Vehicle Bill. None

Rural business growth. Establishes a state tax credit (credit) for certain capital investments made in rural funds. Establishes procedures for a rural fund to apply to the Indiana economic development corporation (IEDC) for certification of a capital investment as eligible for a credit provided by the bill. Requires a rural fund to pay a nonrefundable application fee of $5,000 to the IEDC. Provides that the credit is an amount equal to: (1) the applicable percentage for the credit allowance date; multiplied by (2) the purchase price paid to the rural fund for the capital investment. Sets forth the maximum annual amount of credits that may be certified. Provides that the credit is subject to recapture. Requires a rural fund that has received a credit to submit reports on an annual basis to the IEDC over the credit allowance period.

Ballot access for major and minor parties. Provides, for purposes of certain laws, that the term "major political party" refers to: (1) with respect to the state, any of the parties whose nominees received more than 2,500 votes statewide for secretary of state in the last election; or (2) with respect to a political subdivision, any of the parties whose nominees received more than 250 votes in that political subdivision for secretary of state in the last election. Provides that a political party whose nominee received at least 2,500 votes but less than 25% of the votes cast for secretary of state at the last election shall nominate the party's candidates at a state convention and for certain local offices at a county convention. Permits a petition of nomination for an independent or minor political party to be signed by 250 registered voters in the election district that the candidate seeks to represent.

Solar energy system tax credit. Establishes a solar energy system tax credit. Provides that a taxpayer is entitled to a credit against the taxpayer's state tax liability for a taxable year in which the taxpayer makes a qualified investment in a solar energy system equal to the lesser of: (1) 25% of the qualified expenditures made during the taxable year; or (2) $50,000. Requires the Indiana utility regulatory commission to adopt rules governing community solar facilities not later than July 1, 2026. Provides that, not later than 180 days after adoption of the rules, an electricity supplier shall begin: (1) allowing interconnection of the electricity supplier's facilities with community solar facilities in which three or more of the electricity supplier's customers have entered into a community solar subscription; and (2) crediting the electricity supplier's subscribing customers for the amount of electricity from the community solar facility for which the customer subscribes.

Financial responsibility. Requires an insurance carrier to notify the bureau of motor vehicles (bureau) when a motor vehicle liability insurance policy issued by the insurance carrier becomes inactive. Requires an insurance carrier to notify the bureau when a motor vehicle liability insurance policy issued by the insurance carrier is reinstated after becoming inactive. Provides that if an individual switches insurance carriers, the insurance carrier that issues the new motor vehicle liability insurance policy must notify the bureau of the change in motor vehicle liability insurance policies. Requires the bureau to report certain information to the Indiana data and communication system.

Prohibited discriminatory practices. Prohibits discrimination based upon an individual's status as an active member of the armed forces, gender identity, or sexual orientation. Expands nondiscriminatory public policies of the state to include sex, gender identity, sexual orientation, and national origin as protected classes.

Minimum wage. Provides that, for any work week beginning on or after July 1, 2025, the minimum wage paid to certain employees is 0.008% of the governor's annual salary. (Under current law, the minimum wage is $7.25 per hour.)

Medicaid coverage for health related social needs. Requires the office of the secretary of family and social services to apply, not later than October 1, 2025, for approval of a Section 1115 Medicaid demonstration waiver to provide coverage for health related social needs.

Emergency medication. Amends the definition of "emergency medication".

Elkhart County courts. Allows the judges of the Elkhart circuit and superior courts to appoint five full-time magistrates. (Current law allows for the appointment of two magistrates.)

School levy referenda. Provides that: (1) a referendum authorizing a school corporation to impose property taxes to pay debt service on bonds or lease rentals on a lease for a specified controlled project; (2) a school corporation operating referendum tax levy; or (3) a school corporation school safety referendum tax levy; may be placed on the ballot only at a general election.

Rent escrow. Establishes a procedure permitting a tenant to withhold rent from a landlord and deposit it with a court if the landlord does not fulfill the landlord's obligations or fails to remedy a violation of an ordinance, rule, code, or other law, and the violation may materially affect the health or safety of the tenant.

Consent for pelvic, prostate, and rectal exams. Prohibits health practitioners and other specified individuals from performing pelvic, prostate, or rectal examinations on an anesthetized or unconscious patient except in specified circumstances.

Drug testing requirement for TANF eligibility. Provides that as a condition of receiving temporary assistance for needy families (TANF), an individual who is at least 18 years of age must submit to and pass: (1) a drug test at the time the individual applies to receive TANF; and (2) routine, randomly scheduled drug tests while the individual is receiving TANF (required drug tests). Provides that the testing requirement does not apply to an individual who receives TANF benefits on behalf of a child and does not receive TANF benefits on the individual's own behalf. Requires county offices of the office of the secretary of family and social services (FSSA) to inform TANF applicants of the drug testing requirement. Provides that an individual who fails a required drug test is ineligible to receive TANF benefits until the individual: (1) provides to FSSA evidence that the individual is participating in, or on a waiting list to participate in, a drug abuse treatment program; and (2) passes two consecutive drug tests. Provides for appointment of a representative payee to receive TANF on behalf of a child if the individual who would otherwise receive TANF on behalf of the child is ineligible for TANF as a result of failing a required drug test. Provides that if an individual fails a required drug test, FSSA shall withhold the amount of the cost of: (1) the drug test; and (2) any subsequent required drug test; from future TANF benefits the individual receives. Requires a county office of FSSA to provide a list of drug abuse treatment programs to an individual who fails a required drug test. Specifies requirements for a facility that administers a required drug test. Requires FSSA to provide to: (1) the Indiana housing and community development authority; and (2) any division of FSSA that implements the Supplemental Nutrition Assistance Program; the name of an individual who fails a required drug test. Provides that FSSA's records concerning the results of an individual's required drug test may not be admitted against the individual in a criminal proceeding. Provides for administrative remedies and an appeals process with regard to the drug testing requirement. Requires FSSA to collect data to assess and prevent discrimination based on race, ethnicity, or sex with regard to the administration of the drug testing requirement. Consolidates overlapping definitions of "TANF" and "TANF program".

Amended registration. Provides that if a person changes the exterior color or appearance of their passenger vehicle from the color listed in the vehicle's registration through certain methods, the person must apply to amend their vehicle registration, and that a law enforcement officer shall issue a warning to a person who does not update the person's registration to reflect the color changes. Provides that a person commits a Class C misdemeanor if the person changes the color of a passenger vehicle after it was used in the commission of a crime and fails to amend the vehicle registration. Requires the BMV to require a person renewing a registration to indicate if the vehicle's color has changed.
