Firearms matters. Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Specifies that certain persons who are not otherwise prohibited from carrying or possessing a handgun are not required to obtain or possess a license or permit from the state to carry a handgun in Indiana. Prohibits certain individuals from knowingly or intentionally carrying a handgun. Creates the crime of "unlawful carrying of a handgun" and specifies the penalties for committing this crime. Allows particular individuals who do not meet the requirements to receive a handgun license and are not otherwise prohibited to carry a handgun in limited places. Allows a resident of Indiana to obtain in certain circumstances a license to carry a handgun in Indiana. Makes theft of a firearm a Level 5 felony. Defines certain terms. Makes conforming amendments and repeals obsolete provisions.

Ambulance assessment fee and fund. Establishes the ambulance assessment fee (fee) and the ambulance assessment fee fund (fund). Requires the office of the secretary of family and social services (office) to establish the fee based upon the best available data. Requires a provider organization to be assessed the fee. Provides that the office shall make expenditures from the fund in a manner consistent with applicable federal law. Requires the office to establish and distribute a schedule of payment amounts in a manner that reduces the gap between Medicaid rates and average commercial rates. Requires the office to consult with the Indiana emergency medical services association in the development and implementation of the payments. Specifies that the fee is in addition to, and does not replace, any state general fund appropriations to support provider organization reimbursements. Prohibits the office from lowering Medicaid rates for provider organizations as a result of the fee.
