Creates the Agricultural Land Conservation Act. Makes findings. Defines terms. Provides that, beginning January 1, 2026, a Farmland Conversion Fee shall be paid by the buyer or lessee in a transaction for any agricultural land that will be removed from production for the specific purpose to develop solar farms, wind farms, industrial parks, commercial areas, single and multiple family dwellings, or any other use that removes agricultural land from production, with certain requirements, of between $700 and $900 per acre, according to the amount of acres. Provides for certain exemptions. Provides for remittance to and collection by the Department of Revenue, with rulemaking required. Creates the Farmland Conversion Fee Fund as a special fund in the State treasury, with certain requirements. Provides that certain amounts must be expended from the Fund for certain purposes. Provides that all State real property being used in the commercial production of agricultural commodities shall use an established metric for the purpose of advancing adoption of conservation practices, with certain requirements. Effective immediately.

Creates the Compassionate Use and Research of Entheogens Act. Establishes the Illinois Psilocybin Advisory Board within the Department of Financial and Professional Regulation for the purpose of advising and making recommendations to the Department regarding the provision of psilocybin and psilocybin services. Provides that the Department shall begin receiving applications for the licensing of persons to manufacture or test psilocybin products, operate service centers, or facilitate psilocybin services. Contains licensure requirements and prohibitions. Provides that a licensee or licensee representative may manufacture, deliver, or possess a psilocybin product. Provides that a licensee or licensee representative may not sell or deliver a psilocybin product to a person under 21 years of age. Provides that a person may not sell, give, or otherwise make available a psilocybin product to a person who is visibly intoxicated. Creates the Psilocybin Control and Regulation Fund and the Illinois Psilocybin Fund and makes conforming changes in the State Finance Act. Requires the Department of Agriculture, the Department of Financial and Professional Regulation, and the Department of Revenue to perform specified duties. Contains provisions concerning rulemaking, taxes, fees, zoning, labeling, and penalties. Provides that beginning January 1, 2026, a tax is imposed upon purchasers for the privilege of using psilocybin at a rate of 15% of the purchase price. Preempts home rule powers. Contains other provisions. Amends the Illinois Vehicle Code. Provides that a person shall not drive or be in actual physical control of any vehicle within the State while there is any amount of a drug, substance, or compound in the person's breath, blood, other bodily substance, or urine resulting from the unlawful use or consumption of psilocybin as defined in the Compassionate Use and Research of Entheogens Act. Amends the Illinois Controlled Substances Act. Removes psilocybin and psilocin from the list of Schedule I controlled substances. Amends the Illinois Independent Tax Tribunal Act of 2012. Provides that the Tax Tribunal shall have original jurisdiction over all determinations of the Department of Revenue reflected on specified notices issued under the Compassionate Use and Research of Entheogens Act. Amends the Freedom of Information Act to exempt specific records from disclosure. Effective immediately.

Amends the Capital Development Board Act. Provides, in a provision that limits the enforceability of ordinances of units of local government with respect to the remediation, redevelopment, or improvement of certain State facilities, that a unit of local government shall not include a municipal wastewater agency or unit of local government that is organized under the Sanitary District Act of 1907, the North Shore Water Reclamation District Act, the Sanitary District Act of 1917, the Metropolitan Water Reclamation District Act, the Sanitary District Act of 1936, the Metro-East Sanitary District Act of 1974, or the Eastern Will Sanitary District Act. Provides that an ordinance or regulation of a municipal wastewater agency or unit of local government that is organized under the Sanitary District Act of 1907, the North Shore Water Reclamation District Act, the Sanitary District Act of 1917, the Metropolitan Water Reclamation District Act, the Sanitary District Act of 1936, the Metro-East Sanitary District Act of 1974, or the Eastern Will Sanitary District Act regarding the use of or connection to the wastewater treatment or collection system of the agency or unit of local government is valid and enforceable by the agency or unit of local government with respect to the construction, reconstruction, improvement, or installation of a State facility on or after the effective date. Effective immediately.

Amends the Public Higher Education Act. Provides that every faculty member of a public institution of higher education has the right to certain freedoms without fear of direct or indirect retaliation by the institution or discipline up to and including termination. Provides that every student of a public institution of higher education has the right to certain freedoms without fear of direct or indirect retaliation by the institution or discipline. Prohibits, with exceptions, a State officer or employee, member of a State governing or coordinating board, or institutional administrator from penalizing any faculty member of a public institution of higher education concerning the specific content of, viewpoints presented in, or method of the faculty member's teaching or scholarship, except as necessary to ensure that a faculty member's teaching or scholarship is reasonably germane to the faculty member's field or fields of study or assigned instructional responsibilities and that non-germane speech does not comprise a substantial portion of classroom instruction or to comply with applicable law. Requires the governing board of each public institution of higher education to adopt or amend institutional policies to incorporate these rights and obligations by July 1, 2027. Provides that each public institution of higher education shall submit the institution's policies on academic freedom to the Illinois Community College Board or the Board of Higher Education, whichever is applicable, by July 1, 2027 and within 60 days after any subsequent revisions to the policy. Provides that a faculty member or student of a public institution of higher education at the time that the institution has made or enforced any rule in violation of the amendatory provisions may commence a civil action to obtain appropriate injunctive and declaratory relief as determined by a court if the faculty member or student has first exhausted applicable institutional grievance or administrative review procedures or remedies available under any applicable collective bargaining agreement. Amends the Public Community College Act. Provides that recognition by the State Board of community colleges shall include a review of a community college's compliance with the amendatory provisions. Makes other changes.

Provides that a community college district that offers a baccalaureate degree program shall submit an annual report to the Illinois Community College Board. Sets forth what that report shall include. Provides for a statewide evaluation of a baccalaureate degree program.

Requires the Department of Insurance to conduct a comprehensive study of the use of nondriving factors in the setting of automobile and homeowners insurance premiums in Illinois. By January 1, 2027, requires the Department of Insurance to prepare and submit a report of its findings and recommendations to the President of the Senate, the Speaker of the House of Representatives, the Minority Leader of the Senate, and the Minority Leader of the House of Representatives. Provides that the Act is repealed on January 1, 2028. Effective immediately.

Provides that the failure to wear a seat safety belt or the misuse of a seat safety belt by a driver or passenger of a motor vehicle may be considered evidence of negligence and may diminish any recovery from damages, but shall not limit the liability of an insurer.

Amends the Illinois Insurance Code. Creates the Rates Article. Provides that the Article may be cited as the Insurance Rate Fairness and Consumer Protection Law. Sets forth provisions requiring insurers to receive prior approval for rate changes from the Department of Insurance on and after January 1, 2028. Provides that no insurer shall increase premiums by more than 10% per year for any policyholder without exceptional justification. Requires the Department to conduct market conduct examinations of insurers at least once every 3 years to ensure compliance with the Article. Establishes penalty and enforcement provisions for violations of the Article. Provides that the Department may adopt rules necessary to implement and enforce the requirements of the Article. Effective January 1, 2028.

Amends the Illinois Insurance Code. Provides that no company shall impose renewal premium increases of more than 10% for policies of fire and extended coverage insurance to which specified provisions apply. In a provision prohibiting a company from making changes in deductibles or coverage for any policy forms applicable to certain lines of business unless the company provides a specified notice, adds delivery by electronic means as a method for providing that notice. Provides that no company may impose renewal premium increases of more than 10% for policies of automobile insurance to which specified provisions apply unless the company mails to the named insured written notice or delivers notice by electronic means of the change in premium or change in deductible or coverage at least 30 days prior to the renewal. Effective January 1, 2028.

Amends the Illinois Marriage and Dissolution of Marriage Act. Requires the Department of Healthcare and Family Services, in consultation with the Administrative Office of the Illinois Courts, to conduct a comprehensive study on parenting-time presumptions in child custody proceedings. Provides that the study examine how statutory presumptions and judicial practices affect fairness, parental involvement, and child outcomes in custody cases. Requires that the review pay particular attention to ensuring that both parents, regardless of gender, are given equitable opportunities to maintain meaningful relationships with their children. Requires that the Department submit a final report to the General Assembly and the Governor no later than December 31, 2026 and include findings, recommendations, and potential statutory language to update Illinois law. Repeals the Act on December 31, 2027.
