Creates the Transportation Network Driver Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; (iii) is used to provide transportation network company services; and (iv) operates under the license of a transportation network company. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair work practices; the prevention of unfair work practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; rulemaking; and public records. Amends the Freedom of Information Act and the Labor Dispute Act to make conforming changes. Effective immediately.

Amends the Evaluation of Certified Employees Article of the School Code. Prohibits an evaluator from using an artificial intelligence tool to assign a numerical score or qualitative rating for any component of a teacher's evaluation or any evaluation task that requires professional judgment. However, allows an artificial intelligence tool to be used to support the evaluator in administrative tasks.

Amends the Illinois Insurance Code. Changes the title of the Urban Property Insurance Article to the Availability of Property Insurance Article. Provides for regulation of an association, commonly referred to as the Illinois FAIR Plan Association, of all admitted insurers engaged in writing in the State, on a direct basis, basic property insurance or any basic property insurance component in multi-peril policies, including, without limitation, excess and surplus insurers, but not including farm mutual companies. Replaces all references in the Article to Industry Placement Facility or Facility with Association and all references to Inspection Bureau with Inspector. Sets forth provisions concerning participation in and management of the Association. Makes changes to provisions concerning application procedures; authorized operations for issuing policies; approval of rates; the right to appeal; reporting requirements; making of assessments; and powers of the Director of Insurance. Provides that an insurer shall, for purposes of ratemaking submissions, include its proportionate share of the Association's deficit or surplus in underwriting results with the method of recognition determined from time to time by the Association's governing committee and the Director. Repeals provisions concerning the Industry Placement Program; premium financing; applications for coverage of risks by the Industry Placement Facility; the Illinois Insurance Development Fund; reimbursement of the Secretary through the Fund; insolvency of companies; and a task force that reviews policy forms and endorsements issued by the Industry Placement Facility. Effective immediately.

Amends the Landlord and Tenant Act. Prohibits a real estate broker or rental agent who rents or leases residential real estate as an agent of the landowner, landlord, lessor, or sublessor from demanding or receiving any payment or fee from a tenant or prospective tenant for any services as agent for any action arising out of the leasing of a residential rental property. Prohibits a landowner, landlord, lessor, or sublessor from demanding or requiring that a tenant or prospective tenant retain, hire, or engage a real estate broker or rental agent and pay the real estate broker or agent a fee or commission as a condition to applying for or leasing a residential rental unit. Authorizes a person alleging a violation of the Act to bring a civil action against the person or entity that is alleged to have violated this Act. Authorizes a court to award to the plaintiff injunctive relief, monetary relief, attorney's fees, and costs.

Reinserts the provisions of the introduced bill with the following change. Provides that if the parties cannot reach agreement over the decision on whether to incorporate a student growth component into the teacher evaluation plan and there is no collective bargaining agreement that includes or incorporates by reference the use of a student growth component in the teacher evaluation plan (rather than that includes or incorporates by reference the teacher evaluation plan), then the student growth component shall be removed from the teacher evaluation plan. Effective immediately.

Creates the Judicial Sexual Assault Training Act. Requires the Administrative Office of the Illinois Courts to develop and implement a sexual assault continuing education program for judges and relevant court personnel. Provides issues to be included in the program. Requires the program to be included in the New Judge Seminar curriculum and be a mandatory program at the biennial Judicial Education Conference. Requires the Administrative Office of the Illinois Courts to make a record of a judge's completion of the program after the New Judge Seminar and the Judicial Education Conference and make that record available to the public upon request.

Provides that, no later than January 1, 2027, the Secretary of State shall develop standards concerning the collection of personal identification information on forms used by the public to conduct business with the State. Provides that, no later than January 1, 2028, each State agency shall make changes to all forms prescribed by that State agency for use by the public to conform to the standards developed by the Secretary of State. Effective immediately.
