Accommodation of refugees. Allows the office of community and rural affairs (office) to use money in the rural economic development fund to provide grants for use by a nonprofit organization in assisting one or more refugees, or other individuals eligible to receive benefits or services from the Office of Refugee Resettlement of the United States Department of Health and Human Services (eligible individuals), in establishing permanent or temporary residence in an Indiana county that has provided notice to the office of the county's willingness to accommodate refugees or other eligible individuals. Provides for distribution of 90% of a grant to the nonprofit organization that applies for the grant, and 10% of the grant to the county specified in the grant application as the county that will accommodate the refugees or other eligible individuals.

Commemorating Dr. Martin Luther King Jr. Day.

Enforcement of federal firearms laws. Prohibits certain law enforcement officers from enforcing particular federal firearms laws that are more restrictive than Indiana law. Permits the filing of an action by a person injured by an officer's enforcement of those laws. Specifies exceptions and defines certain terms.

Green alert for missing at-risk veterans. Defines "veteran at risk". Creates the green alert program to provide for public notification regarding missing veterans at risk. Changes the name of the Indiana clearinghouse for information on missing children and missing endangered adults to the Indiana clearinghouse for information on missing children, missing veterans at risk, and missing endangered adults (clearinghouse). Makes conforming changes to the duties of the clearinghouse. Creates certain duties and reporting requirements for law enforcement agencies concerning missing veterans at risk. Provides immunity for a broadcaster who broadcasts, or an electronic billboard operator who displays, a green alert notification and a person who establishes or maintains a green alert Internet web site under an agreement with the state police department.

Property tax deduction for maintaining wetlands. Provides a property tax deduction for a person's qualified wetlands area. Defines "qualified wetlands area". Requires a person to provide a wetland delineation report to the county auditor to be eligible for the deduction.

Compensation of city employees. Requires a city legislative body to approve an increase or decrease in the fixed compensation of an appointive officer, deputy, or other employee of the city.

Public officer reporting of conflicts of interest. Provides that for purposes of the legislative ethics statute, the executive branch ethics statute, and the judicial ethics statute, the term "relative" includes only an individual's spouse, an individual's child, or the child of the individual's spouse.

Cash transactions. Requires a merchant that: (1) offers for sale, lease, or rent; or (2) sells, leases, or rents; goods and services to the public for a profit in Indiana to accept cash as payment for such transactions. Provides that a merchant may offer to a customer who is owed change in a cash transaction the option to do either of the following, but may not require the customer to do either of the following: (1) Receive the change in the form of a gift card, gift certificate, or store credit. (2) Donate an amount: (A) equal to part or all of the amount of the change owed; or (B) exceeding the amount of the change owed; to a charity. Provides that the following apply to a merchant that chooses to make one or more of these options available to customers: (1) If a customer does not choose one of these options, the merchant must provide to the customer in cash an amount equal to at least the amount of change owed to the customer, regardless of whether the merchant is able to provide the customer the exact amount of change owed. (2) The merchant must provide certain specified forms of notice informing customers of the options available for receiving change in a cash transaction, including a customer's right to receive in cash at least the amount of change owed. Provides that the provisions do not apply to a sports or entertainment venue if cash is accepted in exchange for a debit card or other cash equivalent point of sale. Provides that the provisions do not apply to a transaction conducted by telephone, through the mail, or over the Internet. Provides that a person that violates any of these requirements: (1) commits a deceptive act that is actionable by the attorney general or by a consumer under the deceptive consumer sales act (act); and (2) is subject to the remedies and penalties under the act.

Cannabis legalization. Establishes a procedure for the lawful production and sale of cannabis in Indiana. Makes conforming amendments.

Medicaid risk based managed care. Requires review by the budget committee before a request for proposal for the procurement of a covered population in a risk based managed care program or a capitated managed care program (program) is issued. Sets forth requirements that the office of the secretary (office) must ensure are met before the office may contract with an entity to operate a program. Sets forth provisions that must be included in a contract with an entity to operate the program. Requires the office to do the following: (1) determine all eligibility requirements; and (2) determine the base reimbursement rate structure, methodology, and reimbursement rates that are sufficient to provide an adequate number of providers to provide home and community based services. Requires a managed care organization to contract with any providers that meet specified requirements for the program. Prohibits a managed care organization from delegating or subcontracting specified functions within the program unless certain conditions are met. Requires the office to apply to amend the aged and disabled waiver to ensure that an individual in need of waiver services is authorized for reimbursable services within 72 hours of determining the individual would qualify for Medicaid and the waiver services. Expires the program on July 1, 2027. Requires the office to annually provide the budget committee information concerning the number of Medicaid recipients in certain categories and reimbursement rates for home and community based services. Allows the office of the attorney general to investigate and prosecute complaints concerning employment agencies. Provides that the division of consumer protection is responsible for the investigation of complaints concerning employment agencies.

Agritourism activities. Specifies that "agritourism activity" includes camping, canoeing, kayaking, tubing on a river, and winter sports activities, including activities that take place on a facility or on grounds used for or in connection with winter sports activities. Provides that failure to post a warning sign or provide a warning notice does not create a cause of action against an agritourism provider. Allows the use of an electronic signature to sign a contract or release in connection with engaging in an agritourism activity.

Purchases from youth agricultural programs. Raises the total amount of food that a public school or school corporation (purchasing agency) may purchase from a youth agricultural education program to $10,000 per fiscal year. Specifies that if a purchasing agency purchases more than $10,000 of food from a youth agricultural educational program per fiscal year, the purchasing agency must comply with the applicable federal procurement requirements.

Ambulance services. Provides for the attending physician, or the physician's designee, of a patient needing transportation by ambulance to sign an order that states the level of ambulance service needed for the patient and the condition or diagnosis of the patient that makes the transportation of the patient by ambulance necessary. Amends the law on emergency medical services to make that law apply to nonemergency ambulance services as well as emergency ambulance services. Requires a health plan to fairly negotiate rates and terms with any ambulance service provider willing to become a participating provider with respect to the health plan. Requires a health plan to pay ambulance service benefits directly to a nonparticipating ambulance service provider (nonparticipating provider) that provides ambulance service to a covered individual if the covered individual executes a written assignment of benefits in favor of the nonparticipating provider. Provides that a nonparticipating provider that provides ambulance service to a covered individual and that is paid less for the service by the health plan than the amount it billed may bill the covered individual for the balance. Provides that if the dispute concerning the amount to be paid to the nonparticipating provider for the ambulance service is not resolved through negotiation, the health plan operator or the nonparticipating provider may initiate binding arbitration to resolve the dispute. Provides that an accident and sickness insurance policy or HMO contract that provides coverage for emergency medical services must also provide reimbursement for: (1) emergency ambulance services; and (2) specialty care transport; provided by an emergency medical services provider organization. Provides that reimbursement provided for basic and 0advanced life support services through an accident and sickness insurance policy or HMO contract must be provided on an equal basis regardless of whether the services involve transportation of the patient by ambulance.

Statewide mobile food unit license. Defines "mobile food unit" as a food truck or another mobile unit from which food ready for immediate consumption is provided to the public. Requires the state department of health (state department) to establish: (1) a statewide mobile food unit license (license); (2) standards for the licensure and inspection of a mobile food unit by a local health department; and (3) standards for the operation of a mobile food unit. Requires the state department to establish license fees and inspection fees. Requires a local health department to: (1) receive applications for a license; (2) collect license and inspection fees; (3) issue a license; and (4) conduct semiannual inspections of a mobile food unit. Provides that an owner or operator of a mobile food unit issued a license is not required to obtain a county or local license permit or required to pay a county or local inspection fee or license or permit fee. Requires the state department to adopt rules to implement these provisions.

Additional property tax relief for homesteads. Makes changes to the property tax deduction and additional circuit breaker credit for those over 65 years of age.
