend In-person Visitation By A Specific Visitor If The Visitor Violates The Provider's Policies And Procedures; To Require The Providers To Provide Their Visitation Policies And Procedures To The State Department Of Health When Applying For Initial Licensure, Licensure Renewal, Or Change Of Ownership; To Require Providers To Make The Visitation Policies And Procedures Available To The Department For Review At Any Time, Upon Request; To Require The Department To Dedicate A Stand-alone Page On Its Website To Explain The Visitation Requirements Of This Act And Provide A Link To The Department's Webpage To Report Complaints; To Provide That The Rights Specified In This Act May Not Be Terminated, Suspended, Or Waived By The Hospital, The State Department Of Health, Or Any Governmental Entity, Notwithstanding Declarations Of Emergency Declared By The Governor; And For Related Purposes.

An Act To Authorize A Person Who Is The Holder Of Class 1 Or Class 2 Manufacturer's Permit Under The Local Option Alcoholic Beverage Control Law, Or Who Is Licensed Or Permitted Outside Of The State To Engage In The Activity Of Manufacturing Wine And/or Distilled Spirits To Sell And Ship Wine And Distilled Spirits Directly To Residents In This State, If The Person Obtains A Direct Shipper's Permit From The Department Of Revenue; To Provide For The Issuance Of Direct Shipper's Permits And The Issuance Of Wine And Distilled Spirits Fulfillment Provider Permits; To Require The Holder Of A Direct Shipper's Permit To Keep Certain Records; To Require The Holder Of A Wine And Distilled Spirits Fulfillment Provider Permit To Keep Certain Records; To Prohibit The Holder Of A Direct Shipper's Permit From Selling Or Shipping Light Wine, Light Spirit Products Or Beer Or Any Alcoholic Beverage Other Than Wine Or Distilled Spirits; To Limit The Amount Of Wine And Distilled Spirits That A Holder Of A Direct Shipper's Permit May Sell Or Ship To An Individual Each Year; To Prohibit The Holder Of A Direct Shipper's Permit From Selling Or Shipping Wine Or Distilled Spirits That Is Available Through The Alcoholic Beverage Control Division Of The Department Of Revenue; To Provide For The Annual Renewal Of Direct Shipper's Permits; To Provide That Persons Purchasing Or Receiving A Direct Shipment Of Wine Or Distilled Spirits From A Direct Shipper Must Be At Least Twenty-one Years Of Age; To Provide That Persons Receiving A Direct Shipment Of Wine And/or Distilled Spirits From A Direct Shipper Shall Use The Wine Or Distilled Spirits For Personal Use Only And May Not Resell It; To Impose Certain Requirements Relating The Shipment Of Wine And Distilled Spirits Into This State; To Authorize The Commissioner Of Revenue To Adopt Any Rules Or Regulations As Necessary To Carry Out This Act; To Provide Penalties For Violations Of This Act; To Amend Sections 27-71-5, 27-71-7, 27-71-15 And 27-71-29, Mississippi Code Of 1972, To Provide The Privilege Tax Required For The Issuance Of A Direct Shipper's Permit And For The Privilege Tax Required For The Issuance Of A Wine And Distilled Spirits Fulfillment Provider Permit; To Levy A Tax Upon The Sales And Shipments Of Wine And Distilled Spirits Made By A Direct Shipper; To Require A Certain Amount Of The Taxes Levied To Be Deposited Into The Mental Health Programs Fund; To Amend Sections 67-1-41, 67-1-45, 67-1-53, 67-1-55, 67-1-57, 67-1-73, 97-31-47 And 97-31-49, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; To Amend Section 67-1-51, Mississippi Code Of 1972, In Conformity To The Foregoing Provisions Of This Act; To Increase The Number Of Package Retailer's Permits That May Be Owned By A Person Or In Which A Person May Have A Controlling Interest From One To Two; And For Related Purposes.
