Participation in community eligibility provision. Requires the department of education to provide technical assistance to a school corporation that is eligible to participate in and elects to participate in the federal community eligibility provision to provide free school breakfast and lunch to all students.

Judicial salaries fee for eviction actions. Establishes an additional judicial salaries fee of $115 for cases filed for possessory action between a landlord and a tenant, including an emergency possession action.

Administration of sheriff's commissary fund. Requires the state board of accounts to establish annual or biennial training requirements for a sheriff and the sheriff's designee responsible for the oversight or administration of a jail commissary fund (fund). Requires a sheriff to provide a copy of the record of receipts and disbursements for the fund to the county fiscal body on a quarterly basis. (Current law requires the sheriff to provide a copy of the record of receipts and disbursements for the fund to the county fiscal body semiannually.) Provides that the fund may be used to pay for an audit or review of the fund by an independent certified public accountant for years in which the fund is not audited by the state board of accounts or otherwise required to be audited by an independent certified public accountant in a manner approved by the state board of accounts.

Various property matters. Provides that the enforcement authority shall give notice with certain requirements. Provides that after a civil penalty is imposed and a hearing is held, the enforcement authority may impose an additional civil penalty. Provides that if a civil penalty is unpaid for more than 30 days after payment of the civil penalty is due, the civil penalty may be collected in the same manner as unpaid costs for unsafe premises repairs or emergency actions taken. Provides that depositing or causing or allowing the deposit of contaminants or solid waste upon the land is a Class C misdemeanor in certain circumstances. Provides that after May 14, 2025, a unit may not adopt or enforce a utility usage data ordinance. Makes it a Class C misdemeanor for a person to use public property of the state or a political subdivision for purposes of sleeping or camping, subject to certain exceptions and conditions. Requires a law enforcement officer that discovers a violation to first determine if there are reasonable grounds for an emergency detention of the person. Provides that if the law enforcement officer does not proceed with an emergency detention, the law enforcement officer must: (1) give the person a warning to move from the property within a certain period of time; (2) offer to transport the person to certain locations within five miles of where the violation occurs; and (3) call a local crisis intervention team for assistance, if: (A) the unit is served by a local crisis intervention team; and (B) a location that provides certain services does not exist or is not available to receive the person or the person refuses to be transported to the location. Provides that a person charged with a violation may be referred to a problem solving court designated by the prosecuting attorney. Allows application of a Medicaid waiver to provide long term access to home and community based services, including housing related services, under the healthy Indiana plan.

Grants for violence intervention programs. Establishes the community violence intervention fund (fund) to provide grants to nonprofit organizations providing community violence intervention programs. Provides that the criminal justice institute shall enter into an agreement with the Indianapolis Foundation to administer grant applications and award grants. Makes an appropriation.

To convene a Joint Convention of the One Hundred and Twenty-Fourth General Assembly of the State of Indiana to publish the returns of the election for Governor and Lieutenant Governor. Postpartum care for new mothers on Medicaid. Removes the expiration date of: (1) language requiring that a hospital that operates a maternity unit shall ensure a woman who is giving birth in the hospital and is either a Medicaid recipient or eligible for Medicaid has the option of having a long acting reversible subdermal contraceptive implanted after delivery; and (2) the corresponding requirement for reimbursement from the office of the secretary of family and social services to a hospital for certain costs related to providing a long acting reversible subdermal contraceptive to a Medicaid recipient. Requires that certain health care providers and hospitals ensure that a Medicaid recipient who gives birth schedules a follow-up appointment for postpartum care not later than 60 days from the date the woman gives birth.

Department of child services ombudsman. Transfers the office of the department of child services ombudsman from the department of administration to the office of the attorney general.

Mandatory bargaining on school safety matters. Requires a school employer to collectively bargain with the exclusive representative of certificated employees programs and matters related to school safety and associated working conditions. Requires a school employer to discuss certain items with the exclusive representative of certificated employees. Provides that the obligation to discuss does not require either party to enter into a contract, agree to a proposal, or make a concession related to the discussable items. Makes it an unfair practice for a school employer to refuse to discuss the items with an exclusive representative. Removes language that excludes a discussion or meeting to discuss items between a school employer and an exclusive representative from the provision that establishes instances in which executive sessions may be held.

Vehicle joint resolution. This proposed amendment has not been previously agreed to by a general assembly.

Farmland assessment. Amends the six year rolling average calculation and the capitalization rate percentage under the statewide agricultural land base rate determination.

School safety and working conditions discussions. Requires a school employer to discuss certain items with the exclusive representative of certificated employees. Provides that the obligation to discuss does not require either party to enter into a contract, agree to a proposal, or make a concession related to the discussable items. Makes it an unfair practice for a school employer to refuse to discuss the items with an exclusive representative. Removes language that excludes a discussion or meeting to discuss items between a school employer and an exclusive representative from the provision that establishes instances in which executive sessions may be held.

Digital alert pilot program. Establishes the digital alert pilot program administered by the department of homeland security to provide grants to fire service providers for the use of digital alert technology to notify motorists regarding the location of fire apparatuses. Establishes the digital alert pilot program grant fund.

Prohibition of certain abortion funding. Provides that except when the state or a political subdivision is allowed to use funds under its control for the performance of an abortion necessary to preserve the life of a pregnant woman, an Indiana governmental entity is prohibited from doing any of the following: (1) Making a payment from any fund for the performance of or costs associated with procuring an abortion. (2) Allowing the use of funds controlled by a hospital or ambulatory outpatient surgical center affiliated with the Indiana governmental entity for the performance of or costs associated with procuring an abortion. (3) Making a payment or grant from any fund under its control to an organization that performs abortions, makes referrals for individuals to obtain abortions, or uses public funds for the performance of or costs associated with procuring an abortion. Provides that the prohibition does not apply to a private entity's funds controlled by the private entity.
