Nursing programs and licensing matters. Establishes certain requirements for the temporary licensure of retired or inactive emergency medical services personnel, retired or inactive health care professionals, out-of-state health care professionals, or recently graduated students who have applied for certain licenses. Allows a health care provider or an officer, agent, or employee of a health care provider who has a temporary license to qualify for coverage under the Medical Malpractice Act. Provides that the state board of nursing (board) shall issue by endorsement a license to practice as a registered nurse or practical nurse to an applicant who is a graduate of a foreign nursing school and provides certain documentation. Allows: (1) an eligible associate degree or bachelor's degree registered nursing program to increase enrollment at any rate deemed appropriate by the program; and (2) a nursing program that is not an eligible program but meets specified requirements to increase enrollment by not more than 100%. Allows a nursing program to substitute a certain number of simulation hours for clinical hours in certain circumstances. Establishes requirements for clinical preceptors. Provides that a majority of the faculty is not required to be full-time employees of a state educational institution that operates a nursing program that predominantly issues associate degrees.

Inducing suicide. Defines "individual with suicidal ideation" and "undue influence". Provides that a person who, with the intent to cause an individual to commit suicide, persuades, encourages, or induces the individual to commit suicide, commits inducing suicide, a Level 5 felony, if: (1) the person knows that the individual is an individual with suicidal ideation; (2) the person has undue influence over the individual; and (3) the individual commits or attempts to commit suicide. Makes conforming amendments.

Waives sovereign immunity for purposes of the prohibition, except that state courts retain immunity. Allows suit under these provisions without exhausting administrative remedies. Provides for a private right of action and civil remedies.

Closure of coal combustion residual impoundments. Requires the owner or operator of a coal combustion residuals (CCR) surface impoundment: (1) that is located in a 500 year flood zone, has caused a statistically significant increase in groundwater contamination, or does not have a composite liner that meets certain requirements; or (2) that is otherwise subject to a federal or state closure requirement; to remove all CCR from the CCR surface impoundment, return the site of the CCR surface impoundment to a nonerosive and stable condition, and either transfer the CCR for disposal in a landfill that meets certain requirements or put the CCR to an encapsulated beneficial use. Requires that the CCR be put to an encapsulated beneficial use whenever possible. Requires the owner or operator of a CCR surface impoundment to monitor for dust problems during removal of the CCR from the surface impoundment and requires the use of dust controls in the removal, transfer, and disposal of the CCR to minimize dust pollution. Requires the owner or operator of a CCR surface impoundment from which the CCR are being removed, in consultation with local government officials, to develop a plan for transporting the CCR after it is removed from the surface impoundment. Prohibits the department of environmental management (department) from approving a plan for closure of a CCR surface impoundment that does not meet these requirements. Requires the department to hold a public hearing on the approval or denial of a plan for the closure of a CCR surface impoundment.

Business matters. Establishes the young entrepreneurs program within the business division of the secretary of state. Allows the secretary of state to adopt rules to carry out the young entrepreneurs program. Expands the meaning of "qualified Indiana investment fund" to include certain additional types of funds. Provides that the Indiana economic development corporation (corporation) may certify a fund only if the fund invests based on certain policy criteria. Provides a maximum tax credit for qualified investment funds dedicated to supporting underserved businesses. Specifies conditions under which the corporation may use discretionary funds to make additional awards of credit after it has awarded the maximum amount of credits for a particular calendar year.

Ban on sale of flavored tobacco and e-liquids. Prohibits the sale of flavored tobacco products and their components, including: (1) cigarettes, electronic cigarettes, and smokeless tobacco; and (2) tobacco products that have a characterizing flavor. Provides that a person or entity that sells a flavored tobacco product commits a Class C misdemeanor and may have the person's tobacco sales certificate revoked by the alcohol and tobacco commission.

Next level Indiana fund. Makes changes to the next level Indiana trust fund to strengthen legislative oversight. Adds one legislative member to the fund investment board appointed by the speaker of the house of representatives and one legislative member appointed by the president pro tempore of the senate. Provides that five members of the board constitute a quorum (rather than three, under current law). Provides that money in the trust may be invested in investments that direct all investments into Indiana based funds or funds that have opened or agree to open and operate an Indiana office, and Indiana based companies. Provides that any out-of-state funds that receive investments must direct all investment dollars into Indiana based companies. Provides that an established function of the fund is to support the formation of new Indiana based funds and fund managers.

Consumer data protection. Establishes a new article in the Indiana Code concerning consumer data protection, to take effect January 1, 2025. Sets forth the following within the new article: (1) Definitions of various terms that apply throughout the article. (2) Exemptions from the bill's requirements concerning the responsibilities of controllers of consumers' personal data. (3) The rights of an Indiana consumer to do the following: (A) Confirm whether or not a controller is processing the consumer's personal data. (B) Correct inaccuracies in the consumer's personal data that the consumer previously provided to a controller. (C) Delete the consumer's personal data held by a controller. (D) Obtain a copy or representative summary of the consumer's personal data that the consumer previously provided to the controller. (E) Opt out of the processing of the consumer's personal data for certain purposes. (4) The responsibilities of controllers of consumers' personal data. (5) The roles of controllers and processors with respect to a consumer's personal data. (6) Requirements for data protection assessments by controllers of consumers' personal data. (7) Requirements for processing de-identified data or pseudonymous data. (8) Limitations as to the scope of the new article. (9) The authority of the attorney general to investigate and enforce suspected or actual violations of the new article. (10) The preemption of local rules, regulation, and laws regarding the processing of personal data.

Supervised consumer loans. Amends the Uniform Consumer Credit Code to provide that the authorized loan finance charge for a consumer loan, other than a supervised loan, that is entered into after June 30, 2022, may not exceed 36% (versus 25% for a consumer loan that is entered into before July 1, 2022) per year on the unpaid balances of the principal. Amends the definition of "supervised loan" to mean a consumer loan that: (1) is entered into before July 1, 2022, and with respect to which the rate of the loan finance charge exceeds the authorized 25% annual rate for consumer loans under current law; or (2) is entered into after June 30, 2022, and is made in accordance with the requirements for supervised loans set forth in the bill. Sets forth requirements and limitations with respect to the following for supervised loans made after June 30, 2022: (1) Authorized fees and charges. (2) The maximum principal amount. (3) The minimum and maximum lengths of the loan term. (4) Information and disclosures to be included in the loan contract. (5) A borrower's right to rescind a supervised loan transaction. Provides that when a borrower enters into a supervised loan, the lender shall provide the borrower with a pamphlet approved by the department of financial institutions (department) that describes: (1) the availability of debt management and credit counseling services; (2) the borrower's rights and responsibilities; and (3) the availability of the 211 telephone dialing code for human services information and referrals. Sets forth prohibited acts and practices in connection with a supervised loan. Provides that a lender may not take a security interest in real or personal property in connection with a supervised loan, other than a security interest in a personal check of the borrower. Specifies the applicability of the bill's provisions to supervised loans made by persons exempt from: (1) the bill's finance charge limitations; and (2) licensure by the department. Requires a lender that makes at least one supervised loan in Indiana during a calendar year to remit to the department: (1) an annual fee of $250; and (2) an additional fee of $250 per Indiana branch location (after the first location). Establishes the consumer financial education fund (fund), and provides that the annual fees collected from lenders making supervised loans are to be deposited in the fund. Provides that the fund is to be: (1) administered by the department; and (2) used by the department for paying expenses relating to consumer financial education. Requires a person that enters into at least one supervised loan transaction in Indiana in any calendar year to file with the department a report concerning the person's business and operations with respect to that calendar year. Requires the director of the department to prescribe: (1) the time and manner for filing the report; and (2) the information to be included in the report. Requires the department to publish and make available to the public, at least annually, an analysis of the information provided in the reports filed with the department. Sets forth the information that must be included in the department's analysis. Makes conforming amendments to existing references to supervised loans throughout the Indiana Code.

Mandatory job search for TANF eligibility. Requires the secretary of family and social services (secretary) to adopt rules concerning evidence of job search activities for certain applicants and certain recipients under the federal Temporary Assistance for Needy Families (TANF) program. Allows the secretary to suspend the rules for individuals residing in specified areas. Requires the secretary to amend two provisions in the Indiana Administrative Code to conform with those rules. Specifies certain exceptions.

Regulation of radioactive material. Establishes Indiana as a nuclear regulatory agreement state upon approval by the U.S. Nuclear Regulatory Commission (commission) and the signing of an agreement by the governor and the chairman of the commission. Establishes the policies and purposes of the agreement in regulating certain radioactive items. Provides that the Indiana department of homeland security (department) is responsible for carrying out the duties of the agreement. Tasks the department to create rules, regulations, and protocols for the enforcement of the agreement. Requires the department to create licensing procedures for radioactive materials. Provides that the department shall create fee structures for the regulation of various radioactive services. Establishes the radiation site closure and disposal fund and the radiation long-term care fund. Permits the department to enter public and private property to ensure compliance with radiation regulations under certain conditions. Provides that the governor and the department may enter into agreements with the commission. Supersedes municipality or county regulation of certain radioactive materials. Prohibits the use or possession of certain radioactive materials unless licensed by the department. Grants the department emergency authority to impound radioactive materials in the possession of a person who is not in compliance with the department. Provides civil penalties for violations of certain rules.

School board and library board meetings. Requires a school board or library board, with certain exceptions, to do the following: (1) Post an agenda at the meeting site that has each agenda item clearly specified. (2) Provide a meeting attendee with a reasonable opportunity to speak regarding an agenda item. (3) Limit all official action to the agenda items. Provides that a meeting that violates these requirements may result in a court action to: (1) void a final action, policy, or decision based upon official action taken at the meeting; or (2) assess civil penalties against the officer or employee responsible for the violation.
