Advanced practice registered nurses. Requires the Indiana medical licensing board to accept and review complaints concerning physician collaborative practice agreements with advanced practice registered nurses (APRNs). Provides that an APRN may only: (1) operate in collaboration with a licensed practitioner who specializes in the same practice area as the advanced practice registered nurse; and (2) practice within the scope of the APRN's specialty. Allows a physician to enter into a collaborative agreement with more than four APRNs but prohibits the physician from collaborating with more than four APRNs at the same time.

Deferred retirement option plan. Allows a member of the 1925 police pension fund, 1937 firefighters' pension fund, 1953 police pension fund (Indianapolis), or 1977 police officers' and firefighters' pension and disability fund to withdraw from the deferred retirement option plan (DROP) and make an election to enter the DROP for a second time not earlier than three years after the date the member withdraws from the DROP. Provides that a member may make an election to enter the DROP only twice in the member's lifetime.

Automated external defibrillator requirements. Provides that certain funding provided to a local board of health may be used to provide automated external defibrillators (AEDs) to school corporations, charter schools, and state accredited nonpublic schools. Revises the definition of "venue specific emergency action plan for sudden cardiac arrest" (plan) and revises the requirements of a plan. Requires the department of education to develop a plan for certain schools and provide support for the plan, if requested by the school. Requires the department of education to conduct a statewide survey of school corporations, charter schools, and state accredited nonpublic schools concerning: (1) plans developed prior to July 1, 2025; and (2) AEDs.

Pediatric mental health. Establishes the pediatric mental health professional recruitment pilot program. Provides that the purpose of the pilot program is to increase the availability of pediatric mental health care services for residents of Indiana by providing incentives to students who agree to provide pediatric mental health services in a pilot program county immediately after becoming pediatric mental health professionals. Specifies that the pilot program counties include Lake County, Marion County, and a county having a population of less than 65,000. Requires an applicant for a scholarship to execute a written agreement with the commission for higher education promising to provide pediatric mental health care services in a pilot program county for at least four years after graduation. Appropriates $1,000,000 per state fiscal year for the pilot program.

Elkhart County courts. Allows the judges of the Elkhart circuit and superior courts to appoint five full-time magistrates. (Current law allows for the appointment of two magistrates.)

Military and veteran matters. Expands the eligibility requirements for admission to the Indiana Veterans' Home. Provides that the department of natural resources shall provide staff support for the Indiana semiquincentennial commission (commission). (Current law provides that the Indiana department of veterans' affairs provides staff support for the commission.) Adds a definition of an "eligible person" for purposes of administering grants for veteran services (GVS). Provides that a qualified entity may receive a GVS to provide certain services to support an eligible person. Makes changes to the qualifications to receive a veteran's burial allowance. Establishes the Medal of Honor license plate. Restores a provision of current law concerning certain disability ratings, as determined by the United States Department of Veterans Affairs, and educational cost exemptions. Provides that the disability ratings and educational cost exemptions apply to an individual whose parent enlisted in the armed forces after June 30, 2014 (instead of June 30, 2011). Updates references throughout the Indiana Code relating to the armed forces of the United States or uniformed services to include the United States Space Force. Changes references relating to military discharges. Makes technical changes to various references relating to the components of the armed forces of the United States. Makes technical corrections.

Trauma informed care. Establishes the trauma informed care commission (commission). Provides that the commission shall identify, evaluate, and make recommendations regarding best practices and research models with respect to children, youth, and families who have experienced trauma. Requires the commission to submit a report to the office of the secretary of family and social services and to the general assembly. Urges the legislative council to assign to an appropriate study committee the task of studying various issues regarding teachers and education.

Conservancy district board elections. Provides that, after the appointment of the initial board, members of the board of directors of a conservancy district shall be chosen by vote of the freeholders of the conservancy district in the general election held on the first Tuesday after the first Monday in November of each even-numbered year. Establishes qualifications for candidates for conservancy district board positions and establishes a procedure by which an individual may become a candidate. Makes candidates for conservancy district board positions subject to certain requirements concerning campaign committees and contribution limits that apply to other candidates for elective office. Makes provisions for the voting for and election of conservancy district board members. Makes conforming changes.

Conservation of agricultural land. Establishes an agricultural land protection program (program) to allow the state or a county fiscal body to purchase agricultural conservation easements throughout the state and also acquire agricultural conservation easements by gift, bequest, or devise. Provides that the Indiana state department of agriculture (department) may receive and hold agricultural conservation easements acquired under the program or by gift, bequest, or devise. Establishes the Indiana land protection board to administer the program in coordination with the department. Establishes the agricultural conservation easement fund to provide funding for the purchase of agricultural conservation easements throughout the state. Makes an appropriation.

Architect or engineer review of public work. Provides that plans and specifications approved by an architect or engineer are not required for certain public work on a public building.

Statewide stroke plan. Requires the Indiana department of health (state department) to include Indiana hospitals certified as a thrombectomy-capable stroke center in certain lists maintained by the state department concerning certified stroke centers. Amends the list of entities that certify stroke centers. Requires a hospital certified as a thrombectomy-capable stroke center to provide certain information to the state department. Prohibits a health care facility from advertising that the facility is a thrombectomy-capable stroke center unless the facility is certified by a specified entity. Requires the state department to establish and implement a statewide stroke plan. Sets forth requirements of the plan and requirements for certain health care providers to report stroke data. Requires the state department to establish a data base for the reported data and sets forth additional requirements. Requires the state department to annually report certain stroke data to the governor and the executive director of the legislative services agency.

Hoosier scam prevention board. Establishes the Hoosier scam prevention board.

Marijuana advertising. Provides that a person may not advertise a product containing marijuana or a marijuana business by any medium within the borders of Indiana. Provides that the attorney general may seek civil penalties, an injunction, and other costs for violations. Provides that civil penalties shall be deposited in the state general fund. Provides that the chapter added by this act expires on July 1 following the date that the federal government removes marijuana as a schedule I controlled substance.

Beauty preexamination hours. Reduces the number of hours an applicant for a cosmetology license must have in order to take the cosmetology licensure examination from 1,500 to 1,000. Reduces the number of hours an applicant for a beauty culture instructor license must have in order to take the beauty culture instructor licensure examination from 1,000 to 500. Reduces the number of hours an applicant for a barber license must have in order to take the barber licensure examination from 1,500 to 1,000. Makes corresponding changes.

Restriction on single use food service items. Prohibits restaurants and third party food delivery services from providing customers with plastic single use food service items. Provides that a restaurant or third party food delivery service shall only provide a nonplastic single use food service item, plastic straw, or condiment packet to a customer who explicitly requests one or more of the items. Establishes the citizens education and complaint fund to further the purposes of the bill. Makes an appropriation.
