Creates the Local Accessory Dwelling Unit Act. Defines terms. Provides that a unit of local government may not prohibit the building or usage of accessory dwelling units in the unit of local government. Provides that a unit of local government may provide reasonable regulations relating to the size and location of accessory dwelling units similar to other accessory structures unless a regulation would have the effect of prohibiting accessory dwelling units. Limits home rule powers. Effective immediately.

Amends the Liquor Control Act of 1934. Removes language providing that specified fines may not exceed $500 for each violation and that each day that the activity, which gave rise to the original fine, continues is a separate violation. Removes language providing that a rectifier may make sales and deliveries of alcoholic liquor to retailers. Requires an applicant for a retail license to provide the applicant's primary and supplementary email address to which all license-related notices may be served. Provides that certain licenses shall not be revoked or suspended except after a hearing by the State Commission with reasonable notice to the licensee served by electronic or other reasonable means (instead of by registered or certified mail with return receipt requested) at least 10 days prior to the hearings at the last known place of business of the licensee or to the licensee's primary or supplemental email address and after an opportunity to appear and defend. Effective immediately.

Amends the Illinois Sustainable Investing Act. Provides that the laws of this State shall govern in any case or controversy heard in this State related to lawful sustainable investment activity. Provides that the State may decline to provide any information to or expend or use any time, money, facilities, property, equipment, personnel, or other resources to assist any individual, or out-of-state officer, official, agency, entity, or department seeking to impose civil or criminal liability upon a person or entity for lawful sustainable investment activity. Creates a right of action if a person residing or domiciled in Illinois has had judgment entered against them in another state for lawful sustainable investment activity that is permitted under the laws of this State.

Appropriates $2 from the General Revenue Fund to the Department of Revenue for its FY26 ordinary and contingent expenses. Effective July 1, 2025.

Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that, if a county, township, or municipality does not approve, conditionally approve, or disapprove a development document within 90 days after receiving the development document, any required review of the document may be performed by a person who is not the applicant or the person whose work is the subject of the application if that person is (A) employed by the county, township, or municipality to review development documents; (B) employed by another unit of local government to review development documents if the county, township, or municipality has approved the person to review development documents; or (C) a licensed professional engineer, structural engineer, or architect. Provides that, if a county, township, or municipality does not conduct a required development inspection within 90 days after receiving a development document for a development permit that would require an inspection, then the inspection may be conducted by a person who is not the owner of the land or improvement to the land that is the subject of the inspection or a person whose work is the subject of the inspection if that person is (A) certified to inspect buildings by the International Code Council; (B) employed by the county, township, or municipality as a building inspector; (C) employed by another unit of local government as a building inspector if the county, township, or municipality has approved the person to perform inspections; or (D) a licensed professional engineer, structural engineer, or architect. Provides that a county, township, or municipality may not impose a fee related to the review of a development document or a development inspection conducted under the provisions. Provides that a person may appeal to the county board, the township board, or the corporate authorities of the municipality (1) a decision to conditionally approve or disapprove a development document made by the county, township, or municipality or a person authorized perform the review of the document under the provisions or (2) a decision regarding a development inspection conducted by the county, township, or municipality or a person authorized to perform the development inspection under the provisions. Limits home rule powers.

Creates the Fair Online Pricing Act. Provides that a price offered to a consumer through the consumer's online device shall not be generated in whole, or in part, based on the following input data: (1) the hardware or hardware state of the online device; (2) the presence or absence of any software on the online device; and (3) geolocation data of the online device. Sets forth exemptions. Provides that a violation of the provisions of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make conforming changes.

Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that a county, township, or municipality shall not enact or enforce an anti-growth law affecting property unless the anti-growth law is enacted or enforced (1) following a disaster declared by the Governor that occurred within the jurisdiction of the county, township, or municipality; or (2) to provide for the extension or acquisition of public infrastructure, public services, or water resources. Limits home rule powers. Effective immediately.

Congratulates Rosa Escareno on her retirement as general superintendent and CEO of the Chicago Park District. Thanks her for her dedication to the residents of the City of Chicago over the course of her 31-year career in public service.

Mourns the passing of Lori Healey of Chicago.

Amends the Illinois Banking Act. Makes a technical change in a Section concerning the short title.

Amends the Long-Term Care Provider Funding Article of the Illinois Public Aid Code. Provides that any increase in any authorized long-term care provider assessment must: (1) comply with all federal regulations for provider assessments; (2) require that all revenues from an increase in the assessed rates are applied to nursing facility rates for staffing incentives and to improve the quality of care as described in specified provisions under Article V of the Code; (3) not increase the assessed rate of $7 per occupied bed day for non-profit nursing facilities without Medicaid-certified beds or any nursing facility owned and operated by a county government; (4) maintain the 2.1 to 1 ratio between the highest tax rate and lowest tax rate; and (5) not increase any tax rate proportionally more than any other tax rate. Effective immediately.

Amends the Downstate Firefighter Article of the Illinois Pension Code. Provides that in July 2025, the monthly pension of a firefighter who retired between July 1, 1977 and January 1, 1986 shall be recalculated and increased to reflect the amount that the firefighter would have received in July 2025 had the firefighter been receiving a 3% compounded increase for each year he or she received pension payments after his or her retirement date. Provides that in each January thereafter, he or she shall receive an additional increase of 3% of the amount of the pension then being paid. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Terrorism Article of the Criminal Code of 2012. Provides that "terrorist act" includes any act that is intended to cause or create and does cause or create substantial damage to or destruction of any building or facility containing an entity providing reproductive health care as the term is defined in the Reproductive Health Act. Provides in the offense of causing a catastrophe that "vital public facility" includes an entity providing reproductive health care as the term is defined in the Reproductive Health Act. Effective immediately.
