Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning payment under the Medicaid program for obligations incurred but not paid for at the time of a recipient's death.

Reinserts the provisions of the introduced bill with the following changes. Amends the Freedom of Information Act. Provides that images from cameras under the Expressway Camera Act are exempt from inspection and copying until July 1, 2028 (rather than July 1, 2025). Amends the Election Code. Provides that the Access to Voting for Persons with Disabilities Advisory Task Force; the Public Financing of Judicial Elections Task Force; the Illinois Elections and Infrastructure Integrity Task Force; and the Ranked-Choice and Voting Systems Task Force are dissolved and the provisions creating the task forces are repealed on July 1, 2026 (rather than July 1, 2025). Amends the Illinois Lottery Law. Provides that the provisions requiring the Department of the Lottery to create a program that allows an individual 18 years of age or older to purchase lottery tickets or shares on the Internet are repealed on July 1, 2028 (rather than July 1, 2025). Amends the Blue-Ribbon Commission on Transportation Infrastructure Funding and Policy Act. Provides that the Commission is dissolved and the Act is repealed on August 1, 2026 (rather than August 1, 2025). Amends the Renewable Energy Component Recycling Task Force Act. Provides that the REC Recycling Task Force shall submit a final report to the General Assembly and the Governor's Office no later than January 1, 2026 (rather than July 1, 2025). Provides that the Act is repealed on July 1, 2026 (rather than December 31, 2025). Amends the Music Therapy Advisory Board Act. Provides that the Board is dissolved and the Act is repealed on September 1, 2025. Amends the Public Building Commission Act. Provides that provisions concerning conditions for use of design-build; solicitation of design-build proposals; development of design-build scope and performance criteria; procedures for design-build selection; small design-build projects; submission of design-build proposals; design-build awards; and minority and female owned enterprises are repealed on July 1, 2027 (rather than July 1, 2025). Amends the Park Commissioners Land Sale Act. Provides that provisions concerning the sale of Joliet Park District land are repealed on January 1, 2026 (rather than June 30, 2025). Amends the Expressway Camera Act. Provides that the Act is repealed July 1, 2028 (rather than July 1, 2025). Amends the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law of the Criminal Code of 2012. Provides that the Article is repealed on June 1, 2027 (rather than June 1, 2025). Amends the Eminent Domain Act. Provides that quick-take proceedings may be used by Menard County for the acquisition of specified property until May 31, 2026 (rather than May 31, 2025). Effective immediately.

Reinserts the provisions of the introduced bill with changes. Provides that the Task Force on Interjurisdictional Industrial Zoning Impacts shall include (i) one member who is a zoning and land use attorney, appointed by the President of the Senate and (ii) one member who is a zoning and land use attorney, appointed by the Speaker of the House of Representatives (in the introduced bill, 2 members who are zoning and land use attorneys, appointed by the President of the Senate). Provides that the Task Force's report shall be submitted no later than August 1, 2027 (in the introduced bill, February 1, 2028). Effective immediately.

Amends the Illinois Dental Practice Act. In provisions concerning the qualifications of applicants for dental licenses and dental hygienist licenses, provides that each applicant shall present satisfactory evidence that the applicant has passed the integrated National Board Dental Examination administered by the Joint Commission on National Dental Examinations and has successfully completed an examination conducted by the Central Regional Dental Testing Service, Inc. (CRDTS) or the American Board of Dental Examiners (ADEX). Provides that an applicant who has passed the integrated National Board Dental Examination or the National Board Dental Hygiene Examination, respectively, and who has, prior to January 1, 2026, successfully completed an examination conducted by the States Resources for Testing and Assessments, Inc. (SRTA) (formerly, Southern Regional Testing Agency, Inc.), the Western Regional Examining Board (WREB), the Commission on Dental Competency Assessments (CDCA), or the North East Regional Board of Dental Examiners (NERB) shall be eligible to apply for licensure. In provisions concerning examinations for dental licensure, provides that both theoretical and psychomotor (rather than practical) examinations shall be of a character to give a fair test of the qualifications of the applicant to practice dentistry. In provisions concerning expanded function dental assistants, provides that a dental assistant may perform certain services if the dental assistant has completed the training requirements for the service or services. Makes other changes. Effective July 1, 2026.

Amends the Illinois Insurance Code. Changes the title of the Urban Property Insurance Article to the Availability of Property Insurance Article. Provides for regulation of an association, commonly referred to as the Illinois FAIR Plan Association, of all admitted insurers engaged in writing in the State, on a direct basis, basic property insurance or any basic property insurance component in multi-peril policies, including, without limitation, excess and surplus insurers, but not including farm mutual companies. Replaces all references in the Article to Industry Placement Facility or Facility with Association and all references to Inspection Bureau with Inspector. Sets forth provisions concerning participation in and management of the Association. Makes changes to provisions concerning application procedures; authorized operations for issuing policies; approval of rates; the right to appeal; reporting requirements; making of assessments; and powers of the Director of Insurance. Provides that an insurer shall, for purposes of ratemaking submissions, include its proportionate share of the Association's deficit or surplus in underwriting results with the method of recognition determined from time to time by the Association's governing committee and the Director. Repeals provisions concerning the Industry Placement Program; premium financing; applications for coverage of risks by the Industry Placement Facility; the Illinois Insurance Development Fund; reimbursement of the Secretary through the Fund; insolvency of companies; and a task force that reviews policy forms and endorsements issued by the Industry Placement Facility. Effective immediately.

Amends the Illinois Administrative Procedure Act. Provides that, for any law implementing the federal Patient Protection and Affordable Care Act, the Department of Insurance may adopt rules that include incorporations by reference of federal rules and regulations without identifying the incorporated matter by date and without including a statement that the incorporation does not include later amendments. Amends the Illinois Insurance Code. Makes changes concerning the assignment or transfer of property and casualty policies; formatting requirements for the insurance company supplier diversity report; and insurance coverage for dependent parents. Provides that the Director of Insurance shall maintain as confidential any records or information received from the National Association of Insurance Commissioners or other state, federal, and international regulatory agencies (instead of insurance regulatory officials of other states) that are confidential in that other jurisdiction. Provides that the Department may waive registration and course certification fees if the pre-licensing or continuing education course is provided by a government entity free of charge. Amends the Network Adequacy and Transparency Act. In applicability provisions, removes language concerning exemptions for short-term, limited-duration health insurance coverage with a network plan. Repeals the Health Care Purchasing Group Act. Effective immediately.

Amends the Regulatory Sunset Act. Provides that the Radiation Protection Act of 1990 shall be repealed on January 1, 2037 (rather than January 1, 2027). Amends the Election Code. In provisions concerning the Public Financing of Judicial Elections Task Force, provides that the Task Force shall complete its study no later than July 1, 2027 (rather than June 30, 2024). Specifies that the provisions shall be repealed on July 1, 2027 (rather than July 1, 2026). In provisions concerning the Ranked Choice and Voting Systems Task Force, provides that, on or before January 1, 2027 (rather than June 30, 2025), the Task Force shall publish a final report of its findings. Specifies that the provisions shall be repealed on January 1, 2027 (rather than July 1, 2026). Amends the Department of Human Services Act. Specifies that provisions concerning a home visiting program shall be repealed on July 1, 2027 (rather than July 1, 2026). Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Specifies that provisions concerning a safe gun storage awareness campaign shall be repealed on July 1, 2027 (rather than July 1, 2026). Amends the Illinois Power Agency Act. Provides that home rule provisions shall be repealed on January 1, 2031 (rather than January 1, 2028). Amends the Renewable Energy Component Recycling Task Force Act. Changes the final report date of the Task Force to July 1, 2027 (rather than January 1, 2026). Specifies that the Act shall be repealed on July 1, 2027 (rather than July 1, 2026). Amends the Design-Building Procurement Act. Specifies that the Act shall be repealed on January 1, 2030 (rather than January 1, 2027). Amends the Progressive Design-Build Pilot Program Act. Specifies that the Act shall be repealed on January 1, 2028 (rather than January 1, 2027). Amends the Illinois Pension Code. Makes changes to dates in provisions concerning employment as a teacher for an annuitant receiving a retirement annuity other than a disability retirement annuity. Amends the Bias-Free Child Removal Pilot Program Act. Specifies that the Act shall be repealed on January 1, 2028 (rather than January 1, 2027). Amends the Early Intervention Services Systems Act. Specifies that the Act shall be repealed on July 1, 2027 (rather than July 1, 2026). Amends the Cannabis Regulation and Tax Act. Specifies that the Community College Cannabis Vocational Pilot Program Article is repealed January 1, 2031 (rather than July 1, 2026). Amends the Interchange Fee Prohibition Act. Provides that the Act is effective July 1, 2027 (rather than July 1, 2026). Amends Public Act 103-594. Extends the effective date of a repealer in the Act. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Creates the Strengthen Illinois Homes Fund. On or before July 1, 2028, and depending on availability of funds, provides that the Department of Insurance shall identify areas of need to administer a pilot grant program known as the Strengthen Illinois Homes Program. Requires the Department of Commerce and Economic Opportunity, in conjunction with the Department of Insurance, to develop a standard application and grant award rubric for the eligible program grantees. Establishes program requirements for contractors. Amends the State Finance Act to make a conforming change. Amends the Illinois Insurance Code. Establishes notice requirements for companies providing flood coverage. Creates the Climate Risk Disclosure Article, which may be referred to as the Climate Risk Disclosure Law. Requires all companies, corporations, and organizations subject to the Article to, upon direction from the Department, participate in climate surveys issued by the National Association of Insurance Commissioners. Creates the Strengthen Illinois Homes Article, which may be referred to as the Strengthen Illinois Homes Act. Provides that, for homeowners insurance policies, an insurer shall provide an actuarially justified premium discount or insurance rate reduction to a specified owner. Provides that the Director of Insurance may adopt rules that establish standard discount amounts, targets, or benchmarks for the coverage of insurable property meeting the specified mitigation program standards. Provides that an insurer writing homeowners insurance policies that provide coverage of an insurable property that is a nonfortified insurable property shall offer an optional rider, endorsement, or supplemental policy provision that provides the insured a right to receive claim payments for the cost to upgrade an insurable property to mitigation program standards for a specified claim. Makes other changes. Amends the Dental Service Plan Act, the Health Maintenance Organization Act, and the Limited Health Service Organization Act to establish conforming requirements.

Amends the Property Tax Code. Creates a pilot program that allows a county that has 3,000,000 or more inhabitants and that elects to participate in the program to acquire tax certificates for certain homestead properties offered at any of its annual tax sales. Provides that the number of properties may not exceed 200 properties or 50% of the total number of properties offered at that annual tax sale. Provides that, if a county acquires a tax certificate under the program and thereafter obtains an order directing issuance of a tax deed, the county shall record the tax deed within 30 days after entry of the order directing issuance of tax deed. Provides that the owner has a statutory right to redeem the property for a period of 365 days after recording of the tax deed. Provides that the property shall be offered at a judicial tax deed auction if it is not redeemed within that period. Sets forth procedures for the judicial tax deed auction. Contains provisions for the distribution of surplus funds. Sets forth the penalty amount for the property. Provides that no bidder, principal, affiliate, nominee, or related entity shall directly or indirectly engage in collusive bidding, common-control bidding, nominee bidding, bid rotation, or any other scheme designed to suppress competition at any tax sale under the Code. Contains provisions concerning assignments of certificates of purchase. Makes changes to various notices. Makes changes concerning the redemption period. Provides that if, on the date of the tax sale, the property sold is occupied residential property containing a structure or structures with 6 or fewer residential units, the property may be redeemed after 3 years but before the court orders the property sold at a judicial tax deed auction. Effective July 1, 2026.

Reinserts the provisions of the introduced bill with the following change. Defines "social club" as a private establishment that is the premises of a formal organization of members for pleasure, recreation, and other purposes. Effective immediately.

Amends the State Finance Act. Modifies the allocation of moneys from the Cannabis Regulation Fund. Provides that, of the 8% of funds transferred to the Local Government Distributive Fund, 2% shall be used to fund law enforcement training programs that include (i) the use of de-escalation techniques to prevent or reduce the need for force whenever safe and feasible, (ii) specific training on officer safety techniques including cover, concealment, and time, and (iii) training focused on high risk traffic stops; 2% shall be used for the purchase of body cameras; 2% shall be for law enforcement to use at their discretion; 1% shall be allocated to counties for costs associated with pretrial services; and 1% shall be allocated to counties for costs associated with juvenile expungements.

Amends the Juvenile Court Act of 1987. Provides that the juvenile law enforcement records of a person who before his or her 21st birthday has committed an act which if committed by an adult would constitute a criminal violation under the Cannabis Control Act or a criminal violation of the Drug Paraphernalia Control Act with respect to cannabis are subject to automatic expungement. Provides that the law enforcement agency who initiated the violation shall automatically expunge, on or before January 1 and July 1 of each year, the juvenile law enforcement records of a person eligible under this provision. Provides that the law enforcement agency shall provide by rule the process for access, review, and confirmation of the automatic expungement by the law enforcement agency. Provides that the clerk of the circuit court shall expunge, upon order of the court, or in the absence of a court order on or before January 1 and July 1 of each year, the juvenile court records of a person who before his or her 21st birthday has committed an act which if committed by an adult would constitute a criminal violation under the Cannabis Control Act or a criminal violation of the Drug Paraphernalia Control Act with respect to cannabis in the clerk's possession or control and which contains the final satisfactory disposition which pertain to a person eligible under this provision. Effective immediately.

Amends the Property Tax Code. Provides that, in addition to any other requirements set forth by law, each member of the board of review in a county with 3,000,000 or more inhabitants must be an attorney licensed to practice law in Illinois. Limits the concurrent exercise of home rule powers.

Amends the Illinois Police Training Act. Provides that specified in-servicing training for law enforcement officers must be completed every 2 years (rather than 3 years) and must include at least 30 hours of training.

Amends the Property Tax Code. Increases the maximum reduction for the general homestead exemption to $50,000 in counties with 3,000,000 or more inhabitants. Provides that for taxable years 2025 through 2027, the property tax liability for homestead property in Cook County that contains a single-family home or a multi-unit residential dwelling with fewer than 3 units shall not exceed the adjusted property tax liability for the property for the applicable tax year. Effective immediately.
