Amends the Illinois Municipal Code. Provides that, if a municipality adopts zoning regulations, then the zoning regulations adopted by the municipality must include a minimum of 5 of 14 specified housing strategies, applicable to the majority of the area where residential development is permitted in the municipality. Provides that, if a municipality has adopted one of the specified housing strategies before the effective date of the amendatory Act, then the housing strategy is considered adopted. Provides that, if a municipality adopts a housing strategy that satisfies 2 or more of the specified housing strategies, then only one strategy may be considered to have been adopted for purposes of compliance with the requirements added by the Amendatory Act.

Amends the Children's Mental Health Act. In provisions concerning the Children's Mental Health Partnership, makes changes to the Partnership's list of duties to include (i) reviewing or facilitating needs assessments (rather than conducting research assessments) to better understand the challenges and gaps of programs, services, and policies related to children's mental health; (ii) monitoring policy development related to children's mental health in Illinois at the local, State, and federal level; and (iii) regularly reviewing aggregate and de-identified data on the need for children's behavioral health services in Illinois that is collected by the Behavioral Health Care and Ongoing Navigation (BEACON) portal to ensure that system transformation can continue to be driven by data. Provides that the Partnership's membership shall include public members who reflect a diversity of sexual orientation; and that all Partnership members shall serve without compensation and with no entitlement to reimbursement for expenses incurred in the performance of their duties. Removes a provision permitting the Partnership to convene study groups. Expands the membership of the adjunct council to include up to 10 youth aged 16 to 25 (rather than up to 6 youth aged 14 to 25) and up to 4 (rather than a minimum of 4) representatives of 4 different community-based organizations that focus on youth mental health. Makes other changes.

Amends the Interagency Children's Behavioral Health Services Act. Requires the Department of Human Services, in coordination with a statewide association representing a majority of hospitals, to establish and offer a voluntary training that will be recorded and made available on the Department's website to all hospital social workers, clinicians, and administrative staff to inform them of BEACON, a centralized resource for Illinois youth and families seeking services for behavioral health needs, with the goal of encouraging families to seek assistance through BEACON and the Interagency Children's Behavioral Health Services Team. Provides that the training shall include how families and hospital staff can access BEACON, the process once a case is entered into BEACON, and State and community programs accessible through BEACON. Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires a psychiatric hospital to contact a youth or the youth's parents, guardian, or caregiver about the BEACON portal (rather than the Family Support Program and the Specialized Family Support Program) prior to referring the youth to the Department of Children and Family Services because the youth was left at the psychiatric hospital beyond medical necessity. Amends the School Code. Requires the State Board of Education, in consultation with the Children's Behavioral Health Transformation Team in the Office of the Governor and relevant stakeholders, to report its work and make available resource materials, including model policies and guidance informed by a phased approach to implementing universal mental health screening in schools. Requires the State Board of Education to report its work by September 1, 2026. Provides that mental health screenings shall be offered by school districts to students enrolled in kindergarten through grade 12, at least once a year, beginning with the 2027-2028 school year.

Amends the Illinois Controlled Substances Act. Provides that, if any substance, scheduled as a Schedule I controlled substance by the United States Drug Enforcement Administration, is rescheduled for the purpose of treating mental health disorders, including, but not limited to, anxiety, depression, and post traumatic stress disorder, the Department of Human Services shall reschedule the substance accordingly within 30 days from the publication in the Federal Register of the final order rescheduling the substance.

Amends the Illinois Administrative Procedure Act. In provisions concerning required rules, provides that before filing a certified copy of a rule with the Secretary of State, an agency shall give at least 14 days' notice of its intended action to the general public. Provides that the agency shall accept comments from any interested persons. Provides that, after the notice period, the agency may make modifications to the proposed rule in response to any comment received and file a certified copy with the Secretary of State. Makes other changes.

Amends the Property Tax Code. Provides that, in counties with a population of 200,000 or more that classify property, any residential property used in whole or in part as a short-term rental accommodation for 30 or more days in any year shall be assessed on the same basis of assessment as commercial property

Amends the Illinois Procurement Code. Provides that, for contracts, goods, and services procured by the Department of Transportation, no business shall be a small business, regardless of type, if (i) its annual sales for its most recently completed fiscal year exceed the small business size standard for its specific industry, as established by the U.S. Small Business Administration, or (ii) it employs more individuals than the number set forth in the small business size standard for its specific industry, as established by the U.S. Small Business Administration, whichever is applicable.

Amends the Criminal Code of 2012. Provides that any person who violates the statute concerning dangerous animals is subject to a minimum fine of $300 if the violation does not result in severe injury or death to any person or damage to another person's property. Provides that, if the violation results in severe injury or death to any person, then any person violating this provision is guilty of a Class C misdemeanor and subject to a fine of not less that $1,000 and not to exceed $10,000. Provides that, if the violation results in damage to another person's property, then any person violating the provision is guilty of a Class C misdemeanor and subject to a fine not less than $300 and not to exceed $1,000.

Amends the Counties Code, the Township Code, and the Illinois Municipal Code. Provides that, no later than January 1, 2027, each county, township, and municipality shall, by ordinance, allow for adaptive reuse of existing commercial buildings. Provides that adaptive reuse of existing commercial buildings shall be allowed in the county, township, or municipality under the provisions until the county, municipality, or township adopts or amends an ordinance to comply with the provisions. Provides that the adaptive reuse policy adopted under the provisions shall (1) allow the construction of micro units, provided however that no county, township, or municipality shall require a micro unit to be larger than minimum standards for micro units established in the International Building Code; (2) allow for the adaptive reuse of a building to meet the interior environment requirements of the International Building Code; and (3) provide for an exemption to any requirements regarding park dedication or additional off-street parking. Defines "adaptive reuse". Effective immediately.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that, in the case of a credit awarded under the Act for the employment of an apprentice, any requirement of the Act or any agreement entered into under the Act concerning the duration of the apprentice's employment may be satisfied by the employment of the apprentice by the apprenticeship firm, the employment of the apprentice by the commercial client served by the apprenticeship firm, or both. Provides that any worksite requirement imposed under the Act or under any agreement entered into under the Act may be satisfied by the employment of the apprentice at the hiring firm's worksite, the employment of the apprentice at the commercial client's worksite, or both.

Creates the Official Insignia and Uniform Sales Act. Provides that a person shall not: (1) knowingly manufacture, sell, market, promote, advertise, or otherwise distribute any counterfeit official insignia or uniform; or (2) knowingly manufacture, sell, market, promote, advertise, or otherwise distribute any counterfeit official insignia or uniform to an individual, knowing that the individual is not authorized to possess it under the law of the place in which the insignia or uniform is the official insignia or uniform. Sets forth penalties and defenses for violations of the Act. Defines terms.

Amends the Department of Transportation Law. Provides that, in counties with a population of more than 3,000,000, a lease for pedestrian infrastructure over a State highway initially entered into within one year after the effective date of the amendatory Act may be for a period of time no longer than 35 years. Provides that the land or property shall be leased by the Department of Transportation at fair market value and meet all other statutory requirements.

Amends the Public Utilities Act. Provides that a portable solar generation device shall be exempt from (i) net metering program and interconnection requirements under provisions concerning net electricity metering and (ii) any rules adopted pursuant to those provisions. Provides that a portable solar generation device shall include a device or feature that prevents the portable solar generation device from energizing a building's electrical system during a power outage. Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a portable solar generation device to do any of the following: (1) obtain the electricity provider's approval before installing or using the portable solar generation device; (2) pay a fee or charge related to the installation or use of the portable solar generation device; or (3) install additional controls or equipment beyond what is integrated into the portable solar generation device. Provides that an electricity provider shall not be liable for any damage or injury caused by an eligible customer's portable solar generation device.
