Law enforcement matters. Provides that a correctional professional is considered a public safety officer for purposes of determining eligibility for line of duty death benefits. (Current law provides that a correctional officer is considered a public safety officer for determining eligibility line of death benefits.) Provides, with certain exceptions, that a law enforcement officer, including a constable, school resource officer, special deputy, or reserve officer, who has completed a pre-basic course but who has not completed Tier I or Tier II basic training requirements may not exercise police powers outside the jurisdiction of the appointing law enforcement agency. Provides that a school resource officer who has completed Tier I or Tier II basic training has statewide jurisdiction. Provides that all deputies, excluding reserve deputies and jail deputies, employed by the Marion County sheriff's office on July 1, 2025, shall be certified by the law enforcement training board (board) as Tier II law enforcement officers. Requires the Marion County sheriff's office to submit to the board a list of deputies who have successfully completed at least the minimum basic training requirements at the Marion County Sheriff's Office Academy. Makes changes to the definition of a "law enforcement officer" for purposes of mandatory training for law enforcement officers. Increases the penalty for criminal recklessness from a Class B to a Class A misdemeanor. Specifies that the immunities and limitations on liability that apply to a law enforcement officer (and the officer's employing agency) acting within the officer's jurisdictional area also apply to an officer (and employing agency) acting outside the jurisdictional area under certain circumstances. Makes pointing a firearm by a passenger in a vehicle whose driver is committing criminal recklessness a Level 6 felony under certain circumstances. Provides that a school resource officer may pursue a person who flees from a school resource officer after the school resource officer has, by visible or audible means, including the operation of the school resource officer's siren or emergency lights, identified themself and ordered the person to stop. Adds a hospital police department to the definition of police departments required to provide police officers with certain rights.

Down payment assistance. Provides that a person that otherwise meets the qualifications to receive down payment assistance under a down payment assistance program offered by the Indiana housing and community development authority (authority) may pair down payment assistance with a first mortgage issued by a community development financial institution (CDFI) without regard to whether the CDFI is a participating lender for purposes of the authority's mortgage programs and down payment assistance programs.

Income tax credit for volunteer firefighters. Provides that an individual who is a volunteer firefighter is entitled to a credit of $200 against the individual's adjusted gross income tax liability each taxable year.

Resisting law enforcement. Increases certain penalties for resisting law enforcement.

Watershed development commissions. Alters the membership of a watershed development commission (commission) board. Allows a county to join a commission if any part of the designated watershed lies within boundaries of the county. Alters what must be considered regarding the membership and the activities of a commission. Provides that a commission may take certain actions with respect to certain flood plains. Expands permitted uses for certain funds collected by a commission and establishes certain budget limits. Provides that the department of natural resources's division of water shall provide a commission with a written summary of the division's review of certain public works projects within 30 days of the review. Makes conforming changes.

Closed primary elections. Allows an individual to affiliate with a political party while registering to vote. Requires the text: "Would you like to choose your political party? If you wish to vote in a primary election, you must first choose your political party affiliation and may only vote that party's ballot in the primary election." and a blank space for the applicant to list a party affiliation to be included on a voter registration form. Provides that a voter may only vote at a primary election if the voter has affiliated with a political party not later than 119 days before the date of the primary election. Requires a voter to vote at the primary election held by the political party with which the voter is affiliated. Provides an exception to allow an individual who: (1) has moved to Indiana later than 119 days before the date of the primary election from another state; and (2) is 17 years of age but will be at least 18 years of age on the day of the next general, municipal, or special election; to register to vote and affiliate with a political party later than 119 days before the primary election, and vote at a primary election. Allows a voter to change party affiliation less than 119 days before the primary election and vote in a primary election if the voter has moved to a new election district less than 119 days before the primary election and the voter transfers the voter's registration record. Requires a county voter registration office to automatically affiliate certain voters with a political party and to allow all voters to affiliate or change political party affiliation. Allows a voter to affiliate with a political party when transferring the voter's registration record. Requires a voter who casts a provisional ballot to make an affidavit identifying the voter's political party affiliation.

Blue envelope program. Establishes the blue envelope program for the purpose of enhancing effective communication between law enforcement and drivers with autism spectrum disorder.

Mandatory notification of the presence of firearms. Requires a child care home, if there is a firearm on the premises, to disclose to a custodial parent or guardian certain details about how the firearm is being stored. Provides that the disclosure to a custodial parent or guardian does not prevent an individual from lawfully exercising the individual's right to keep and bear arms.

Inspection of CFOs. Requires the department of environmental management (department) to conduct an onsite inspection of a confined feeding operation (CFO) once within 45 days of an initial approval and once within 90 days of a renewal of an approval to verify compliance with certain requirements. Allows the department to conduct complaint based onsite inspections of a confined feeding operation at the department's discretion without providing notice. Provides that the department may delay an inspection of a CFO if the department determines that the additional time is needed to comply with the biosecurity procedures developed by the department. Provides that additional onsite inspections of a CFO may be conducted if there is a substantial need for the inspection. Provides that an onsite inspection of a CFO must be conducted in compliance with certain rules and procedures. Makes conforming amendments.

School safety commission. Provides for the appointment of a fire chief, or the fire chief's designee, to a county school safety commission.

Medicaid reimbursement for children's hospitals. Extends the expiration date of language specifying Medicaid reimbursement for certain out-of-state children's hospitals from July 1, 2025, to July 1, 2027.

Requirements of short term insurance plans. Requires an insurer that issues a short term insurance plan to cover certain medical services. Prohibits an insurer that issues a short term insurance plan from retroactively cancelling a short term insurance plan except in the case of fraud. Amends current provisions exempting short term insurance plans from accident and sickness insurance policy requirements to provide for a term of not more than 6 months (current law provides for a term of 364 days).

Access to employee restrooms. Provides that if a retail establishment has a restroom facility on its premises for the use of the retail establishment's employees, a customer who suffers from an eligible medical condition must, upon request, be allowed to use the restroom facility during normal business hours if certain conditions are met. Specifies that a customer who uses the retail establishment's employee restroom facility is responsible for leaving the restroom facility in the same condition as when the customer entered the restroom facility. Provides immunity from civil liability for any act or omission in allowing a customer to use an employee restroom facility if all of the specified conditions for use of the facility are met, provided that the act or omission: (1) is not willful or grossly negligent; and (2) occurs in an area of the retail establishment that is not accessible to the public. Imposes a maximum $100 civil penalty on an owner, operator, or employee of a retail establishment for violating these provisions.

Electronic monitoring program immunity. Adds judicial officers to the list of persons immune from civil liability for certain acts or omissions that occur in connection with the statute establishing electronic monitoring standards. (Current law provides that immunity does not apply to gross negligence or willful or wanton misconduct.)

Loans from the common school fund. Extends by three years provisions that apply with regard to an extension of the term of loans or advances from the common school fund for the Gary Community School Corporation, which are set to expire on January 1, 2025. Reinstates the provisions in a new section of the Indiana Code with an extended expiration date of January 1, 2028.
