Professional licensing. Provides that a unit may not regulate behavioral health and human services that are: (1) licensed or certified; or (2) exempted from licensure or certification; by the behavioral health and human services licensing board.

Mental health care. Provides, for purposes of provisions of law under which a mentally ill individual may be committed if the individual is dangerous, that an individual may be "dangerous" even though the individual is not inclined toward violent behavior. Amends the provision of law under which an Indiana resident who has a mental illness may be voluntarily admitted to a facility to provide that, for purposes of that provision, "mental illness" includes psychiatric and neurobiological brain disorders, including bipolar disorder and major depressive disorder, that sometimes make an individual's performance of the normal activities of everyday life very difficult or impossible. Provides that the voluntary admission of an Indiana resident to a facility by the facility's superintendent may not be limited to Indiana residents who are referred to the facility by a court, the department of child services, a law enforcement agency, or any other officer or entity of state or local government. Provides that whether an individual has insurance coverage and whether the cost of the individual's care may be paid by or on behalf of the individual with private funds may not be considered in determining whether the individual: (1) is admitted to or allowed to continue receiving care in a state institution; or (2) is allowed to receive or continue receiving care from a community mental health center.

Tax exempt property. Provides that a building is exempt from property taxation if it is owned by a nonprofit entity and is: (1) registered as a continuing care retirement community; or (2) licensed as a health care facility. Makes various changes to a provision granting a property tax exemption to cemetery owners.

Workforce development grants. Establishes the workforce development board grant program and the workforce development board grant program fund. Requires the department of workforce development to annually award grants to each of the 12 workforce development boards in Indiana. Specifies that grants must be used to: (1) serve individuals that are not eligible for services; and (2) leverage existing funding; under the federal Workforce Innovation and Opportunity Act of 2014. Makes an appropriation.

Cooperative agreements of home health agencies. Adds language concerning statements and findings of the general assembly concerning home health agency cooperative agreements. Specifies that a home health agency may contract directly or indirectly through a network of home health agencies. Removes the expiration of the home health agency cooperative agreement statute.

Electronic voting systems. Provides that after June 30, 2023, a county may not purchase new electronic voting systems, except for certain purposes. Provides that after December 31, 2027, an electronic voting system may not be used in Indiana, except for the purpose of enabling voters with disabilities to vote. Provides for the January 1, 2028, expiration of certain statutes relating to electronic voting systems. Directs the interim study committee on elections to prepare legislation to make any amendments to the Indiana Code the committee considers necessary to assist in the implementation of the phase out of electronic voting systems.

Beer in food production. Provides that certain brewers may sell or transfer beer to certain food manufacturers for the purpose of adding or integrating the beer into a product or recipe. Provides that a product that contains the transferred beer may not contain more than 0.5% of alcohol by volume when the product leaves the food manufacturer's facility. Requires the brewer to destroy a finished product that contains more alcohol by volume than is permitted.

Elements of rape. Provides that a person commits rape, a Level 3 felony, if the other person submits to the sexual intercourse or other sexual conduct under the belief that the person committing the act is someone the victim knows, other than the person committing the act, and such belief is intentionally induced by any artifice, pretense, or concealment practiced by the person.

Deferred retirement option plan. Allows a member of the 1925 police pension fund, 1937 firefighters' pension fund, 1953 police pension fund (Indianapolis), or 1977 police officers' and firefighters' pension and disability fund to withdraw from the deferred retirement option plan (DROP) and make an election to enter the DROP for a second time not earlier than three years after the date the member withdraws from the DROP. Provides that a member may make an election to enter the DROP only twice in the member's lifetime.

Prosecuting attorney commission. Establishes the Indiana prosecuting attorney commission as a division of IPAC to: (1) make recommendations to the general assembly concerning staffing for prosecuting services; (2) adopt guidelines and standards for attorney services; and (3) provide reimbursement to counties for expenses incurred in connection with attorney services.

Graduation rate calculation. Provides that at-risk students who are receiving certain educational services are not counted against a school's four year graduation rate.

Early childhood care and education pilot program. Establishes the early childhood care and education pilot program to provide a cost sharing approach to fund quality early childhood care and education. Establishes the early childhood care and education fund, which is nonreverting. Requires community foundations to report to the general assembly by September 15, 2026. Provides that the pilot program expires June 30, 2027. Makes an appropriation.

Property tax matters. Repeals the property tax deduction for a surviving spouse of a WWI veteran. Makes certain changes to the qualification requirements and amounts for the deduction for individuals who are at least 65 years of age and the additional credit for certain homesteads. Requires the true tax value of a privately owned wastewater facility to be determined by applying the income capitalization approach. Provides that, if the application of the income capitalization method for an assessment year results in a zero or negative assessment, the privately owned wastewater facility is exempt from property taxation for that assessment year. Makes corresponding changes.

Medicare supplement insurance. Provides that an issuer of Medicare supplement policies or certificates (issuer) is prohibited from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of applicants who meet certain conditions. Prohibits an issuer from charging a non-age eligible individual more for a Medicare supplement policy or certificate than the issuer's weighted average premium rate. Requires an issuer to make a Medicare supplement policy or certificate available to any applicant who, without regard to age, is eligible for benefits under Medicare Part B. Prohibits an issuer from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of an individual who changes coverage from a Medicare supplement policy or certificate issued by an issuer to a Medicare supplement policy or certificate issued by another issuer if the former Medicare supplement policy or certificate and the latter Medicare supplement policy or certificate are of the same Medicare supplement plan.

Dementia care. Provides that an area agency on aging designated by the bureau of aging services (area agency) may establish a dementia care specialist program. Allows an area agency to designate at least one individual as a dementia care specialist to administer the program. Provides that the division of aging (division) may employ a dementia care specialist coordinator. Sets forth the duties of: (1) a dementia care specialist; and (2) the dementia care specialist coordinator; if an area agency or the division establishes those positions. Makes conforming changes.
