Right of lobbyist to carry handgun in capitol. Provides that a lobbyist who meets certain training, licensing, and eligibility requirements has the right to carry a handgun within the state capitol building and on the property of the state capitol complex. Makes a technical correction.

Hyperbaric oxygen treatment program. Requires the Indiana department of veterans' affairs to establish and administer a hyperbaric oxygen treatment program (program) to make grants to certain providers to provide diagnostic testing and hyperbaric oxygen treatment to qualified service members. Establishes program requirements. Requires the Indiana department of health to: (1) issue a request for proposals to offer treatment under the program; and (2) adopt rules to implement these provisions, including rules concerning program eligibility, treatment plan requirements, criteria for approving payments for treatment, and confidentiality. Provides that funding for the program is paid from the military family relief fund. Makes conforming amendments related to the sunset of the hyperbaric oxygen treatment pilot program.

Behavior analysis. Reenacts, and extends the expiration date of, the term "practitioner". Establishes a temporary license for behavior analysts and assistant behavior analysts. Establishes a temporary certification for behavior technicians. Makes conforming changes.

Urging the Indiana Department of Transportation to rename that portion of State Road 75 between CR 700 S and CR 800 S in Carroll County the "Deputy Sheriff Noah C. Rainey Memorial Road". Prohibition on lien for medical debt. Provides that: (1) any amount of health care debt owed or alleged to be owed by a consumer; or (2) in an action against a consumer in which a judgment has been entered, any amount of the judgment that represents health care debt determined to be owed by the consumer; does not constitute a lien against the consumer's principal residence. Provides that in any action filed, in a court of competent jurisdiction in Indiana, for the recovery of health care debt owed or alleged to be owed by a consumer, the principal residence of the consumer is not liable to judgment or attachment or to be sold on execution against the consumer.

Student behavior. Establishes the behavioral health fund (fund) for the purpose of improving funding for individualized education programs that have a behavioral intervention plan component for certain schools. Provides that the department of education, in coordination with the behavioral health commission, shall administer the fund. Creates an application and review process for the disbursement of a grant from the fund. Defines certain terms. Provides a procedure for a principal to place an aggressive student, who has been removed from a class, into the aggressive student's original class, another appropriate class or placement, or in-school suspension.

School board elections. Requires a petition of nomination for a school board office to state one of the following: (1) The candidate's political party affiliation. (2) If the candidate does not identify with a political party, that the candidate is an independent candidate. (3) That the candidate elects to be listed on the ballot as nonpartisan. Specifies that unless a candidate that states a political party affiliation is challenged, the candidate's statement must be indicated on the ballot.

IDACS. Clarifies that certain information shall be entered into the Indiana data and communication system (IDACS) within 24 hours of the information's receipt unless otherwise provided by law. Provides that the state police department, in consultation with the criminal justice institute, may take certain actions for noncompliance. Makes conforming amendments.

State mammal. Designates the Indiana bat as the official state mammal of Indiana.

College savings tax credit. Beginning in taxable year 2026, increases the credit provided for a contribution to a college choice 529 education savings plan against a taxpayer's adjusted gross income from $1,500 to $2,500 (and from $750 to $1,250 in the case of a married individual filing a separate return), subject to other requirements.

Assessment of prime farmland. Provides a reduced property tax assessment classification for prime farmland.

Prohibited food ingredients. Prohibits the use of various food additives in Indiana.

Fertility insurance coverage. Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage for fertility preservation services. Requires a state employee health plan, a policy of accident and sickness insurance, and a health maintenance organization contract to provide coverage for fertility treatment if certain conditions are satisfied.

Residential landlord-tenant matters. Provides that the court may appoint a receiver upon request by a county, city, or town when the property owner of a multifamily residential property with more than four dwelling units has failed to pay damages, costs, or attorney's fees that have been incurred by the multifamily residential property in a nuisance action brought by the county, city, or town. Allows a city, county, or town to bring a nuisance action against a tenant or other person responsible for a nuisance. Defines "essential services" as certain services needed for the safe and habitable occupation by a tenant of the tenant's rental unit. Defines "essential systems" as certain systems used to deliver essential services to a rental unit. Requires a landlord to provide and maintain a rental premises that is free from the following: (1) Pests, including rodents and invasive insects. (2) Mold. (3) Rot. Sets forth a procedure for a tenant to use to initiate a request for repairs. Requires a landlord to repair or replace an essential system not later than 72 hours after being notified by a tenant that the tenant's rental unit is without essential services under certain circumstances. Provides, for purposes of the statutes regarding the rights of tenants who are victims of certain crimes, that evidence showing a tenant engaged in a protected activity not more than six months before the landlord's alleged retaliatory conduct creates a rebuttable presumption that the purpose of the landlord's conduct was retaliation. Specifies the evidence a landlord may show to rebut the presumption.

State employee health plan coverage of Alzheimer's. Requires a state employee health plan to provide coverage for dementia treatments or medications that are determined to be medically necessary by the physician treating the covered individual.
