Labor organization membership. Provides that if a governmental entity contracts with a private entity to manage or lease an asset owned by the governmental entity, the governmental entity may not require or consider, as a provision of the contract or as a condition of entering into the contract, that the employees of the private entity are members or nonmembers of a labor organization.

Feasibility study of energy audit of state government campus. Allows the Indiana department of administration to award a contract not later than December 31, 2025 for a feasibility study concerning conducting an energy audit on the: (1) Indiana state capitol building; and (2) Indiana government center north and south buildings. Provides that the study's cost must be less than $100,000.

Funding for regional economic development. Provides certain planning and review requirements that must occur before funding may be allotted and disbursed to a state agency for purposes of regional development. Specifies priorities for regional development funding commitments. Repeals the statute that expires the central Indiana regional development authority.

Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.

Caregiver tax credit. Provides that a qualified taxpayer is entitled to a credit against the qualified taxpayer's state income tax liability in a taxable year equal to the lesser of: (1) the value of qualified services that the qualified taxpayer performed in the immediately preceding taxable year; or (2) $10,000 (or $5,000 in the case of a married individual filing a separate return). Provides that "qualified services" means services, as determined by the office of the secretary of family and social services (FSSA), that a qualified taxpayer performs in caring for an ill or aging qualified family member that the qualified taxpayer otherwise would have compensated a third-party caregiver to perform. Provides that the term does not include services that would otherwise be required to be performed by a licensed physician, a licensed nurse, or other medical professional. Requires the FSSA to: (1) develop criteria that a service must satisfy to be considered a qualified service; (2) derive a formula, using published industry data and standards, to determine the value of the qualified services performed by a qualified taxpayer during a taxable year; and (3) adopt any other guidelines necessary to allow or disallow a credit. Requires a qualified taxpayer to submit to the FSSA all relevant information regarding the performance of qualified services necessary for the FSSA to determine the value of the qualified services. Requires the FSSA to notify a qualified taxpayer in writing the value of the services that the qualified taxpayer performed for purposes of claiming the credit.

Search and seizure. Prohibits a governmental agent from entering real property that is owned or occupied by a landowner without a warrant. Provides certain exceptions. Requires a governmental agent, upon entering real property, to: (1) take reasonable action to notify the landowner that the governmental agent has entered; (2) show the landowner a copy of the warrant, if applicable; and (3) activate any law enforcement recording device that is issued to the governmental agent. Provides that evidence obtained by entry on real property without a warrant or without a valid exception is inadmissible. Provides that a person may not be arrested if the probable cause for the arrest results solely from entry on real property without a warrant or valid exception. Establishes a civil cause of action if a governmental agent enters real property without a warrant or valid exception.

1977 pension and disability fund. Increases the basic monthly pension benefit payable to a member of the 1977 police officers' and firefighters' pension and disability fund who retires after June 30, 2025, with 20 years of service. Increases the contribution rate of fund members. Provides that a municipality, a unit, an airport authority, a school corporation, or a charter school may require certain members of the public employees retirement fund to continue as members of that fund instead of the 1977 police officers' and firefighters' pension and disability fund.

Abortion. Reestablishes the licensure of abortion clinics. Changes statutes concerning when an abortion may be performed. Removes the eight week limitation on the use of an abortion inducing drug. Allows, rather than requires, the revocation of a physician's license for the performance of an abortion in violation of the law.
