Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Chronic absenteeism. Requires the department of education (department) to: (1) study and make recommendations concerning the categorization of student absences; (2) create a list of best practices to reduce student discipline related to student absenteeism and the number of chronically absent students; (3) develop guidelines and requirements for certain intervention strategies and school attendance improvement plans; (4) submit a report concerning attendance to the legislative council; and (5) develop attendance improvement targets for certain schools. Requires a school to implement an early warning system and assemble a school based team to monitor the system. Provides the duties and obligations of a school attendance coordinator and a child study team. Requires the governing authority of a school to adopt an attendance policy and develop an attendance improvement plan aligned with department guidelines and requirements. Requires a school to collect and document certain information concerning absences.

Sale of tobacco products. Prohibits a person from selling tobacco, an e-liquid, or an electronic cigarette to an individual born after June 30, 2004.

Economic revitalization area designations. Adds conditions related to soil productivity and use of land for an agricultural purpose that must be found by a designating body before land classified as agricultural land for property tax purposes may be included within an area sought to be designated as an economic revitalization area.

Enforcement of restrictions on abortion. Provides the attorney general concurrent jurisdiction with the prosecuting attorney in the prosecution of certain offenses concerning abortion. Allows the attorney general to issue an investigative demand if the attorney general has reasonable cause to believe that the person has engaged in certain violations concerning abortion. Allows for the seizure of certain vehicles, real property, currency, weapons, and other items that are used in connection with: (1) trafficking an abortion inducing drug; or (2) performing an unlawful abortion. Makes trafficking an abortion inducing drug a Level 6 felony and enhances the penalty for a prior conviction. Provides that a racketeering activity includes a violation of: (1) trafficking an abortion inducing drug; or (2) performing an unlawful abortion.

Medical education on abortion laws. Requires the Indiana department of health (state department) to: (1) create a video for practitioners concerning the state's abortion laws and the standard of care for treating pregnant women with life threatening conditions; and (2) publish the video on its website. Specifies the information to be included in the video. Requires a hospital and ambulatory outpatient surgical center to: (1) review its protocol for abortion; (2) require certain practitioners to watch the video; and (3) certify to the state department compliance with these provisions.

Vehicle Bill. None

Educator training and licensure. Establishes the paraprofessional to teacher licensure pipeline program (program) to provide grants to eligible schools for allowable expenses and to support teacher candidates interested in obtaining an initial practitioners license. Establishes the paraprofessional to teacher licensure pipeline fund (fund). Provides that the department of education (department) shall develop criteria to award grants to eligible schools. Requires the department to assist schools in obtaining additional state, federal, or private funding.

Local regulation of blasting. Allows the legislative body of a consolidated city to adopt an ordinance to regulate blasting operations to mitigate the impact on the health and safety of residential neighborhoods within a one mile radius of blasting operations in the consolidated city.

Waiving requirements for accredited schools. Requires (instead of allows) the state board of education (state board) to approve an application to waive compliance with certain provisions requested by a school or group of schools under the performance based accreditation law. Requires the state board to do the following: (1) Review each compliance waiver request at least once every three years (instead of periodically). (2) Suspend or revoke a compliance waiver if the state board determines that the school or group of schools has not demonstrated an improvement in student academic performance.

Indiana economic development corporation. Provides that the governor may convene meetings with individuals from certain state agencies to work toward communicating a single, strategic economic development plan for the state. Provides that the state board of accounts shall act as the economic development ombudsman (ombudsman) for the Indiana economic development corporation (IEDC) and a nonprofit subsidiary of the IEDC (nonprofit subsidiary). Requires the state board of accounts to designate an individual to serve as the ombudsman. Sets forth the ombudsman's duties, including the recommendation of policies to the general assembly concerning economic development and transparency matters. Provides that the ombudsman (subject to the state examiner's approval) may employ or contract with assistants necessary to assist the ombudsman in carrying out the ombudsman's duties. Establishes circumstances under which the ombudsman is required to adopt a budget before the ombudsman's costs, including the costs of any assistants, in carrying out the ombudsman's duties are paid from appropriations made to the IEDC and when the ombudsman may bill the IEDC for those costs without using the budget procedure added by the bill. Provides for appointment to the board of the IEDC of two nonvoting, advisory members who are members of the general assembly. Requires the IEDC, before purchasing land that exceeds 100 acres in a county, to first give notice to the county or municipality, or both, in which the land is located not later than 30 days before the closing date for the purchase. Requires the IEDC to establish a dashboard that includes longitudinal representations of certain economic development data derived from elements required to be included in the economic incentives and compliance report. Requires the IEDC to analyze the potential impact of a proposed economic development investment on the costs to provide the following utility services to ratepayers: (1) Water. (2) Wastewater. (3) Electricity. (4) Natural gas. Specifies that in performing the analysis, the IEDC must consider each of the following: (1) The existing utility infrastructure available to serve the project. (2) Any new utility infrastructure needed to serve the project. (3) Water resource availability for the project. Provides that if a proposed economic development investment is projected to negatively impact ratepayers, the IEDC is required to develop and implement a mitigation plan. Allows the IEDC to consult with certain state agencies, utilities providing utility services to the project area, local units of government, and consumer and ratepayer advocates in performing the analysis and mitigation requirements added by the bill.

Local regulation. Prohibits, subject to specified exceptions, a county, municipality, township, or neighborhood or homeowners association from adopting or enforcing an ordinance, order, regulation, resolution, policy, or similar measure that: (1) prohibits or restricts the use, sale, or lease of a motor vehicle or outdoor equipment; (2) distinguishes between motor vehicles or outdoor equipment; or (3) results in differing regulatory standards for motor vehicles or outdoor equipment; based on the fuel source that powers the motor vehicle or outdoor equipment. Requires political subdivisions located within five miles of the end of a runway of a publicly owned, public use airport to adopt an airspace overlay zoning ordinance.

False reporting. Specifies that a law enforcement officer who, knowing that information is false or misleading, includes the false or misleading information in a police report commits false informing, a Class A misdemeanor.
