Repeal of the death penalty. Repeals the law concerning the imposition and execution of death sentences and makes conforming amendments. Specifies that if a person was sentenced to death and is awaiting execution of the death sentence, the person's death sentence is commuted to a sentence of life imprisonment without parole. Provides that when a defendant is charged with a murder for which the state seeks a sentence of life imprisonment without parole, the defendant may file a petition alleging that the defendant is an individual with an intellectual disability. Provides that if a defendant who is determined to be an individual with an intellectual disability is convicted of murder, the court may sentence the defendant only to a fixed term of imprisonment.

ESOP linked deposit program. Requires the treasurer of state (treasurer) to establish and administer a program to assist Indiana companies in obtaining financing from a financial institution for the purchase of company shares by an employee stock ownership plan (ESOP). Allows the treasurer and a financial institution to enter into an agreement under which: (1) the treasurer places a certificate of deposit (CD) with the financial institution at not more than 3% below the comparable Treasury Bill rate; (2) the financial institution makes a loan to a company at a reduced percentage rate of interest that corresponds to the CD's reduced rate of interest; and (3) the rate of interest of both the loan and the certificate of deposit move in tandem for the duration of the loan term.

East Chicago school board elections. Changes the election process for the governing body of the East Chicago school corporation, so that all members are elected at large by the voters of the school corporation. (Current law provides that three members are elected from certain districts, and two members are elected at large.) Makes conforming changes.

County police force pension trust and trust fund. Requires in a county other than Marion County, that the county police department or a designee of the county police department make an annual presentation regarding the county police force pension trust and trust fund to the county council.

Restrictions on using nets or traps for minnows. Prohibits the use of specific devices to take minnows from a waterway unless certain conditions are met. Provides an exemption for bait dealers and individuals with a scientific purposes license. Requires, not later than July 1, 2030, that the department of natural resources submit a report to legislative council regarding Sugar Creek's environmental condition and the status of the fish and wildlife population at Sugar Creek.

Unemployment compensation. Reduces the maximum amount of regular unemployment benefits to 14 times the individual's weekly benefit. (Under current law, the maximum amount of regular unemployment benefits is 26 times the individual's weekly benefit or 28% of the individual's wage credits, whichever is less.) Provides for additional benefits in an amount not to exceed two times the individual's weekly benefit if the individual meets certain conditions. Removes outdated provisions. Makes conforming changes.

Enforcement of prohibitions on public camping. Prohibits a political subdivision from adopting or enforcing any policy that prohibits or discourages the enforcement of any order or ordinance prohibiting public camping, sleeping, or other obstruction of a sidewalk. Authorizes the attorney general to bring a civil action to enjoin a political subdivision that adopts or enforces such a policy.

School based health centers. Requires the department of education, in consultation with the Indiana department of health, to establish a program to provide technical assistance to public schools, including charter schools, that are interested in establishing a school based health center.

Licensed professional music therapists. Provides for the licensure of professional music therapists by the medical licensing board. Establishes a music therapy advisory council to advise the medical licensing board. Establishes requirements and procedures for an individual to be licensed as a professional music therapist. Prohibits a person who is not licensed as a music therapist from using certain titles or certain words in a title.

Law enforcement training cost reimbursement. Allows the state, a state agency, or a political subdivision (public employer) to be reimbursed for the costs of employing and training a law enforcement officer by a public employer that subsequently employs the officer. Provides that the reimbursement amount decreases over time and is eliminated three years after the officer is certified by the law enforcement training board to act as an officer. Allows a public employer to require, as a condition of hiring, that the individual enter into a contract or agreement to reimburse the public employer for employment and training costs, if the individual is subsequently hired by a private or governmental employer that is not defined by statute as a public employer.

Agricultural online portal. Requires the Indiana state department of agriculture (department) to establish and maintain an online portal on its website for the purposes of: (1) assisting users in the successful navigation of agricultural or related topics among various federal and state agencies; (2) providing a single source for users to access agricultural or related funding opportunities; (3) providing a searchable data base of available federal and state grants with information on eligibility and deadline criteria; and (4) providing regular updates to reflect changes in federal and state funding opportunities. Provides that the online portal shall include links to various federal and state websites. Requires that the online portal provide a series of regulatory checklists to assist users that are considering diversifying into new markets in the navigation of agricultural and related regulations and the avoidance of punitive enforcement actions before they arise. Requires that the online portal provide a one stop venue that will help connect users with responsive data visualization tools and technical assistance programming. Requires that the online portal include a link to provide users with ongoing updates on the status of certain lost farmland. Requires an updated report on certain lost farmland to be uploaded to the online portal every five years. Requires that the online portal include formal venues: (1) to collect comments from the public regarding federal regulations impacting Indiana's rural economy with the goal of assisting the state in providing vigorous advocacy on behalf of the public; and (2) where users may provide to the department reviews and feedback regarding the usefulness of the online portal.

Charges for supervised loans. Provides that for a supervised loan that is made under the Uniform Consumer Credit Code (UCCC) and that: (1) is entered into after June 30, 2025; (2) is not secured by an interest in land or by personal property used or expected to be used as the debtor's principal dwelling; and (3) has a principal amount that does not exceed $5,000; a lender may contract for and receive, in addition to the loan finance charge and any other permitted charges and fees, a monthly service fee that is based on the amount of principal originally contracted for, and must report the borrower's payments on the supervised loan to at least one consumer reporting agency that compiles and maintains files on consumers on a nationwide basis (as defined in 15 U.S.C. 1681a(p)) in accordance with the federal Fair Credit Reporting Act (15 U.S.C. 1681 et seq.). Provides that for a supervised loan that: (1) is entered into after June 30, 2025; (2) is not secured by an interest in land or by personal property used or expected to be used as the debtor's principal dwelling; (3) has a principal amount that is more than $5,000 but does not exceed $25,000; and (4) is for a term of at least six months; a lender may contract for and receive a loan finance charge not exceeding 36% per year on the unpaid balances of the principal. For a supervised loan that qualifies for the flat 36% annual finance charge (instead of the blended loan finance charge that applies to all other supervised loans), requires the lender to: (1) report the borrower's payments on the loan to at least one nationwide consumer reporting agency; and (2) offer to the borrower, at or before the consummation of the loan and at no cost to the borrower, a consumer credit education program provided by the lender or a third party provider. Provides that, based on information contained in annual composite reports filed with the department of financial institutions (department) by creditors required to be licensed under the UCCC, the department shall publish annually on the department's website a report that contains specified information concerning supervised loans made after June 30, 2025, by nondepository licensees during the reporting period covered by the composite reports. Makes conforming amendments to: (1) the UCCC; and (2) the statutes governing: (A) pawnbrokers; and (B) loansharking.

Appointed members of city or town boards. Establishes minimum requirements for members appointed or reappointed to a city or town board, committee, or other body (board) after June 30, 2025. Allows a member serving on a board on June 30, 2025, who does not meet the minimum requirements to continue to serve on the board until the end of the member's term.

Elimination of gun-free zones. Provides, with some exceptions, that beginning July 1, 2025, the state of Indiana may not regulate: (1) firearms, ammunition, and firearm accessories; and (2) the ownership, possession, carrying, transportation, registration, transfer, and storage of firearms, ammunition, and firearm accessories. Specifies that a certain provision of an ordinance, measure, enactment, rule, policy, or exercise of proprietary authority is void. Provides that a person not otherwise prohibited from carrying or possessing a firearm under federal or state law may carry or possess a firearm, without restriction, on certain property affiliated with the following state agencies beginning July 1, 2025: (1) The department of natural resources. (2) The state fair commission. (3) The department of administration. (4) The department of workforce development. Prohibits, with some exceptions, a state educational institution (institution) from regulating the possession or transportation of firearms, ammunition, or firearm accessories in particular places. Allows a person to bring an action against an institution if the person is adversely affected by certain rules concerning firearms.

Appropriation for psilocybin research. Makes an appropriation from the state general fund to the therapeutic psilocybin research fund.
