Chemical castration for certain sex offenders. Allows a court to order that a sex offender, whose victim was under 14 years of age, may only be eligible for parole, probation, or community corrections if the sex offender consents to chemical castration treatment. Makes it a Level 4 felony if a person who consents to chemical castration treatment knowingly or intentionally stops receiving the chemical castration treatment. Requires the department of correction to administer, or contract with a provider to administer, chemical castration treatments.

Natural resource entrance fees. Allows counties to adopt an ordinance to impose a surcharge of not more than $2 in addition to the fees charged by the department of natural resources (department) for entry into state parks and recreation areas. Requires the department to collect the surcharge and to report and pay the surcharge to each county treasurer. Provides that the revenue collected is to be used for purposes related to first responders.

State forest areas restricted from logging. Requires the department of natural resources (department), before January 1, 2026, to designate at least one undivided area comprising at least 10% of each state forest as an old forest area. Provides that, wherever possible, the size of a designated old forest area must be at least 500 acres. Sets forth certain purposes to guide the department in designating the old forest areas. Prohibits the department from conducting or allowing timber management in the old forest areas. Requires the department to produce and keep on file maps and legal descriptions of the designated old forest areas. Provides that the designation of the old forest areas may not affect hunting, fishing, trapping, and other recreational uses of the state forests, the maintenance of access roads in the state forests, or rights of access through the state forests.

Removes the following from the statute prohibiting a physician or other practitioner from knowingly providing gender transition procedures to a minor: (1) Provisions prohibiting a physician or practitioner from aiding or abetting in the provision of gender transition procedures to a minor. (2) An expired provision relating to the continuation of an individual's gender transition hormone therapy until December 31, 2023.

Property tax streamline. Abolishes the offices of county assessor and township assessor, effective July 1, 2025. Transfers the duties of the assessor to the county auditor. Requires the department of local government finance (DLGF) to develop an automated valuation model system (AVM system) to be used by the DLGF to conduct the assessment of all tangible property statewide, except for agricultural land. Requires the DLGF to conduct all assessments for tangible property, excluding agricultural land, using the AVM system beginning with the first assessment date that an AVM system is operational for use, but not later than 2036. Eliminates the payment of property taxes in arrears beginning with the first assessment date for which the AVM system is applied. Requires the DLGF to present a plan of implementation for an AVM system to the interim study committee on fiscal policy before November 1, 2025, and present an update on the AVM system before November 1 in subsequent years until the AVM system is operational for use. Except for agricultural land, provides that tangible property shall not be subject to assessment beginning with assessments in 2026 through the first assessment date for which the AVM system is applied. Freezes the assessed value of all taxable property, except agricultural land, during this time period at the assessed value determined for the property for the 2025 assessment date. Caps the property tax liability for all taxable property for taxes first due and payable in 2027 through the first date that taxes are first due and payable based on assessments under the AVM system to not more than: (1) for taxes first due and payable in 2027, the property tax liability imposed on the taxpayer's property for taxes first due and payable in 2021; and (2) for taxes first due and payable in 2028 and thereafter, the property tax liability for the calendar year not to exceed a 3% increase from the taxpayer's property tax liability from the previous year. Requires the legislative services agency to prepare legislation for introduction in the 2026 regular session of the general assembly to make appropriate required changes in statutes. Makes corresponding changes.

Cybersecurity. Requires political subdivisions, state agencies, school corporations, and state educational institutions (public entities), with the exception of specified categories of hospitals and the Indianapolis department of public utilities (department), to adopt not later than December 31, 2027, a: (1) technology resources policy; and (2) cybersecurity policy; that meet specified requirements. Provides the department is not required to report a cybersecurity incident to the office of technology (office). Requires the office to develop: (1) standards and guidelines regarding cybersecurity for use by political subdivisions and state educational institutions; and (2) a uniform cybersecurity policy for use by state agencies. Requires the office to develop, in collaboration with the department of education: (1) a uniform technology resources policy governing use of technology resources by the employees of school corporations; and (2) a uniform cybersecurity policy for use by school corporations. Requires: (1) a public entity to biennially submit to the office the cybersecurity policy adopted by the public entity; and (2) the office to establish a procedure for collecting and maintaining a record of submitted cybersecurity policies. Requires a public entity that engages a third party to conduct an assessment of the public entity's cybersecurity policy to provide the results of the assessment to the office.

School levy referenda. Provides that: (1) a referendum authorizing a school corporation to impose property taxes to pay debt service on bonds or lease rentals on a lease for a specified controlled project; (2) a school corporation operating referendum tax levy; or (3) a school corporation school safety referendum tax levy; may be placed on the ballot only at a primary election conducted in a general election year or a general election. Provides that a school corporation may not adopt a resolution to place an operating referendum or school safety referendum on the ballot during the second calendar year after the final calendar year in which a previously approved operating referendum levy or school safety referendum levy is imposed. Provides that in a local public question, a school corporation must provide the total amount of property tax revenue expected to be collected each year.

State fiscal and contracting matters. Allows a state agency to use artificial intelligence software to prepare information and projections for the state budget. Requires a state agency to provide a quarterly report to the budget committee that details the requests submitted by the state agency for new federal funds or to participate in a new federal program. Provides that, in addition to the quarterly reports, a state agency may not immediately accept an award of new federal funds in certain circumstances or participate in a new federal program before a report has been reviewed by the budget committee. Specifies the contents of the report that must be submitted for budget committee review. Requires a state agency to provide the state comptroller with a contract for inclusion in the Indiana transparency website not later than 30 days after the contract is fully executed. Requires that permanent full-time positions which have been vacant for 90 days or more be reviewed and either reauthorized or eliminated by the budget director. Requires the budget director to provide a quarterly report to the governor's office regarding those positions that were reauthorized or eliminated by the budget director in the preceding three months. Requires a state agency to provide quarterly reports to the budget committee regarding the state agency's active contracts. Provides for the reversion of funds appropriated to a state agency for expenses related to a contract that are unused after the end of the contract term. Requires the department of administration (department) to develop certain contract language to be included in state contracts of $500,000 or more. Requires a state agency to provide a report to the budget committee concerning amendments to a contract that: (1) increase the maximum contract amount by not less than $500,000; or (2) for a contract with an initial maximum contract amount of not less than $500,000, extend the term of the contract by not less than six months. Prohibits a state agency from entering into a nonpublic contract. Requires all contract opportunities of state agencies to be posted in the form of a request for proposals or a request for quotations on the department's website at least 30 days prior to the contract being awarded. Requires the office of the secretary of family and social services and the office of Medicaid policy and planning to do the following: (1) Review monthly reports on the Medicaid program service utilization to identify trends and risks within the state Medicaid program. (2) Post publicly on the office of the secretary of family and social services's website monthly financial reports or expenditures and revenues for each state Medicaid program and commentary providing context for each monthly financial report. (3) Submit a quarterly report to the budget committee.

Child services. Allows the Indiana board of pharmacy to release confidential information received by the INSPECT program to a supervisor of the department of child services (department) who is engaged in an investigation or adjudication of child abuse or neglect. Amends the definition of "emergency shelter" for purposes of statutes governing residential child care facilities. Provides that an applicant for licensure as a child caring institution or licensure as a group home must obtain a criminal history check of any contractor or individual working in the child caring institution or group home who is likely to have unsupervised contact with children. Amends provisions under which the department may waive the maximum duration for which a child may stay at a shelter care facility to remove a reference to the length of the maximum duration. Amends the educational and experiential qualifications for casework supervisors at child placing agencies. Provides that provisions requiring: (1) a residential child care facility to ensure that a child admitted to the facility has received all immunizations and booster shots required under specified statutes; and (2) a residential child care facility that administers psychotropic medication to obtain periodic written reports from the licensed professional who prescribed the psychotropic medication; do not apply to an emergency shelter.
