Alternate diplomas. Removes a provision that provides that not more than 1% of students of a cohort may receive the alternate diploma.

Medicare product solicitations. Provides that a Medicare product solicitation may not be made by means of a telephone call to an individual whose principal residence is in Indiana, regardless of where the telephone call originates. Provides an exemption from this prohibition if the solicitor has an existing business relationship with the individual to whom the communication is made. Provides that a violation of this prohibition constitutes an unfair and deceptive act or practice in the business of insurance.

Surrender of firearms for domestic violence crimes. Provides that a person who: (1) has been convicted of a crime of domestic violence; and (2) knowingly or intentionally possesses a firearm; commits a Class A misdemeanor. Specifies certain defenses. Requires a court to issue an order, upon entry of a judgment of conviction for domestic battery or a crime of domestic violence, that: (1) prohibits ownership or possession of a firearm; (2) requires the defendant to surrender: (A) any firearm owned or possessed by the defendant; and (B) any license or permit to carry a handgun (license); and (3) requires confiscation, within 72 hours, of any firearm or license owned or possessed by the defendant. Provides that a domestic batterer who knowingly or intentionally fails to surrender a certain firearm or license commits a Class A misdemeanor, enhanced to a Level 6 felony in specific instances. Provides certain defenses. Specifies how a confiscated firearm or license shall be returned or disposed of if a defendant's right to possess a firearm is restored. Defines certain terms. Makes conforming amendments.

Lawfully residing immigrants and eligibility. Provides Medicaid eligibility for certain individuals who have immigrated and are lawfully residing in the United States and meet other Medicaid eligibility requirements. Specifies eligibility for the children's health insurance program (CHIP) for lawfully residing individuals who are less than 19 years of age. Provides that an agency or political subdivision is not required to verify citizenship or immigration status of an individual for purposes of the individual's eligibility for benefits under the Richard B. Russell National School Lunch Act or the Child Nutrition Act of 1966, including the special supplemental food program for women, infants, and children.

Property tax assessments. Repeals the provision that requires the county surveyor to make a survey of certain land, if an assessor and a landowner fail to agree on the amount of land included in assessments involving rights-of-way, levees, and public drainage ditches. Provides that a survey must be done if an assessor and a landowner fail to agree on the amount of land in those circumstances, and: (1) requires the landowner to provide written notice of the disagreement to the assessor; (2) requires the survey to be completed within six months from the date of the landowner's notice; (3) allows the landowner to elect to choose the surveyor to conduct the survey (if the landowner does not choose a surveyor, the county surveyor is required to conduct the survey); and (4) specifies the party who is required to pay for the survey. Provides that the attorney general, upon written request of a county assessor, may authorize the chief administrative officer of the office of judicial administration to hire private counsel to represent the county assessor: (1) in a judicial review initiated by the county assessor for review of a final determination of the Indiana board of tax review regarding the assessment or exemption of tangible property; and (2) in a judicial review seeking relief from the tax court to establish that the Indiana board of tax review rendered a decision that was: (A) an abuse of discretion; (B) arbitrary and capricious; (C) contrary to substantial or reliable evidence; or (D) contrary to law (the office of the attorney general may not represent the assessor in these actions under current law).

Protection of intellectual freedom. Prohibits a state educational institution (institution) from taking certain actions against applicants, students, and faculty members of the institution for: (1) pledging allegiance to or making a statement of personal support for or in opposition to any political ideology or movement; or (2) expressing a pledge or statement that describes a commitment to a particular political ideology or movement. Requires an institution to post on the institution's website: (1) all materials used for training provided to students, faculty, or any other employee of the institution on any matter concerning; and (2) all of the institution's policies and guidance on; nondiscrimination, diversity, equity, inclusion, race, ethnicity, sex, or bias. Provides a civil action for a violation of an individual's rights under these provisions. Provides that the attorney general may bring an action to enjoin an institution from violating certain provisions.

Professional and occupational licensing. Allows a board that regulates a health care provider or a regulated professional under IC 25 to use electronic means of communication to conduct meetings if certain requirements are met. Allows the Indiana department of health (state department) to collect certain information from individuals who provide home health services, are a qualified medication aide, or are a certified nurse aide. Adds the board of physical therapy and the state department's consumer services and health care regulation commission for purposes of workforce renewal information and an annual report. Establishes time periods for the professional licensing agency (PLA) to post meeting agendas and meeting minutes on the applicable board's website. Requires the PLA to post certain information concerning board vacancies and application forms. Requires the PLA to send notification to an applicant of incomplete items in an application. Requires that new and renewed licenses with the PLA be submitted electronically, unless a paper application is requested. Requires the PLA to post on its website information about the number of licenses issued and wait times for the licenses. Requires the governor to fill a vacancy on certain occupational boards within 90 days. Allows the PLA to make an appointment to the board if the governor does not make the appointment. Allows the board to issue a temporary permit for a registered nurse applicant and a licensed practical nurse applicant.

Exclusion of discharged student loans as income. Provides that the Indiana adjusted gross income add back of forgiven federal student loan debt that is excluded under the Internal Revenue Code applies only to the 2021 taxable year and does not apply to federal student loan debt forgiven in subsequent taxable years.

Meat expansion and development program. Establishes the meat processing investment grant program fund to provide grants to eligible applicants. Provides that the fund is administered by the Indiana state department of agriculture. Makes an appropriation.

Citizen review board. Requires: (1) counties; and (2) municipalities that have police departments; to establish a citizen review board not later than December 31, 2023, to review complaints filed by citizens having personal knowledge of alleged misconduct by a police officer.

Property tax assessment appeals. Provides that if a taxpayer presents an appraisal to the county property tax assessment board of appeals (county board) that is prepared by a certified appraiser in compliance with the Uniform Standards of Professional Appraisal Practice, the appraisal is presumed to be correct. Provides that if the county board disagrees with the taxpayer's appraisal, the county board may seek review of the appraisal by a third party independent certified appraiser. Provides that if the county board's appraisal differs from the taxpayer's appraisal, the assessor shall assign an assessed value for the year or years at issue at an amount between the county board's appraisal and the taxpayer's appraisal. Provides that after the assignment of value, the parties shall retain their rights to appeal the assessment or assessments to the Indiana board of tax review.

PFAS-free firefighter gear. Provides that, after June 30, 2024, an Indiana fire department may not purchase firefighting gear unless it contains a permanently affixed label indicating whether or not the firefighting gear contains PFAS.

Indiana state police pension. Establishes the state police 2023 retirement benefit system. Provides for a pension benefit based on the salary of a trooper with 25 years of service. Automatically adjusts the pension benefit each time the maximum salary for a trooper with 25 years of service is increased. Specifies that the new system applies to current and retired officers who were employed before July 1, 2023, and elect to participate in the 2023 retirement benefit plan and to officers employed for the first time after June 30, 2023.

Regional water, sewage, or solid waste districts. Increases the maximum amount that may be paid to a member of the board of trustees of a regional water, sewage, or solid waste district from $50 to $150 per day. Removes a provision that allows for the payment of not more than $125 per day to members of the board of trustees of a regional water and sewage district that meets certain requirements.

Gaming revenue distribution. Establishes the gaming revenue fund (fund). Provides that tax revenue collected after June 30, 2023, from the imposition of the wagering tax, the supplemental wagering tax, the graduated slot machine wagering tax, the county gambling game wagering fee, the sports wagering tax, and taxes and fees imposed on pari-mutuel wagering, except for tax revenue collected from an operating agent, are deposited in the fund. Provides that the auditor of state administers the fund. Provides for distribution of the money in the fund. Provides that if the Indiana gaming commission (gaming commission) imposes civil penalties in an amount that exceeds 120% of the average amount of penalties or fines imposed for violations of gaming requirements by state gaming oversight regulating bodies nationwide, the amount that exceeds 120% is deposited in the state general fund. Makes corresponding changes. Makes an appropriation. Reconciles conflicting statutes.
