Bringing alcohol into a restaurant. Allows a restaurant to permit a patron to bring in sealed containers of beer or wine for consumption with a meal, regardless of whether the restaurant has an alcoholic beverage retailer's permit (retailer's permit). Allows the restaurant proprietor to establish policies regarding beer or wine brought into the restaurant. Provides that if the restaurant does not have a retailer's permit, beer or wine must be opened and served by the proprietor or an employee who: (1) is at least 21 years of age; (2) has completed alcohol server training; and (3) verifies that the persons consuming the alcoholic beverages are at least 21 years of age. Provides that a patron may remove only one unsealed bottle of the patron's wine from the restaurant.

Land banks. Allows a county to adopt an ordinance requiring a person who wishes to participate in a tax sale as a bidder to pay a neighborhood investment fee of not more than $150 and specifies the manner in which neighborhood investment fees collected are to be distributed to land banks. Allows a county to adopt an ordinance to impose, in addition to the 5% penalty for delinquent real property taxes, an additional penalty of not more than 3% for a total penalty that may not exceed 8% of the amount of delinquent real property taxes (additional penalty ordinance). Specifies the manner in which the amounts collected attributable to an additional penalty ordinance are to be distributed to land banks. Allows a county to adopt an ordinance imposing a $15 fee for each document recorded on a tract located in the territory of a land bank and specifies the manner in which the fee shall be distributed to land banks. Makes various changes to the statutes governing land banks that concern certain land bank powers, objectives, and duties. Provides that a majority of the directors of a land bank's board must have demonstrated competency in an occupation or discipline that is relevant to the primary purpose of a land bank. Allows a land bank to establish advisory committees composed of specified community members to consult with and advise the land bank on: (1) properties within the territory of the land bank that are imposing the greatest harm on residents and neighborhoods; (2) resident and neighborhood priorities for new uses of land bank properties; and (3) options for potential transferees of land bank properties. Provides, subject to certain limitations, that a land bank may use an interlocal agreement to establish processes to improve the quality of title and marketability of property the land bank owns by extinguishing any liens that exist on the property. Provides that, if a land bank enters into an interlocal agreement, any employees of an eligible unit who may be contracted to provide staffing services to the land bank pursuant to the interlocal agreement retain their status as public employees of the eligible unit. Requires a county executive to provide a land bank in the county with a list of tracts located in the territory of the land bank that: (1) are delinquent on property taxes; and (2) have been offered for public sale at least two times and remain unsold; on an annual basis. Specifies that list must be provided to the land bank within 60 days after the end of the last tax sale for which the tracts went unsold. Allows the county executive to transfer its interest in a tract on the list to a land bank if requested by the land bank not later than 90 days after it receives the list.

Assistance in obtaining veteran benefits. Provides veteran empowerment protections. Provides that a person may not represent a veteran regarding a veterans' benefits matter unless the person meets certain requirements. Provides that a person that advises, assists, or consults with an individual regarding veterans' benefits matters for a fee: (1) may not use international call centers or data centers for processing veterans' personal information; (2) may not use a veteran's personal log-in, username, or password information to access the veteran's medical, financial, or government benefits information; (3) must ensure that before any individual may have access to veterans' medical or financial information the individual must undergo a national criminal history background check; and (4) shall comply with certain federal regulations. Provides that a violation of the act constitutes a prohibited consumer sale.

Consumer genetic testing providers. Provides that a person may not discriminate against an individual on the basis of the individual's solicitation and use of consumer genetic testing services or on the basis of the results of genetic testing performed by a provider of consumer genetic testing services (provider). Requires a provider to disclose specified information to an individual who submits biological material to the provider for genetic testing. Prohibits a provider that performs, or causes to be performed, genetic testing on an individual's biological material from: (1) taking specified actions with regard to: (A) the biological material; or (B) data resulting from genetic testing performed on the biological material; unless the provider has solicited and received the individual's consent to the action; or (2) providing data, other than deidentified data, resulting from genetic testing performed on the individual's biological material to: (A) an insurer; (B) a business that provides information or data to insurers for the purposes of underwriting or rating of risks; or (C) the individual's employer. Imposes requirements on a provider with respect to: (1) controlling access to an individual's biological material and data; (2) complying with the individual's revocation of consent with regard to the individual's biological material and data; and (3) marketing or advertising sent to the individual as a result of the individual's solicitation and use of the provider's genetic testing services or use of a website or other remote or virtual service associated with the provider's genetic testing services. Provides that a provider may not charge a fee for the provision of biological material or data resulting from genetic testing performed on biological material: (1) to a law enforcement agency on the basis of a search warrant; or (2) as required by a court order; that is more than the provider's actual cost of providing the material or data. Provides for enforcement of the bill's provisions by the attorney general.

Parkinson's disease registry. Requires the Indiana University School of Medicine to collect data on the incidence of Parkinson's disease and establish a Parkinson's disease registry. Requires health care providers to report a diagnosis of Parkinson's disease and a related condition to the registry, and, if a patient agrees to the reporting, additional information concerning the medical treatment. Requires the health care provider to provide certain information to a patient diagnosed with Parkinson's disease or a related condition and to receive either permission or a denial to provide other information concerning the diagnosis and treatment. Requires that the information be confidential. Provides immunity to a person that provides information for the registry. Specifies persons that can obtain information from the registry.

Emergency medical services. Specifies that county local income taxes for emergency medical services may be used to pay costs incurred for the provision of emergency medical services by an emergency medical services provider organization (EMSPO). Provides that an employee of an EMSPO who is engaged in emergency medical services is eligible to participate in training funded by the regional public safety training fund. Specifies that an EMSPO may collaborate in the dissemination of information concerning public and private grant opportunities related to improving outcomes for stroke patients. Requires the Indiana emergency medical services commission (commission) to include EMSPOs when seeking funding opportunities for the support of emergency medical services. Authorizes the commission to award mobile integration health care grants to EMSPOs.
